"The Effect of the Global Economic Crisis on State and Local Tax Returns" explains why the global crisis has been so severe and identifies the short-term and long-term consequences of the crisis on state and local government. david owens assisted university and town of chapel hill in pursuit of common goal
Professor David Owens has spent the past year helping the University and the Town of Chapel Hill develop the recently approved development agreement for Carolina North, a research and mixed-use academic campus planned for 250 acres two miles north of the main campus of UNC-Chapel Hill. Owens' role was described in a recent issue of University Gazette.

Over the last two decades, newcomers to North Carolina have included large numbers of immigrants from many countries, but particularly from Latin America and Asia. Immigration is generally regulated at the federal level, but its impact is increasingly felt at state and local levels. North Carolina middle and high school teachers recently attended a Civic Education Consortium workshop about the NC State Constitution. The training included Constitutional Tales, a presentation that weaves together stories of the black freemen and freedmen and northern and native whites whose leadership helped to create the 1868 Constitution.
