SUBJECT: Delegation of Authority Concerning Privacy and Civil Liberties

1. DELEGATION.  By virtue of the authority vested in me as Secretary of the Treasury, including the authority vested by 31 U.S.C. § 321(b), I hereby designate the Assistant Secretary for Management and Chief Financial Officer to be the Chief Privacy and Civil Liberties Officer for the Department of the Treasury.  The Assistant Secretary shall have full authority to act for me on all matters concerning privacy and civil liberties including, but not limited to, those associated with the Privacy Act, the Consolidated Appropriations Act of 2005, and the Implementing Recommendations of the 9/11 Commission Act of 2007.  The Assistant Secretary for Management and Chief Financial Officer shall report directly to the Secretary to the extent required by these statutes.

2. RESERVED AUTHORITY.  The authority to designate the Chief Privacy and Civil Liberties Officer for the Department of the Treasury is reserved to the Secretary or the Deputy Secretary. 

3. IMPLEMENTATION.  

(a) Responsibilities for assisting the Assistant Secretary for Management and Chief Financial Officer in implementing this Order may be delegated to other Treasury Officials as needed.

(b) The Assistant Secretary for Management and Chief Financial Officer shall coordinate with the Inspector General and the Inspector General for Tax Administration to avoid duplication of effort in the implementation of this order.
