Fiscal Year 2010 Throughout my time in Washington, I have fought to bring federal funding back to Nevada to create jobs, strengthen our classrooms, build roads and infrastructure, diversify the economy, and provide valuable services for all Nevadans. Some of these accomplishments include funding to construct interchanges on the Clark County Beltway and modernize the Reno Spaghetti Bowl (US 395/I-80); funding to provide equipment for our law enforcement officers; funding to protect Lake Tahoe and fight forest fires; funding to improve life in our rural communities; funding to strengthen our schools and universities; and funding to bring cutting edge research and manufacturing to Nevada. With the uncertain economic climate and state budget shortfalls, Nevada faces many challenges to maintain and improve our quality of life. Federal funding can help address some of these priorities and make Nevada an even better place to live, work, and raise a family. Although some criticize "earmarks," or congressionally-directed funding, the Constitution provides Congress with authority to direct federal spending. Congressionally directed spending is consistent with very core concepts in our democracy - decision making by directly elected officials, responsible to their constituents. I have always believed that elected officials from Nevada know the state's needs better than a bureaucrat who may have never even been to our state before. To respond to some of the concerns that have been raised about congressionally-directed spending, I fought to pass ethics reform legislation when I became Senate Majority Leader. Our legislation reformed the earmarking process, prevented wasteful spending and increased transparency. Indeed, this webpage and the similar ones on other Senators' websites is a direct result of our reform efforts. The earmark requests published below were submitted to my office by a diverse array of Nevadans - state and local government officials, non-profits, universities, community groups, and the private sector. In turn, my office has submitted these requests from Nevada to the leadership of the Senate Appropriations Committee for their consideration. Unfortunately, many deserving projects may not receiving funding and those that do receive funding may not get all of the funding they have requested. Financial Services and General Government Subcommittee Commerce, Justice, Science Subcommittee Providing for our law enforcement officers and keeping our communities safe Strengthening Law Enforcement and Improving our Courts Project: Heavy Duty Command Post and Patrol Safety System Requestor: The Washoe County Sheriff's Office Location: Reno, NV Amount: $1,200,000 Description: As the largest law enforcement agency in Northern Nevada, the Washoe County Sheriff's office must patrol many rural areas of the state. Unfortunately, their patrol cruisers lack standard equipment such as In-Car Video Systems or a centralized Mobile Command Trailer. These technology upgrades will allow our law enforcement officers to better respond to threats and gather evidence. Project: Justice Information Sharing Program Requestor: Las Vegas Metropolitan Police Department Location: Las Vegas, NV Amount: $1,000,000 Description: Nearly every law enforcement agency in the greater Las Vegas Valley uses the Shared Computer Operations for Protection and Enforcement (SCOPE) database. Unfortunately the current database is more than 40 years old and can no longer meet the requirements of a modern 21st century law enforcement operation. Federal funds would be used in conjunction with local funds to upgrade this project. Project: Law Enforcement Technology Requestor: The City of Henderson Location: Henderson, NV Amount: $850,000 Description: The City of Henderson is establishing a joint public safety training facility with the City of Boulder City. The training facility will host firearm training and certification courses at their shooting range and in their classrooms. The City has committed more than $1 million in local funding to this effort, and federal funds would help purchase equipment for the law enforcement facility. Project: Tactical SWAT Vehicle Requestor: City of North Las Vegas Location: North Las Vegas, NV Amount: $200,000 Description: The North Las Vegas SWAT Team deploys a team of tactical medical personnel that are specially trained in life-saving techniques. Unfortunately, the medics and SWAT personnel are currently riding in an outdated SWAT vehicle that lacks several essential capabilities, including a lack of secure storage for mission-critical life saving gear. Funds would be used to equip a new Tactical Vehicle for use by the tactical medics and the SWAT Team. Project: Regional Law Enforcement Training Facility Requestor: The City of Boulder City Location: Boulder City, NV Amount: $400,000 Description: Boulder City has partnered with the City of Henderson to equip a law enforcement training facility that will be jointly used by law enforcement agencies throughout Southern Nevada. Boulder City has donated 240 acres to the project, but they lack the funds to purchase equipment for a proposed gun range and other training facilities. Funds would provide equipment for the Regional Law Enforcement Training Facility. Project: Regional Public Safety Complex Requestor: City of Las Vegas Location: Las Vegas, NV Amount: $1,500,000 Description: The City of Las Vegas currently lacks a comprehensive public safety complex for the county's multiple jurisdictions to perform regionalized counter-terrorism planning, training and general emergency management activities. Funding would be used for equipment at the proposed facility. Project: Western Nevada Regional Communications System Requestor: The City of Carson City Location: Carson City, NV Amount: $500,000 Description: A consortium of seven counties across two states (including Carson, Douglas, Storey, Churchill, Lyon and Mineral counties) has begun efforts to develop a regional communications system to improve interoperability across the region. Current radio systems across the region were designed and built in the 1960s and 1970s. Federally mandated changes in the radio spectrum have necessitated use of new radio technology. Project: Security Upgrades at the Pahrump Government Building Requestor: Nye County Location: Pahrump, NV Amount: $175,000 Description: Funds would be used to install additional metal detectors and cameras to secure the building from threats. After the court violence in Reno several years ago, securing our judicial buildings remains an important priority that the federal government can help address. Project: Model Courts Program Requestor: National Council of Juvenile and Family Court Judges Location: Reno, NV Amount: Through judicial education, strategic planning, evaluation and technical assistance, this project has resulted in reducing the time in the system for children in foster care and the numbers of children in care in jurisdictions across the country, and has improved the quality of care children receive while under the court's jurisdiction. This project has been federally funded since 1992 and has a national scope. Project: Grant Sawyer Center Judicial Education Program Requestor: University of Nevada, Reno Location: Reno, NV Amount: $200,000 Description: The Grant Sawyer Center offers graduate education to judges and justice system personnel. Since its inception in 1986, the program has graduated more than 110 judges with either doctorate or master's level degrees. Funding is especially necessary because short-term state budget shortfalls have had led to staff and scholarship reductions that threaten to hurt the quality of the program. Project: Justice Education Efforts Requestor: National Judicial College Location: Reno, NV Amount: $1,200,000 Description: The National Judicial College in Reno educates more than 3,000 judges annually from all 50 states. The NJC is vital resource for Nevada and the country as a whole. Funds will be used to continue the development or improvement of existing curriculum to be used by NJC or the states in the training of judges. Project: Criminal Justice Improvement Program Requestor: University of Nevada, Las Vegas Location: Las Vegas, NV Amount: $350,000 Description: The Criminal Justice System Improvement Project will build on the recent establishment of an Innocence Clinic at UNLV and expand efforts to educate the public and support criminal justice system reforms to prevent wrongful convictions. This project is a collaboration of the law schools at UNLV, BYU, and the University of Wyoming. Project: Judicial Training, Research and Technical Assistance Project Requestor: National Council of Juvenile and Family Court Judges Location: Reno, NV Amount: $2,000,000 Description: For over twenty years, the Technical Assistance to the Juvenile Court Project has provided the best available information and assistance to juvenile courts, probation, and justice professionals nationally. This information is particularly crucial to the over 3,000 juvenile court jurisdictions nationally that, typically, do not have research and development departments. Community Services Project: Child Assault Prevention Education Program Requestor: The