FEGLI Premium Increase for Upper Age Bands of Option B
The 2nd phase of the Option B premium increase for FEGLI enrollees age 65 or older will be effective in January 2004. Employees with Option B who are age 65 or older will see the premium increase in their paycheck that covers the first pay period that begins after January 1, 2004. Retirees age 65 or older who elected No Reduction for Option B coverage will see the premium increase in their February 1, 2004, annuity payments (which cover the annuity for January).

There are no plans for a FEGLI open season. If you wish to cancel your Option B (or any other coverage), you may do so at any time. However, your opportunities to pick it up again are limited. Annuitants cannot elect new coverage.

Revised PDF-Fillable Version of FE-6 DEP, Statement of Claim, Option C-Family Life Insurance, Now Available
We recently revised the electronic version of the FE-6 DEP. We rewrote the instructions in plain language using a question and answer format. This will make the form easier to understand and to complete properly. Since payments now can exceed $7,500, we also included money market account information. We also updated OFEGLI’s address on the form.

Previous editions are not usable. If you have been using the June 1999 version of the form, it is now obsolete. You should discard all old editions since new information has been added to the form and the address on the previous edition is not current. The revised form is dated May 2002. You can download the form here in a PDF-fillable version. The hard copy version of the form is already available.

Agencies can order this form directly from OFEGLI. OFEGLI can accept orders only from an agency headquarters Insurance Officer. It will not accept orders from field installations or personnel offices. You must fax or mail your orders; OFEGLI cannot take telephone orders. The fax number is 1-201-395-7950. Conversion Guidance in FEGLI Handbook Expanded
We have expanded the FEGLI Handbook section on the conversion policies available for family members under Option C-Family. The individual policy is issued to the eligible family member. A conversion policy cannot be issued for a family member who did not exist on the effective date of the conversion policy. A conversion policy cannot be issued for a family member added after the effective date of the policy but before the time limit for applying expires.

Effect of the Retroactive Pay Raise on FEGLI
Benefits Administration Letter 03-205 of March 25 provides guidance to agencies concerning the effect of the retroactive raise on the amount of FEGLI coverage and on premium withholdings and Government contributions and explains when a revised SF 2821 (Agency Certification of Insurance Status) is or is not needed.

FEGLI Level Orange Alert Guidance Issued
Benefits Administration Letter 03-204 has been issued advising agencies of OPM actions during the Level Orange Alert. In the event of an attack, expedited procedures for the payment of life insurance claims would go into place. The expedited procedures come into play automatically if there is an attack on the homeland or a Federal installation overseas. It doesn't matter whether we're at code orange or any other color code. The fact that we were in code orange is what caused OPM to issue the guidance; it's not required for the procedures to be used. The procedures do NOT apply to a reservist (or civilian) killed in the war.

If there is an attack on Federal installations - here or abroad - agencies may use the expedited procedures; they don't have to wait for OPM to issue something else or for OPM to provide authorization.

New Combat Zone and FEGLI FAQs
We have added a new category to the FEGLI FAQs, Combat Zones and FEGLI. The questions address FEGLI benefits for civilians serving in combat zones, employees called-up to active duty and the payment of Accidental Death & Dismemberment (AD&D) benefits.

Time Frame for Accidental Death & Dismemberment (AD&D) Benefits Amended
We have amended the time frame for Accidental Death and Dismemberment Benefits under the FEGLI Program. Accidental Death benefits will be payable if the employee dies within one year of the accident. Accidental & Dismemberment will be paid for the loss of a hand, foot or eyesight within one year of the accident.

Submitting Forms to OPM for Retirees Who Are Not Eligible to Continue Their Life Insurance
We are amending the procedure when a employee is not eligible to continue life insurance coverage into retirement. Previously, the agency would give the employee both copies of the SF 2821 and keep all other life insurance forms in the employee's OPF. Now agencies should send all life insurance forms to OPM with the retirement papers. This way OPM will have easy access to these forms if any questions arise in the future concerning the individual's FEGLI coverage.
