State variation in Medicaid spending: hard to justify.

This article examines the differences in coverage among state Medicaid programs.  The author highlights the variation in coverage across states as result of Medicaid policy and suggests the trend towards state-based healthcare solutions will only exacerbate this inequality.  He forecast that a federal solution to the state variations is unlikely.