Rape Crisis Center Location: Las Vegas, NV Amount: $125,000 Description: With more than 35 years of experience in Southern Nevada, the Rape Crisis Center's outreach and education programs have been very successful. The Center has partnered with the Clark County School District to educate children about ways to prevent and identify sexual assault. Project: Drug and Alcohol Abuse Prevention Program Requestor: Chabad of Southern Nevada Location: Las Vegas, NV Amount: $300,000 Description: Recovering addicts and certified drug counselors will visit local area schools to discuss the dangers of substance abuse with youth. With one of the highest drop-out rates in the nation and possible links to substance abuse, Southern Nevada needs qualified drug education efforts. It is estimated that the program could serve 50,000 at-risk youth. Project: Juvenile Treatment Programs Requestor: BoysTown Nevada Location: Las Vegas, NV Amount: $200,000 Description: The funds would allow the organization to expand the Boys Town Treatment Family Home program and its In-Home Family Services program to serve more at-risk children and their families. Project: Immigrant Resource Project Requestor: University of Nevada, Las Vegas Location: Las Vegas, NV Amount: $350,000 Description: With one of the highest immigrant growth rates in the nation, Nevada deals with many legal issues related to immigration. Nevada's communities struggle with the complexity of our immigration system. This funding would assist UNLV's Boyd School of Law in providing information concerning America's immigration laws. Project: Community-based Re-Entry Program For Ex-Offenders Requestor: The Ridge House Location: Reno, NV Amount: $250,000 Description: For more than 27 years, the Ridge House has been providing rehabilitation services to inmates and ex-offenders. Funds would be used to reintegrate more than 200 individuals who are leaving incarceration to productive, tax paying members of society. Project: CARE Law Program Requestor: Nevada Rural Counties RSVP Program Location: Carson City, NV Amount: $75,000 Description: RSVP's CARE Law program provides pro-bono legal assistance for low-income and homebound seniors throughout Nevada's 15 rural counties. Attorneys make house-call legal services to seniors in order to provide them with a variety of services including wills, guardianships, and assistance with estate and probate issues. Project: Safe House Project Requestor: Protecting Sexually Exploited Children – Nevada Location: Las Vegas, NV Amount: $125,000 Description: Since Las Vegas law enforcement began tracking arrest numbers in 1994, 150-200 children have been arrested annually for prostitution. Unfortunately, many untreated children are returning immediately to their commercial sexual exploitation upon release. Funding would provide for the planning and development of the Safe House to treat and care for sexually exploited children. Project: Juvenile Intervention Treatment Requestor: Clark County Advocate Program Location: Las Vegas, NV Amount: $250,000 Description: CCAP provides court adjudicated youth from Clark County's Department of Juvenile Justice Services (DJSS) with community-based alternatives to long term placement, juvenile detention and commitments. Project: Workforce Re-entry program for Ex-Offenders Requestor: Community Services Agency Development Corporation Location: Reno, NV Amount: $200,000 Description: CSADC has partnered with the Second Chance program to start a program to assist ex-offenders with successfully re-entering society. Statistics show that proper assistance and planning can help reduce recidivism rates and reintegrate prisoners back into society. Project: Foster Care Services Requestor: OliveCrest Location: Las Vegas, NV Amount: $250,000 Description: Provides therapeutic foster care services to families in Southern Nevada when a child has been or is at risk of being removed from the home. The organization also provides support services to families in crisis, and helps to remove the burden on local child welfare organizations. Dealing with problems in childhood can help prevent juveniles from delinquency in the future. Project: Plural Families Research Initiative Requestor: The Nevada Network Against Domestic Violence Location: Carson City, NV Amount: $75,000 Description: The federal raid of the Fundamentalist Latter Day Saints (FLDS) polygamist compound in Texas brought much needed attention to the abuse issues associated with plural families. The NNADV seeks to study ways in which shelters can care for plural families and provide assistance. Cutting Edge Research at Nevada's Universities Project: Gravity Insensitive Climate Control Research and Design Requestor: University of Nevada, Las Vegas Location: Las Vegas, NV Amount: $1,100,000 Description: Equipment and facilities destined for use at a proposed NASA lunar base or in low-earth orbit (LEO) require heat dissipation for safe and reliable operation of equipment and the life support of astronauts. This funding will help develop and manufacture a prototype system that NASA can test and utilize in zero-gravity environments. Project: Identity Theft and Financial Fraud Research Operations Center Requestor: University of Nevada, Las Vegas Location: Las Vegas, NV Amount: $300,000 Description: The University, in partnership with the Las Vegas Metropolitan Police Department, has patented technology for portable secure credentialing. Funds would be used for research on commercializing the technology, which could bolster UNLV and help combat identity theft nationwide. Climate Center Programmatic Funding Project: Regional Climate Centers Requestor: Regional Climate Center of Reno Location: Reno, NV Amount: $6,000,000 Description: The network of Regional Climate Centers, one of which is located in Reno, provide vital climate data services to a wide range of research entities. The Nevada Center is particularly important to monitor the climate patterns of the Mountain West. The Regional Climate Center program was authorized by Congress in the 1978 National Climate Program Act. The RCCs are administered by the National Environmental Satellite, Data, and Information Services (NESDIS) and the National Climatic Data Center (NCDC). Transportation, Housing and Urban Development Appropriations Senator Reid's requests are based on the Nevada State Transportation Improvement Plan (STIP) http://www.nevadadot.com/traveler/construction_projects/stip/pdfs/statewide.pdf Roads and Highways Building Infrastructure and Increasing Capacity on Nevada's Roads and Highways Project: Clark County Beltway Interchanges Requestor: Regional Transportation Commission of Southern Nevada Location: Las Vegas, NV Amount: $4,000,000 Description: Federal funding will supplement a 20 percent state match to construct additional interchanges to improve mobility on the Clark County Beltway. The Clark County Beltway is one of the busiest roads in Nevada, and funding will expand capacity. Last year, Senator Reid and Senator Ensign secured $2,850,000 for this project. Project: Meadowood Interchange Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $1,500,000 Description: The Meadowood Interchange is in one of the primary commercial retail districts in the Reno/Sparks Metropolitan area. Construction of a split diamond interchange will more effectively distribute traffic on surface arterial streets, and reduce overall levels of traffic congestion. Senator Reid secured $1,254,000 for this project last year. Project: Starr Road Interchange Requestor: City of Henderson Location: Henderson, NV Amount: $3,000,0000 Description: Constructing an interchange at I-15 and Starr Road will improve access to a growing part of Henderson and relieve congestion on Eastern Avenue and other approaches to McCarran International Airport. Funding will be used for construction, and will supplement the $1,187,500 Senator Reid secured for this project in FY2009. Project: Carson City Freeway Phase II Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $1,000,000 Description: The project will improve capacity by adding 3 miles of controlled access freeway from Fairview Drive to the southern connection at the existing US 50 West - Tahoe Juncture / Carson Street intersection. Expanding the freeway will relieve traffic congestion in addition to offering flood control protection. It is estimated that this project will create 150 jobs locally. Project: Expanding SR-160 Las Vegas to Pahrump Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $3,000,000 Description: This roadway is the major connection between the growing bedroom community of Pahrump and the metropolitan core of Las Vegas, NV. Unfortunately, this two-lane road is one of the most deadly in the state. Funding would pay for increased widening that would reduce congestion and improve safety. Senators Reid and Ensign secured $2,612,500 for this project last year. Project: Pyramid Highway Corridor Requestor: Regional Transportation Commission of Washoe County Location: Reno, NV Amount: $2,000,000 Description: Pyramid Highway (SR-445) is one of the most congested corridors in Northern Nevada, particularly at the intersection of SR-445 and McCarran Blvd. Funding would pay for environmental studies