Abstract:
This document presents an updated version 2.1 of the UTL. It has been developed in close consultation with Federal, State, local, and tribal entities and National associations, and is one tool developed to help the homeland security community implement the capabilities-based planning process
established under HSPD-8. The UTL is a "living" document that will continue to be refined and expanded as it is put into practice. Additional guidance on use of the UTL is provided in the
Interim National Preparedness Goal and the National Preparedness Guidance.
