Coping with SCHIP enrollment caps: Lessons from seven states’ experiences.

This article presents the experiences of seven states with separate SCHIP programs utilizing enrollment caps over the 2001 to 2003 recession.  Most interviewees preferred caps to the alternative cost controlling measures.