and project development improvements to increase capacity and reduce congestion within the corridor. Project: I-15 Corridor of the Future Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $1,500,000 Description: Because the US Department of Transportation designed I-15 as a "Corridor of the Future," this interstate is eligible to participate in new federal programs to reduce congestion. Federal funding would supplement these efforts. More than 9 million people drive from Southern California to Las Vegas on I-15, and making road improvements protects the main routes for tourists to enter Las Vegas. Project: US-395 from Moana to Stead Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $1,000,000 Description: This project would widen the Northbound lanes on US-395 and relieve heavy peak hour congestion and related crashes. Widening would substantially reduce Northbound travel time in peak hour from Moana to I-80 saving time for thousands of Nevadans each day. This project is estimated to create 150 jobs locally. Project: Bonneville-Clark Couplet Requestor: The City of Las Vegas Location: Las Vegas, NV Amount: $750,000 Description: This project will improve traffic flow and reduce congestion by converting Bonneville Ave. and Clark Ave. roadways to an east/west one-way couplet system between Main Street and Charleston Boulevard. This project is part of the City's master plans for land use and will make the corridor more pedestrian-friendly. It will create 71 jobs locally. Project: US 50 Stateline Realignment Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $500,000 Description: The Lake Tahoe basin is an area of regional and national significance, but congestion around the Nevada casinos reduces mobility in the area. Funding would pay to provide operational improvements and pedestrian and transit improvements in the heavily congested Stateline corridor. Project: I-80 Intermodal Corridor Study, Oakland to Utah Requestor: Regional Transportation Commission of Washoe County Location: Reno, NV Amount: $500,000 Description: As the main interstate through Northern Nevada, I-80 continues to have severe congestion problems. Funding would support an unbiased modal investment study that brings all stakeholders into the process to identify the most cost-effective investments for the Interstate-80 corridor. The focus of this proposal would study the entire Nevada portion of I-80 from the Nevada state line with Utah. Project: Boulder City Bypass Requestor: City of Boulder City Location: Boulder City, NV Amount: $1,000,000 Description: According to published estimates, an additional 2000-2500 trucks will drive through Boulder City once the new Hoover Dam bridge is completed in 2010. A 17 mile bypass road will alleviate congestion and remove truck traffic from downtown Boulder City. Project: ReTRAC Enhancements Requestor: City of Reno Location: Reno, NV Amount: $500,000 Description: The 2006 opening of the Reno Transportation Rail Access Corridor (ReTRAC) train trench eliminated eleven train track crossings and significantly improved the downtown business district in Reno. Funding would provide an additional concrete cover over two blocks of railroad tracks in the downtown core to increase mobility, safety, and downtown business development. Project: Nevada Pacific Parkway Requestor: City of Fernley Location: Fernley, NV Amount: $750,000 Description: Funding will pay for the construction of an additional four lane roadway connecting I-80 Exit 50 Interchange to US50A at Nevada Pacific Parkway in the eastern portion of Fernley. The expansion will be necessary for future growth in the Fernley region. Project: Freeways and Arterial System of Transportation (FAST) Requestor: Nevada Department of Transportation (NDOT) Location: Las Vegas, NV Amount: $1,500,000 Description: To help facilitate traffic movement and relieve congestion on the Clark County Beltway, NDOT plans to install a fiber-optic cable vehicle detection system with video monitoring cameras, ramp meters and dynamic message signs. Project: Caliente Bridge Replacement Requestor: City of Caliente Location: Caliente, NV Amount: $500,000 Description: The bridge over the Clover Creek leading to the Caliente Youth Center routinely floods because of silt build up in culverts. The Youth Center is a $50 million state facility. During a flood in 2005, the NV National Guard was forced to rescue 140 children and 20 staff members who were isolated by the rising water. Project: Transportation Engineering Research Requestor: University of Nevada, Reno Location: Reno, NV Amount: $500,000 Description: In partnership with NDOT and RTC-Washoe, UNR will expand a state-of-the-art Traffic System Control Laboratory equipped with advanced signal control devices and modern computer simulation techniques. Modeling and control systems can reduce congestion and improve traffic flow. Project: Downtown Corridor Improvements Requestor: City of Fernley Location: Fernley, NV Amount: $500,000 Description: The downtown corridor of Fernley is heavily congested by automobile and pedestrian traffic. The City would utilize these funds to implement a downtown corridor plan to effectively manage this traffic. Project: Lake Tahoe Environmental Improvement Program (EIP) Requestor: Nevada Department of Transportation (NDOT) Location: Lake Tahoe Amount: $500,000 Description: NDOT will implement a Water Quality EIP project with a focus on improving stormwater management along the state and US highways of the Lake Tahoe Basin. Storm water runoff has been associated in the past with clarity loss in this environmentally sensitive area. Airport Construction Improving Safety and Expanding Infrastructure Project: Instrument Landing System Requestor: Reno-Tahoe International Airport Location: Reno, NV Amount: $1,000,000 Description: During inclement weather conditions, particularly snow storms, the Reno-Tahoe Airport only has one runway with instrument approach capabilities for aircraft operations. To improve safety at the airport, funding would install a instrument approach system on a second runway. The FAA concluded that a second installation was operationally feasible. Project: Snow Removal Equipment Storage Building Requestor: Reno-Tahoe International Airport Location: Reno, NV Amount: $1,000,000 Description: The Reno-Tahoe International Airport snow removal equipment fleet (SRE) involves more than 15 vehicles including plows, blowers, broom trucks and loaders. Currently, most equipment is stored under an outdated three-sided canopy that was built in 1979. Funding would provide for the construction of a new equipment storage building. Project: Radar Upgrades Requestor: Reno-Tahoe International Airport Location: Reno, NV Amount: $1,000,000 Description: The Reno-Tahoe International Airport and five other airports in the region are all served by a radar system that has been in place for 16 years and is two generations old in terms of technology. Funding would help purchase an advanced radar system. Mass Transportation Clearing our Air and Reducing Congestion Project: ACE Boulder Highway Rapid Transit Project Requestor: Regional Transportation Commission of Southern Nevada Location: Boulder City, NV Amount: $500,000 Description: This transit project will be comprised of a Bus Rapid Transit (BRT) system operating along a 17-mile corridor with exclusive transit lanes, vehicles, stations, and related infrastructure. The specific segment would travel Boulder Highway from the Central City Intermodal Transportation Terminal to Horizon Drive in Henderson, Nevada. Project: Clark County Bus and Bus Facilities Requestor: Nevada Department of Transportation (NDOT) Location: Southern Nevada Amount: $750,000 Description: Park and Ride Facilities help increase transit ridership and carpooling and reduce traffic congestion. The RTC has completed one park and ride facility and two are funded under the approved Transportation Improvement Program for 2009-2012. Funding will help build another Park and Ride facility. Project: Statewide 5309 Bus Mark Requestor: Nevada Department of Transportation (NDOT) Location: Nevada Statewide Amount: $1,000,000 Description: Funding will support capital facility improvements at transit stations throughout Nevada. Any allocation of funds will be made by consensus of the regional metropolitan planning organizations and NDOT. Project: Washoe County Bus and Bus Facility Requestor: Regional Transportation Commission of Washoe County Location: Reno, NV Amount: $750,000 Description: This project involves the construction of satellite transfer centers and additional Park and Ride facilities to expand the ridership of the RTC bus system. Additional funds will replace aging buses in the fleet with cleaner fuel technologies. Project: Reno Bus Rapid Transit Requestor: Regional Transportation Commission of Washoe County Location: Reno, NV Amount: $500,000 Description: The first stage focuses on creating a bus rapid transit route in the heavily traveled Virginia Street corridor linking the UNR campus, downtown Reno, the convention center and Meadowood mall. More than 50% of passengers on this line are expected to be traveling to work, and such a bus route would help relieve congestion and remove cars from