Guidance Documents Regarding Novel H1N1 Flu Virus

Aug. 17, 2009
MEMORANDUM FOR: All DHS Employees
FROM: Elaine C. Duke, Under Secretary for Management
SUBJECT: Guidance Documents Regarding Novel H1N1 Flu Virus

In preparation for the start of the flu season this fall, DHS has developed a series of guidance documents for the DHS workforce about the H1N1 Flu Virus. These documents are designed to provide guidance to both employees and supervisors on actions we all can take to prepare and plan for a probable return of the H1N1 virus this fall.

The guidance covers a number of important topics and a variety of situations, such as the use of Personal Protective Equipment and antivirals. Based on the best available information from the Centers for Disease Control and Prevention, as well as valuable input from DHS components, this guidance also covers leave policies, teleworking, and alternative work schedule arrangements for employees who are ill themselves or serving as caregivers for sick family members. The guidance documents have been uploaded for easy access to the DHS public Web site at http://www.dhs.gov/files/programs/gc_1241202408781.shtm.

Secretary Napolitano and I, along with all DHS leadership, are committed to providing you with the best guidance - which will always be based on the latest scientific understanding about H1N1 - and we will continue to keep you apprised of the latest developments. We also encourage all of you and your families to take steps to help prevent the spread of this virus. These steps and the latest information about the H1N1 virus are available at http://www.flu.gov/.

  AUXILIARY SEW-ON INSIGNIA

1. Coast Guard specifications for sew-on versions of Auxiliary insignia (i.e. - collar insignia for elected/appointed offices; qualification devices) have been developed and applied to production through the Coast Guard Exchange System (CGES). These new Auxiliary sew-on insignia have begun to arrive at CGES stores across the country.

2. The collar insignia have a black "A" sewn on them. They represent the new sew-on standard for Auxiliary elected/appointed offices, and they replace sew-on insignia that have either a blue or red "A".

3. Recognizing that many Auxiliarists wear sew-on insignia that have either a blue or red "A", a phase-in period is established for transition to these new sew-on insignia. The phase-in period shall end on December 31, 2010. After that date, the new sew-on insignia shall be the only authorized sew-on insignia for wear on appropriate Auxiliary uniforms.

4. In addition to availability at CGES stores, these insignia will also soon be available for order through:

- The Coast Guard Auxiliary Association Inc. web site (www.shopauxiliary.com - use the "District Materials Stores" link and login with your Employee ID and Auxiliary e-Directory password).
- The Vanguard web site (www.vanguardmil.com/store/index.php).

5. The Ninth District - Western Region's Material Store will have these new sew-on insignia at the upcoming National Conference in Chicago, IL.
