King County Community Transportation Program

King County established the Community Transportation Program to provide services beyond the accessible regular bus service and paratransit service required by the federal Americans with Disabilities Act of 1990 (ADA). This program is intended to provide service that is more flexible and responsive to the unique transportation needs of persons with disabilities.

Enhanced Access Transportation Service

The following enhancements to Access Transportation service are available to persons registered for Metro's ADA Paratransit Program:

  • reservations available from up to three days before your trip;
  • subscription service for persons going to or from the same locations at the same times at least once a week. Subscription service is limited by federal regulations. You will be notified within 30 days whether your request can be filled (you can request trips individually in the meantime.) If subscription service is not available, you can file a new request;
  • expanded service area available from 6 a.m. to 10 p.m. Monday through Friday;
  • With the passage of the Transit Now initiative by voters, the service area now includes several rural areas not previously served. Eligible riders can request trips in the expanded area on non-holiday weekdays between nine a.m. and three p.m.
  • 'door-to-door' service for persons needing additional assistance and 'hand-to-hand' service for persons who are unable to be left alone are available on a limited basis (these services may require a new eligibility determination).

Taxi Scrip Program

The Taxi Scrip Program serves low-income King County residents age 18 to 64 who have a disability or age 65 and over. Once registered, you can buy up to six books of taxi scrip each month from Metro at a 50 percent discount to help meet your transportation needs.

Transit Instruction Programm

Since 1994, Metro has provided free training services to teach persons with disabilities and seniors how to ride regular public transit. The Transit Instruction Program includes:

  • individual training that is designed to meet your specific travel needs;
  • group orientation (including a trip on the bus to a destination the group selects); and
  • lift or ramp use instruction.

When you have a Regional Reduced Fare Permit (RRFP) or a Personal Care Attendant (PCA), your bus fare is less than the Access Transportation fare. Also, riding the bus provides you a greater level of independence and flexibility. The Hyde Shuttle

Take a free ride on the Hyde Shuttle

Need to go shopping? Have a doctor's appointment? Want to visit a friend? Easy! Just hop on the Hyde Shuttle. It's a free van service for seniors 55 or older and people with disabilities living in Central or Southeast Seattle. You can ride anywhere in our service area.

The van is lift-equipped and at your service Monday through Friday. Rides are on a first-come, first-served basis -- so be sure to book early!

Community Access Transportation

Elements of the Community Access Transportation program, or CAT (formerly the Community Partnership Program), have existed at Metro for a number of years in several forms and with different names. CAT is an effort to make use of an increasing number of high-quality retired Access and vanpool vehicles as well as creating new, innovative programs, such as the Hyde Shuttle.

Here are CAT’s current programs:

  • CAT Advantage Vans: Metro provides emergency response, vehicle maintenance and repairs, driver training, and technical assistance to participating agencies. Agencies agree to provide a minimum number of rides to Access users each month. For those committing to a higher level of rides, Metro provides a small operating grant annually to offset the cost of insurance, fuel, and administration. Rides are requested through the individual programs. Agencies provide the drivers and comprehensive, collision and liability insurance.
  • CAT Vanworks: CAT pays the monthly cost of a standard Vanpool agreement on behalf of local agencies that have a number of clients who are eligible for Metro’s ADA Paratransit Program (Access Transportation) and are traveling to worksites. The agency provides the driver and liability insurance.