the road. Project: Lake Tahoe Bus and Bus Facilities Requestor: Nevada Department of Transportation (NDOT) Location: Lake Tahoe and surrounding communities in Nevada Amount: $500,000 Description: Funding would replace eight buses operated by the South Tahoe Area Transit Authority that have outlived their useful life. Replacement of these buses with environmentally friendly compressed natural gas or bio diesel fueled buses would improve air and water quality in the region. Project: CAMPO Bus and Bus Facilities Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $500,000 Description: This project involves the purchase of vehicles and related equipment in accordance with the fleet replacement schedule. Funding will also make improvements to bus stops and transit centers. Project: Lake Tahoe Ferry Requestor: Tahoe Transportation District Location: Lake Tahoe Amount: $500,000 Description: This project will develop a Bi-State Lake Tahoe Passenger Ferry System utilizing alternative fuel/green technology high speed vessels. The ferry is part of a multi-modal transit system for resident and visitor population to Lake Tahoe. Public Law 96-551 requires the planning entities at Lake Tahoe to reduce the use and reliance on the automobile for mobility in the Tahoe Basin. Economic Development Initiatives (Housing and Urban Development) Preventing Foreclosure, Improving Affordable Housing, and Meeting Community Needs Project: Silver Sky at Deer Springs Affordable Senior Assisted Living Requester: Nevada HAND Location: Las Vegas, NV Amount: $700,000 Summary: Nevada HAND plans to build an affordable senior assisted living center with a focus on serving low-income seniors. This facility will allow low-income seniors who can no longer live independently to maintain their dignity at home, and avoid costly and premature nursing home placement. With the support of the local government, Community Chest and other volunteer organizations have been working for 13 years to design and construct a community resource center. Project: Silver Stage Youth Community Center Requester: Silver Stage Youth Organization Location: Stagecoach, NV Amount: $200,000 Summary: Like many rural counties, Silver Springs does not have a community center or public meeting space. Community residents have been working for several years to design a center, and have completed a feasibility study for a mixed-use community center. Federal, state and local funding will be used to construct the center. Due to their expertise, squadron personnel have now been integrated into combat support operations, flying real-world missions in support of troops on the ground.These funds will be used for the direct increase of Air Force personnel end strength to be directly allocated to the 232d Operations Squadron. The additional manpower will consist of 23 full-time and 44 Drill Status positions. Project: NV Air National Guard Distributed Common Ground System Manpower (152d Intelligence Squadron) Requestor: Nevada National Guard Location: Carson City, NV Amount: $1,590,000 Description: These funds will be used to increase the Air Force personnel end strength to be directly allocated to the 152nd Intelligence Squadron. Improved imagery products will allow the NVANG to provide better products to war fighting commanders when deployed. Project: NV National Guard High Mobility Multipurpose Wheeled Vehicle Requestor: Nevada National Guard Location: Carson City, NV Amount: $4,500,000 Description: This request funds the acquisition of forty (40) M1151 Hi-Mobility Multipurpose Wheeled Vehicles (HMMWVs) for the Nevada Army National Guard. The result is adverse effects on the Nevada National Guard command and control capabilities as well as real time situational awareness that are most imperative for resource management. These funds will be used for the procurement of 1 Integrated Communication/ Audio Visual System by the National Guard Bureau for the Nevada Army National Guard and would further enhance the states and nations capabilities. Project: NV National Guard Long Range Advanced Scout Surveillance System Requestor: Nevada National Guard Location: Carson City, NV Amount: $4,800,000 Description: This funding supports the procurement of twelve Long Range Advanced Scout Surveillance Systems for the Nevada Army National Guard. Computers, radios and other critical systems are all particularly vulnerable to excessive heat. This request funds research, development and demonstration of advanced heat dissipation systems. The project will lead to development of heat dissipation systems that effectively remove heat from military electronic systems and enclosures associated with vehicles and ground stations. The intent is to fulfill collision avoidance requirements contained in the United States Federal Aviation Regulations (FAR) and the Convention on International Aviation's Rules of the Air. Project: Next Generation Casting Initiative Requestor: PCC Structurals Inc. Location: Carson City, NV Amount: $5,000,000 Description: The aerospace investment casting industry primarily produces complex titanium and super alloy castings used in structures and rotating components of current and future aerospace weapon systems. The program supported by this funding will focus on pre-competitive issues such as core quality, inspection methodology, and modeling/simulation to increase yield, allow increased component complexity, and improve basic casting practices. The goal is to produce better high-tech titanium and super alloy military componenets quicker and at a lower cost. Project: Risk Assessment of Nanoparticles Moving through the Environment Requestor: Desert Research Inst (DRI) Location: Reno, NV Amount: $1,500,000 Description: This project will assess nanoparticle (NP) exposure originating from bioterrorism agents, detonation of explosives, or other sources on ecosystem and human health. Assessments will use DRIs unique EcoCELL and lysimeter research facilities in Reno and Las Vegas that will allow for close tracking of NPs in natural grassland and desert ecosystems under highly controlled conditions. The goal is to better understand and predict long-term effects following the release of NPs or NP-enhanced toxins which will facilitate the development of tools to mitigate the potential impacts. Project: Single Generator Operations Lithium Ion Battery Requestor: Altair Nanotechnologies Inc Location: Reno, NV Amount: $5,000,000 Description: This project aims to develop a large format, high energy density, advanced lithium ion-based battery of 2.5 megawatts, with vastly improved environmentally sustainable characteristics and safety from fire/explosion. The primary benefit would be to improve the efficiency of the electrical plant of Naval ships. Fuel savings are estimated at $1,600,000 per ship per year. Project: Space-Qualified, Course Wavelength Division Multiplex (CWDM) Transceiver MPOI Module Manufacturing Facility Requestor: OptiComp Corporation Location: Zephyr Cove, NV Amount: $16,850,000 Description: This funding supports the Defense Production Act, Title III establishment of a manufacturing facility for the space-qualified CWDM (coarse wavelength division multiplex) transceiver module technology which is capable of operating at an aggregate data rate between 40 and 120 Gbps (gigabits per second). The funding supports the improvement of equipment and the building. The production line consists of molecular beam epitaxy equipment, dielectric deposition, photolithography, reacitvice ion etch, plasma enhanced and chemical vapor deposition. Greening The Military Project: Foundry Recycling to Minimize Waste Requestor: PCC Structurals, Inc. Location: Carson City, NV Amount: $3,000,000 Description: This request funds an effort to revamp the entire waste stream generated by the investment casting process used to supply aerospace gas turbine components. Research is needed to determine potential use of the portion of the waste—wax, ceramic, metals, and others—that are not currently recycled. We need to find ways of recycling the materials and entities that could use recycled resources. Project: Navy Gun Ammo Demilitarization & Recycling Requestor: Hawthorne Army Depot Location: Hawthorne, NV Amount: $2,000,000 Description: This request is to fund a safe and environmentally responsible recycling process at the Western Area Demilitarization Facility at the Hawthorne Army Depot for the demilitarization of the thousands of rounds of obsolete Navy Gun Ammunition in the munitions stockpile. Project: Gas Engine Driven Heat Pump (GEDAC) Demonstration Requestor: Southwest Gas Corporation Location: Las Vegas, NV Amount: $4,000,000 Description: Under the demonstration program managed by the Army's Construction Engineering Research laboratory (CERL), these funds will be used to develop and demonstrate 7.5 ton and 15 ton systems that have dark start capabilities (ability to run of grid). Additionally, the funding will go towards further enhancements of the heat exchangers, engine, and compressors, which will improve efficiency and lower costs. Project: Range Scrap Demilitarization System Requestor: Hawthorne Army Depot Location: Hawthorne, NV Amount: $1,000,000 Description: This request is to fund a safe and