Fiscal Year 2010 Funding Requests

Below you will find information on the projects I have submitted to the Appropriations Committee for funding consideration for fiscal year 2010.  My policy is to submit all legitimate requests from Mississippians to the Committee.  In doing so, I recognize only a small percentage of these projects will receive federal funding, nor will all of the projects funded receive the full amount requested.  I also support many national programs that directly and indirectly impact Mississippians.

The annual budget resolution sets limitations on how much the federal government will spend each year.  Congressionally-earmarked funds represent only one-half of one percent of the total budget.  As someone who thinks the government spends too much, I have consistently supported shrinking the size of the budget.  But once the spending level has been set, I believe that one of the most effective ways to ensure that federal dollars are directed to projects with the most need and potential for economic impact is to allow the representatives elected by the people to make those decisions.  This is something that is clearly defined by our Constitution.  As part of the system of checks and balances, our Founding Fathers gave the Executive Branch the power to execute programs and the Legislative Branch the power to direct spending.

The bottom line is that federal dollars will always be directed by someone.  These spending decisions will be made either by elected officials who are accountable to the people who put them in office, or by bureaucrats in Washington, D.C. who know very little about the local needs in Mississippi and other states.
