The Illinois Department of Human Services is charged with designing, coordinating and funding a comprehensive and coordinated community-based and culturally and gender-appropriate array of services throughout the state for the prevention,
intervention, treatment and rehabilitation of alcohol and other drug abuse and dependency. This system addresses the needs of at-risk or addicted individuals and their families. As the single state authority for substance abuse issues in Illinois, the
Department delegates these responsibilities to the Division of Alcoholism and Substance Abuse (DASA) and the Office of Prevention. Additionally, effective March 16, 1999, Governor George Ryan issued Executive Order #9 which designated DASA as the lead
agency for all substance abuse issues for the State of Illinois. As such, DASA is responsible for coordinating the efforts of all state programs dealing with problems created by substance abuse.
The integrated substance abuse service delivery system within DHS is coordinated by DASA and the Office of Prevention within the Division of Community Health and Prevention. These offices are primarily responsible for providing prevention,
intervention and treatment services related to alcohol, tobacco and other drugs to citizens of Illinois. Such services are supported through a combination of state and federal funds and with the exception of prevention services, DASA is responsible for
all other services. As a community partner, the Department's Advisory Council on Alcohol and other Drugs supports the Department and is instrumental in the planning of a comprehensive community-based system of substance abuse services.
Our Mission
DASA's mission is founded upon the belief that human suffering and social and economic loss caused by the illness of alcoholism, addiction to controlled substances and the abuse and misuse of alcohol and other drugs are matters of grave concern to the
people of the state of Illinois. It is imperative that a comprehensive and coordinated strategy be developed through the leadership of a state agency and implemented through the facilities of federal and local government and community based organizations
to empower individuals and communities through local prevention efforts and to provide intervention, treatment, rehabilitation and other services to those who misuse alcohol or other drugs (and, when appropriate, the families of those persons) to lead
healthy and drug-free lives and become productive citizens in the community.
DASA consists operational Offices/Bureau's designed to reflect our mission and planning goals and objectives. Primary responsibilities are to develop, maintain, monitor and evaluate a statewide treatment delivery system designed to provide
screening, assessment, customer-treatment matching, referral, intervention, treatment and continuing care services for indigents alcohol and drug abuse and dependency problems. These services are provided by numerous community-based substance abuse
treatment organizations contracted by DASA according to the needs of various communities and populations.