environmentally responsible recycling process for Range Scrap materials at the Western Area Demilitarization Facility at the Hawthorne Army Depot. Hawthorne Army Depot (HWAD) has been designated as a US Army primary site for the demilitarization of range scrap by the US Army Single Manager of Conventional Ammunition (SMCA) items. HWAD is also designated by the Army as a Range Scrap Center of Excellence. Protecting Against Weapons Of Mass Destruction Threats Project: Bio-Surveillance in a Highly Mobile Population Requestor: University of Nevada, Las Vegas Location: Las Vegas, NV Amount: $2,000,000 Description: These funds will be used to develop and demonstrate a system capable of modeling the spread of infectious diseases through a large, mobile and highly transient population based on computer analysis of regional demographic characteristics, health and environmental monitoring data and other information sources. The goal is to create an effective way to trace the spread, and isolate the source of infectious diseases and bio-terror agents among units of the U.S. military. Project: Development of Deployable Biosensors Requestor: University of Reno Location: Reno, NV Amount: $2,000,000 Description: These funds will be used to develop deployable biosensors for timely detection of widespread pathogens and biological agents. Biosensors are devices that merge biological detector molecules with microelectronic devices for near real-time, on-line detection and quantification of target molecules. Project: Mobile Aerosol Monitoring System for the Department of Defense Requestor: Desert Research Inst (DRI) Location: Reno, NV Amount: $1,500,000 Description: These funds will be used to design, build, and deploy a mobile facility to investigate the effects of dust and air pollutants on respiratory health and battlefield operations at United States military bases in the Middle East and the United States. The DoD will be able to assess the influence of enhanced dust concentrations on health and DoD operations. Project: Shipping Container Security System Field Evaluation Requestor: Nevada Nanotech Systems Location: Reno, NV Amount: $4,787,000 Description: One of the greatest security vulnerabilities is the risk of smuggling via shipping containers, only 2% of which are currently searched. This request funds the building and evaluation of 50 field systems, which are high-accuracy, chemical sensor systems that will alert authorities to the presence of hazardous or illegal substances within a shipping container. The sensor system being tested has broad applicability to detect the presence of threats such as explosives, toxic chemicals, chemical warfare agents, biowarfare agents and the presence of humans in containers. Saving Money Through Cost Effective Programs Project: Army Asset Visibility Enhancement Requestor: MIS2000 / Global Defense, Inc. Location: Reno, NV Amount: $1,000,000 Description: This request proposes to implement the Army's Total Asset Visibility directive by using automatic identification technologies to provide Army users with more accurate and up-to-date information on the logistics pipeline. The goal is to completely integrate visibility in implementation using the Hawthorne Army Munitions Depot as a demonstration site. The requested funding will acquire the equipment resources, faculty staff and graduate student remuneration. Put very simply, ATAV is an automated capability that will improve dramatically the ability of soldiers, logisticians, and managers to obtain information on the location, quantity, condition, and movement of assets through the logistics pipeline. Project: USAF Engine Trailer Life Extension Program Requestor: Phoenix Aerospace Location: Moundhouse, NV Amount: $3,000,000 Description: This request will fix and extend the life of the 4000 Series Engine Trailers. According to USAF, correcting and extending the life of these existing trailers will save the government a significant amount of money (at least a 50% cost reduction compared to replacing the trailers), and can be completed several years earlier than a procurement program. Supporting Nevada's National Guard efforts Project: Nevada National Guard Counter-Drug Program Requestor: Nevada National Guard Location: Carson City, NV Amount: $4,250,000 Description: This funding supports the Nevada National Guard Counter-Drug Program (NVNG CDP) to support current operational levels and supplement the equipment capabilities of the Nevada Integrated Imagery Network (NIIN) with personnel. Addressing Encroachment ConcernS Project: Alternative Futures at the Range-Complex Level for the Southwestern US Requestor: Desert Research Inst (DRI) Location: Reno, NV Amount: $1,000,000 Description: With the growth of the Southwest, it is becoming more and more important to balance the needs of the many military bases and facilities with the growth of communities and investments in large-scale renewable energy projects (e.g., solar and windmill farms). This program would use tools for assessing future scenarios of regional change (e.g., population and housing expansion, infrastructure changes, energy demands) to ensure that critical military needs – for example space and flight paths to conduct training exercises, infrastructure demands -- will continue to be satisfied, while allowing communities near military bases to thrive. Homeland Security Appropriations Subcommittee Training First Responders and Keeping Nevadan Safe Project: The National Domestic Preparedness Consortium (NDPC) Requestor: The Nevada Test Site (NTS) Location: Nye County, NV Amount: $30 million for the Nevada Test Site Description: Funding would support federally approved emergency responder training at the Nevada Test Site. NTS is one of four members of the National Domestic Preparedness Consortium (working jointly with the Center for Domestic Preparedness) which provide federally approved emergency responder training. This is an ongoing program included in the President's Budget. Financial Services and General Government Subcommittee Strengthening Nevada's Small Businesses and Entrepreneurs Project: Hispanic Leadership Nevada Program Requestor: Latin Chamber of Commerce Location: Las Vegas, NV Amount: $225,000 Description: The Latin Chamber of Commerce will conduct a comprehensive 8-month program that is dedicated to developing community leaders who are adapted to serve the Hispanic community's needs effectively. Hispanic Leadership Nevada will provide participants with an intensive experience that prepares participants to become leaders by interacting with leaders across various sectors of the community. Project: Small Business and Entrepreneurship Development Requestor: Nevada Center for Entrepreneurship and Technology (NCET) Location: Reno, NV Amount: $225,000 Description: NCET helps Nevadans start and grow businesses and to connect them to the resources they need to succeed. Since its inception, NCET has worked with state and local development officials to attract small businesses and high tech industry to Nevada. Funding would connect entrepreneurs with resources necessary for growth and success through workshops and technology education events. Funding would also continue programs to engage Nevada college students in entrepreneurial activities. Project: Hispanic Business Development Initiative Requestor: Nevada Small Business Development Center Location: Reno, NV Amount: $225,000 Description: The NSBDC is working to establish the Imagine 2012: Hispanic Development Initiative which is designed to enhance Hispanic entrepreneurial activities and provide stronger educational opportunities in Nevada. The Initiative will offer five annual training courses and other business related programming to encourage the growth of Hispanic businesses with a focus on Northern and rural Nevada. Project: Sustainable Supply Chain Research Initiative Requestor: University of Nevada, Reno, Center for Logistics Management Location: Reno, NV Amount: $200,000 Description: Northern Nevada has become a hub of activity for national supply chains, counting Amazon.com among our warehousing and distribution centers. Funding would support the UNR Center for Logistics Management faculty in researching best practices in the supply chain industry with a focus on improving sustainability. Labor, Health, and Human Services Subcommittee Improving Access to Health Services and Supporting Nevada's Schools Project: University Women's Care and Birth Center Requestor: University Medical Center of Southern Nevada Location Las Vegas, Nevada Amount: $1,200,000 Description: The University Women's Care and Birth Center will help to address the current crisis of access to women's health and maternal-child care in Clark County. Specifically, the requested funds would support the renovation of a space that would house services for women's healthcare and maternal-child care (birthing center) at the University Medical Center in a separate freestanding facility. This would allow for the consolidation of women's health and maternal-child care services and with family resource services in a freestanding facility owned by UMC to be operated in collaboration with professional medical providers. Project: University of Nevada School of