THIS IS NOT A PRESOLICITATION NOTICE. The District of US Army Corps of Engineers, Alaska District is conducting market research prior to releasing a solicitation for Ship Simulation Pilot Study for the Anchorage Harbor. Anchorage, Alaska.


DISCRIPTION OF WORK: As part of the ongoing Anchorage Harbor Deepening study that accompanies the Port of Anchorage expansion, the Corps of Engineers will be performing a ship simulation study to determine the effects of the proposed changes to the dredged area. The Alaska District Corps of Engineers will contract with two experienced pilots to operate the ship simulator during the study. The ship simulation study will take place during the last two weeks of September (21-25 Sept and 28 Sept - 2 Oct). The ship simulation will take place at the Corps' Engineering Research and Development laboratory in Vicksburg, MS.

 The ship simulation study will be composed of three phases, model validation, existing condition testing, and with project testing. Initially, the pilots will run simulations with the Port of Anchorage as it was configured in 2006 to validate the model with actual conditions experienced by the pilots. After validation of the model is complete, testing with the model will begin. Existing conditions testing will begin with the completed expansion of the Port of Anchorage (harbor basin depth -35 feet MLLW) to be followed by with-project testing of the deepened harbor basin of the completed expansion of the Port of Anchorage (maximum harbor basin depth -45 feet MLLW).


 The pilots shall operate a virtual ship through numerous approaches and departures from the Port of Anchorage. The pilots shall operate the virtual ship during various tide phases to develop a ship track envelope. At the end of each run the pilots shall provide comments to observers concerning ship navigation, safety and other issues.


THE RESULTING SOLICITATION WILL BE FUNDED UNDER THE AMERICAN RECOVERY ACT AND REINVESTMENT ACT OF 2009 AND WILL CONTAIN THE APPROPRIATE CLAUSES.


The intent of this market research is to locate businesses with qualified personnel with a primary North American Industrial Classification System (NAICS) code of 488330, which has a size standard of $7million for a potential acquisition.


Minimum pilot qualifications:


 Pilots must have three years of experience piloting container ships over 700 feet in length to and away from the Port of Anchorage. Pilots must have detailed knowledge of the approach and departure routes, docking procedures, and tidal current patterns associated with the Port of Anchorage.


 This item shall include 28 hours of labor for travel, 80 hours of labor for ship simulation at CHL, round trip airfare, 15 days per diem, and 14 day rental car.