Medicine- Nevada Diabetes Center Requestor: University of Nevada, Reno Location Reno, Nevada Amount: $800,000 Description: In recent years, the prevalence of diabetes in Nevada has increased by 32 percent. This is a significant health problem for Nevadans, as diabetes is the leading cause of end-stage kidney disease, non-traumatic amputation and blindness. The Las Vegas area has a population of diabetes patients with complications that is more than 20 percent higher than the national average. A University of Nevada Diabetes Center will create a regional center of excellence where patients with uncontrolled diabetes can receive state-of-the-art management directed by a team of appropriately trained specialists. Second, it will significantly increase diabetes research in collaboration with local, regional and national investigators. Third, it will facilitate efforts by the University to recruit endocrinologists to Las Vegas and expand clinical services in this underserved specialty. Fourth, it will strengthen the relationship between UMC, a key teaching hospital in Las Vegas, and the School of Medicine while also improving diabetes training for medical students and internal medicine residents. Most importantly, it will reduce diabetes related complication rates, helping to control costs associated with diabetes management and to improve quality of life for patients living with diabetes. Project: RSVP Home Companion Senior Respite Care Program Requestor: Washoe County Senior Services Location: Carson City, Nevada Amount: $95,000 Description: The RSVP Home Companion Senior Respite Care Program addresses a critical need in the community -- that of free or affordable, non-medical in-home respite care for those suffering from dementia, Alzheimer's, and a host of other ailments and disorders. The senior population in Nevada is among the fastest growing in the nation, so the number of caregivers and the demand for this program continues to increase. This community service program supports caregivers, and in turn, helps to prevent the institutionalization of their loved ones. Project: Cancer Education, Outreach and Support Services for Nevadans Requestor: Nevada Cancer Institute Location: Las Vegas, Nevada Amount: $500,000 Description: Cancer is a leading cause of death in Nevada. Nevadans with cancer and their caregivers face a number of geographic and other challenges accessing care and other cancer-related resources, including education and prevention. The Nevada Cancer Institute, which has been recognized by the state Legislature as the official cancer institute for the State of Nevada, supports education and outreach services, including cancer navigation, to Nevadans. These funds would allow the Nevada Cancer Institute to expand these efforts to meet needs across the state of Nevada including rural frontier communities, Indian reservations and urban areas. Project: Helping Kids Clinic: Health Access without Walls Requestor: Helping Kids Clinic Location: Las Vegas, Nevada Amount: $100,000 Description: The Helping Kids Clinic provides free health care and immunizations to children without insurance or financial resources. This organization eliminates access barriers by working in a number of different environments in southern Nevada where children are at-risk. These funds would allow the Helping Kids Clinic to secure needed medical supplies and equipment and hire first-language Spanish translators. This would enable the clinic to expand its mission and provide health care and immunizations to a larger number of at-risk children in Southern Nevada. Project: Nursing Retention Support Program Requestor: Renown Health Location: Reno, Nevada Amount: $390,000 Description: Studies show that nurses beginning their careers in the acute hospital setting often leave their first job, and sometimes the nursing profession entirely, during their first six to twelve months on the job. This situation has only exacerbated the nursing shortage in Nevada. These funds would support a formalized nursing retention and support program for nurses' first six months to a year on the job. This program would help to improve nursing retention and the quality of patient care in Nevada. Project: The Center for Molecular Medicine Requestor: The University of Nevada School of Medicine Location: Reno, Nevada Amount: $750,000 Description: Chronic neuro-immune diseases have been steadily on the rise in the U.S. in recent years, resulting in serious disability and enormous financial burdens to families, communities and to our health care system. These funds would support construction and the purchase of equipment so the Center for Molecular Medicine at the University of Nevada School of Medicine may pursue its goal of facilitating the immediate transfer of new knowledge to effective patient treatment and physician education, through the combined efforts of researchers, clinicians and educators at the University. Project: Touro University Gerontology Center Requestor: Touro University, Nevada Location: Henderson, Nevada Amount: $750,000 Description: Nevada has one of the fastest growing senior populations in the country but has few gerontologists and geriatricians. These funds would support the construction of a gerontology center that would conduct research into the aging process, educate health professionals in geriatric issues, and provide health care services to older adults. The Gerontology Center will provide medical and preventive health services to Nevada's older adult population, along with education for seniors and their families about nutrition, exercise and long-term health. The Center will also train and educate doctors, nurses and other allied health professionals on the multi-disciplinary aspects of gerontology and geriatrics. Project: West Wendover Digital X- Ray Machine Requestor: City of West Wendover Location: West Wendover, Nevada Amount: $160,000 Description: These funds would allow the City of West Wendover to purchase a digital x-ray machine for the West Wendover Medical Clinic. The new machine would replace old technology which uses x-ray film that must be sent out to radiology for review which results in a ten day waiting period. The new machine will increase efficiency and patient care through the use of digital x-rays which allow for more timely review by radiology and the diagnosis by attending physicians in this rural community. Project: Boulder City Hospital Construction Requestor: Boulder City Hospital Location: Boulder City, NV Amount: $1,000,000 Description: The Boulder City Hospital serves as a community safety net for Boulder city and the surrounding rural areas. With the anticipated opening of the Hoover Dam Bypass, increased commuter, business and tourist traffic is expected to move in and around Boulder City. These funds will support construction that will expand the hospital's preparedness for handling this community's emergency medical cases. Project: Cleveland Clinic Lou Ruvo Center for Brain Health Requestor: Lou Ruvo Brain Institute Location: Las Vegas, NV Amount: $1,000,000 Description: The Lou Ruvo Institute recently announced a new partnership with the world renowned Cleveland Clinic. These funds will support the purchase of equipment to help support the Institute's goal of becoming a national resource for the most current research and scientific information for the treatment of Alzheimer's, Parkinson's, and Huntington's diseases, as well as focusing on prevention, early detection, and education. Project: Las Vegas Senior Lifeline Requestors: Jewish Federation of Las Vegas Location: Las Vegas, Nevada Amount: $750,000 Description: Las Vegas Senior Lifeline is a non-denominational program that provides frail, lower-income seniors with resources to enable them to remain living independently in their own homes. These funds would allow this program to continue to build capacity to expand programs and services to the growing older adult community in Southern Nevada. In addition, it would support the development and introduction of two innovative volunteer programs. Project: Cath Lab Renovation in the Cardiac Department Requestor: University Medical Center of Southern Nevada Location: Las Vegas, Nevada Amount: $500,000 Description: These funds would allow for the replacement of UMC's cath lab's non-functioning equipment. As the regional referral center, UMC's Cardiac Cath Lab offers the only site for interventional cardiac procedures and complex cardiac surgery cases and is the teaching hospital for residents and fellows in cardiology and cardiac surgery. Local demographics show a disproportionate number of Southern Nevada residents are aging over 55 and it is estimated that procedure volume will increase each year.
Project: Minimally Invasive Operating Rooms at UMC Requestor: University Medical Center of Southern Nevada Location: Las Vegas, Nevada Amount: $500,000 Description: The Minimally Invasive Surgical Suites Project at UMC will improve outdated operating rooms and equipment. It will provide better visualization, coordination and more efficient and accurate business and clinical operations in a university affiliated teaching facility and allow a method to meet current standards for surgical procedures.
Project: Emergency Food and Social Services Referral Center Requestor: Chabad of Southern Nevada Location: Las Vegas, Nevada Amount: $600,000 Description: Chabad facilities statewide serve approximately 140,000 individuals in Nevada annually. Chabad of Southern Nevada, a non-profit, 501(c)(3) educational and social services organization, operates numerous non-sectarian senior, low-to-moderate income and special needs programs, serves approximately 80,000 individuals annually. These funds would allow the program to expand and to create a one-stop center for food, crisis counseling and referrals to job training and related social services. Funding will also be used for counselor training and the adaptation of a website-based referral program from existing, proven technology. Project: Online Degree Program Requestor: Truckee Meadows Community College Location: Reno, Nevada Amount: $600,000 Description: TMCC has established a highly successful distance learning program with eleven online degrees, more than 300 courses, and serving more than 6,500 students. To build on this success, TMCC will use these funds to establish a new fast-track online degree program targeting nontraditional (ages 25-62) students. Many of these students have previously attended college and earned credits and, for a variety of reasons, have dropped out and never returned. Others opted to go straight into the workforce after high school and now realize the value of earning a college degree.
Project: School for the Highly Gifted Requestor: Clark County School District Location: Las Vegas, Nevada Amount: $600,000 Description: The Clark County School District, home to nearly three-quarters of the students in Nevada, will, in partnership with the Nevada System of Higher Education, create an academy for the highly gifted in grades 9-12. Nearly 200 students in the district have been identified as highly-gifted. Recognizing that gifted children learn differently, this project will be committed to providing an academically appropriate learning environment that is challenging and meaningful.
Project: K-12 Instructional Coaches Requestor: Washoe County School District Location: Reno, Nevada Amount: $500,000 Description: The district, Nevada's second largest, will use these funds for instructional coaches for K-12 teachers. These coaches will serve as on-site professional developers who will collaborate with teachers to help them use proven practices and strategies to align teaching with district and state standards and improve student achievement.
Project: Youth Internet Safety Education Project Requestor: Boys & Girls Club of Truckee Meadows Location: Reno, Nevada Amount: $175,000 Description: Federal funds would be used to allow the Boys & Girls Clubs of Truckee-Meadows to implement Internet safety programs in schools serving students in grades 6 through 9 in order to protect children from online dangers including child predators.
Project: Nevada Rural Literacy Program Requestor: Save the Children Location: Washoe and Elko County, Nevada Amount: $250,000 Description: Save the Children operates a highly-effective afterschool rural literacy program in five rural schools in Washoe and Elko counties. These programs provide supplemental educational services with a proven track record of improving children's reading skills. Federal funding will be used for curriculum and assessment materials, technological equipment, and ongoing training and technical assistance.
Project: New Teacher Induction and Mentoring Program Requestor: Washoe County School District Location: Reno, Nevada Amount: $500,000 Description: The district's Induction and Mentoring Program provides mentors to guide and support the work of novice teachers by observing them in the classroom, offering feedback, assisting with lesson plans, and demonstrating effective teaching methods. Mentors meet with new teachers at least once a week. Federal funding will be used to expand this effective program.
Project: Middle School Science Lab and Curriculum Requestor: Nye County School District Location: Pahrump, Nevada Amount: $225,000 Description: Nye County is the largest, rural school district in Nevada, covering over 18,000 square miles. Funding will be used to purchase interactive science curriculum and equipment for several rural middle schools in the district. This funding would enhance the curriculum for several thousand middle school students.
Project: Career and Technical Education Equipment Requestor: Lyon County School District Location: Yerington, Nevada Amount: $350,000 Description: Because of the rural nature of the Lyon County School District, distance learning is an important educational component for both students and teachers. This distance learning technology will allow the district to offer educational programming at a greater number of schools and improve education in rural Nevada. Project: Sunrise Children's Foundation Early Childhood Education Program Requestor: Sunrise Children's Foundation Location: Las Vegas, Nevada Amount: $300,000 Description: Sunrise Children's Foundation provides early education, and health services to more than 200,000 children across Clark County every year. The organization uses a successful, research-based national early childhood program that prepares children for school and helps parents support their children's development and academic success. Federal funding will be used to expand these services to several hundred Clark County families with preschool children aged three, four and five years.
Project: Support for English-Language Learners Requestor: Clark County School District Location: Las Vegas, Nevada Amount: $600,000 Description: Roughly 20 percent of the students in the Clark County School District are English-language learners. The district's ELL program provides professional development training for administrators and teachers to help improve instruction for English-language learners. Funding will use used to provide additional specialists for up to 50 schools with a high population of ELL students.
Project: Nevada State College Nursing Program Requestor: Nevada State College Location: Henderson, Nevada Amount: $500,000 Description: Nevada faces a tremendous nursing shortfall. If left unaddressed, the quality and availability of care could suffer. Nevada State College is developing a program that aims to increase expertise of new nurses while decreasing burnout of under-prepared nurses. Project: Charter School Development Foundation Early Childhood Education Center Requestor: Andre Agassi Charitable Foundation Location: Las Vegas, Nevada Amount: $300,000 Description: Early-childhood education has long been a federal priority because studies show that a child's success ultimately depends on what happens in their early years. In partnership with the United Way, the Agassi Academy plans to expand their comprehensive early childhood education services to more families in Southern Nevada. Funds will be used to develop that would include family access to health care and immunization and parent education.
Project: Black Mountain Institute Requestor: UNLV Location: Las Vegas, Nevada Amount: $200,000 Description: The Black Mountain Institute, which opened in 2006 and is affiliated with the University of Nevada, Las Vegas, is an international literary center dedicated to promoting discourse on pressing global issues through public programs, residency fellowships, and publishing initiatives. Many of the fellows come from countries where they are not able to write or speak freely. Funds will be used to expand forums and publications at the institute.
Project: Early Childhood Education Lab and Childcare Center Requestor: Nevada State College Location: Henderson, Nevada Amount: $350,000 Description: There is a tremendous need for high quality early education and child in Nevada. Funding would be used to establish an Early Childhood Education Lab and Childcare Center at the college that will provide early childhood education services and train early childhood teachers. Interior, Environment and Related Agencies Subcommittee Safeguarding Nevada's Natural, Historical and Cultural Resources Project: 1871 Lincoln County Courthouse Restoration Recipient: Lincoln County, Nevada Location: Pioche, NV Amount: $300,000 Description: The original Lincoln County Courthouse was commissioned in Pioche, Nevada, in 1871, and was a major part of the colorful silver-boom history of the area. This landmark was abandoned in the late 1930's, and later partially restored by the State of Nevada. These funds would be used to stabilize the structure's roof and exterior walls to allow for the courthouse's long-term restoration as an historical landmark.
Project: Development of Displays for the California Trail Interpretive Center Recipient: California Trail Interpretive Center Location: Elko, NV Amount: $2,000,000 Description: Numerous private donors, the City and County of Elko, and the State of Nevada have invested more than $6 million into the development and construction of the California Trail Center. The Trail Center is poised to become a major cultural and educational asset to northeastern Nevada. Funds would complete interpretive exhibits at the Trail Center.
Project: Lahontan Cutthroat Trout Restoration Recipient: U.S. Fish and Wildlife Service Location: Reno, NV Amount: $600,000 Description: The famed Lahontan cutthroat trout fishery of the Lake Tahoe, Pyramid Lake, and Walker Lake systems is an icon of western Nevada's history. The Fish and Wildlife Service, States of Nevada and California, University of Nevada, Forest Service, several Tribes, and local communities have undertaken a long-term cooperative effort to restore this historic fishery. Further federal partnership will allow continued implementation of this important recovery effort.
Project: Lake Mead Quagga Mussel Research and Management Recipient: National Park Service Location: Southern Nevada Amount: $2,500,000 Description: Lake Mead is the site of the first major infestation of the highly invasive and damaging Quagga mussel in the western United States. These mussels, like their close relatives, zebra mussels, clog municipal and industrial water intakes and disrupt ecosystems. The National Park Service, working with the University of Nevada, Las Vegas and other partners will research, monitor, and develop management strategies to control infestations and reduce impacts to key water delivery infrastructure.
Project: Lake Tahoe Quagga Mussel Prevention and Control Recipient: U.S. Fish and Wildlife Service Location: Lake Tahoe Amount: $1,000,000 Description: Lake Tahoe is the Crown Jewel of the Sierra Nevadas. While existing infestations of exotic species already put stress on this ecosystem, accidental introduction of Quagga mussels or zebra mussels would greatly compound these stresses, fundamentally disrupting the lake's ecosystem in addition to damaging infrastructure. The U.S. Fish and Wildlife Service, Tahoe Regional Planning Agency and other partners will use these funds to start a watercraft inspection program, implement pilot projects to remove existing exotic species infestations, and develop a rapid response plan for use in the event of Quagga or zebra mussel discovery in the basin.
Project: Large Game Water Access Recipient: Nevada Bighorns Unlimited Location: Reno, NV Amount: $150,000 Description: With the assistance of Nevada Bighorns Unlimited, populations of Desert, Rocky Mountain, or California bighorn sheep have been restored to former habitat in over 50 mountain ranges. However, the springs and seeps that these animals have historically relied upon for water are dwindling due to Nevada's prolonged drought and increased demands on the State's water resources. Nevada Bighorns Unlimited, along with other agency partners, will construct a series of large game water collection and access features on public land in Nevada to continue to support Nevada's wildlife populations.
Project: Nye County Mineral Assessment Recipient: University of Nevada, Las Vegas Location: Las Vegas, NV Amount: $1,200,000 Description: The University of Nevada, Las Vegas; the USGS; and their partners are respected authorities on Nevada's unique geology. This study will allow more complete information on the mineral resources of Nye County, and will better inform Bureau of Land Management and Forest Service management decisions.
Project: Redband Trout and Salmon Habitat Assessment and Restoration Recipient: Trout Unlimited Location: Northeastern Nevada Amount: $350,000 Description: The Owyhee River and Bruneau/Jarbidge River drainages hold some of the best of the dwindling habitat for the desert redband trout and, as tributaries to the upper Snake River, historically hosted substantial Chinook salmon and steelhead fisheries. Trout Unlimited will work with the Bureau of Land Management and Fish and Wildlife Service to identify those reaches with the best remaining habitat and best potential for restoration for these once remarkable fisheries. Restoration efforts will also be initiated in cooperation with local partners.
Project: Trail Maintenance and Improvement Project Recipient: Tahoe Rim Trail Association Location: Stateline, NV Amount: $100,000 Description: The Tahoe Rim Trail attracts users from around the world, providing unmatched recreation opportunities. While the Forest Service oversees the trail, most of the work to build and maintain it is carried out by thousands of volunteers supported by the Tahoe Rim Trail Association. The trail now has several sections in need of realignment and/or reconstruction.
Project: Water Quality and Delivery Research Recipient: Water Research Foundation Location: Southern Nevada Amount: $1,000,000 Description: The Water Research Foundation sponsors research projects that enable utilities to provide safe, affordable, and sustainable water to their customers. Research focuses on addressing pressing challenges such as climate change impacts on water supply, pharmaceutical contaminants in drinking water, aging infrastructure, and protection of watersheds. Project: City of Fernley Water Treatment Plant Recipient: City of Fernley, Nevada Location: Fernley, NV Amount: $500,000 Description: The City of Fernley is currently in the process of constructing a new water treatment plant. Specific upgrades to the system under construction will reduce annual maintenance costs substantially, and will directly benefit ratepayers.
Project: Marlette-Hobart Water System Overhaul Recipient: City of Carson City, Nevada Location: Carson City, NV Amount: $350,000 Description: The Marlette-Hobart water supply system delivers water to Carson City, and has served as the sole water supply for Virginia City since the 1870's. The extreme age of the system has caused it to become unreliable, and components of the system are in urgent need of replacement. The system will be getting a modern pump and upgraded water lines to ensure its reliability into the future.
Project: Tertiary Effluent Polishing and Pipeline Construction Recipient: City of Boulder City, Nevada Location: Boulder City, NV Amount: $350,000 Description: A solar energy development site has been proposed near Boulder City, Nevada. The City plans to construct improvements to its wastewater treatment plant and construct a pipeline for treated water to be used in utility-scale solar power production. This funding will expedite construction of at least one solar project currently being planned, and encourage additional projects.
Project: Water Service Restoration Recipient: Las Vegas Paiute Tribe Location: Las Vegas, NV Amount: $550,000 Description: The Las Vegas Paiute Tribe's water delivery infrastructure needs to be replaced to provide for the added capacity needed for commercial and residential development expected over the next few years. Federal funds will be matched with tribal funds to replace pumps and water lines, and will bring certainty to the Tribe's water supply. Protecting Nevada's Communities and Natural Resources from Fire
Project: Wildfire Education and Threat Reduction Recipient: Nevada Fire Safe Council Location: Across Nevada Amount: $150,000 Description: The Nevada Fire Safe Council works with 105 grass-roots chapters to educate Nevadans about the risks inherent to living in a fire-prone environment and to mitigate risk to lives and property through the implementation of Community Wildfire Protection Plans. The Council will be conducting tree and brush removal, cheatgrass abatement, and installation of water reservoirs for firefighting in areas around the state to protect communities and public lands from wildfire.
Project: Wildland-Urban Wildfire Preparedness Recipient: City of Reno, Nevada Location: Reno, NV Amount: $250,000 Description: The Reno area is surrounded by federal lands and each year the wildland-urban interface grows as the community expands. Purchase of additional firefighting equipment to control the risk of wildfire reaching and damaging communities will help the city expand its fire suppression activities throughout the Truckee Meadows area. Project: Duck Valley Health Clinic Renovation Recipient: Shoshone-Paiute Tribes of Duck Valley Location: Duck Valley Reservation Amount: $200,000 Description: The Owyhee Community Health Facility was built in 1976 as a Critical Access Hospital. While the facility has served the community well, funding limitations have prompted the Tribe to realign its focus to an outpatient health clinic offering selected services. Improvements to the facility will ensure greater patient privacy and enable repairs and renovation to provide better patient care. Project: Duckwater Health Clinic Expansion Recipient: Duckwater Shoshone Tribe Location: Duckwater Reservation Amount: $200,000 Description: The Duckwater health clinic provides primary, non-emergency care to residents in Duckwater, Nevada and the surrounding area. The Duckwater Shoshone Tribe will be expanding the health clinic to offer wellness and senior citizen facilities, as well as expanded clinic facilities.
Project: Nevada Native Health Access Recipient: Indian Health Board of Nevada Location: Across Nevada Amount: $250,000 Description: The Indian Health Board works with tribes to facilitate access to health care for underserved Indian populations in Nevada. Through this important initiative, the Board will continue and enhance its role as a clearinghouse for information and access to services for Nevada's Indian Tribes. Agriculture Appropriations Subcommittee Protecting Nevada's Federal Lands from Invasive Species and Wildfires Project: Conservation Fuels Management & Restoration Requestor: Wildfire Support Group Location: Orovada, Nevada Amount: $400,000 Description: Over the past 10 years, wildfires have already burned more Nevada acres than the previous 50 years combined. The Wildfire Support Group helps bring together university researchers, community partners, ranchers, and other community leaders to prevent the spread of wildfires. Funding will be used for science-based fuels management to preempt wildfires through affective fuels management on both public and private lands. Project: Climate Change and Invasive Species Requestor: Exotic and Invasive Species Research Unit, ARS Location: Reno, Nevada Amount: $2,000,000 Description: This congressional directive focuses research dollars on finding solutions to the problem of invasive weeds and plants and their impact on the environment and Nevada's economy, with a particular focus on Cheatgrass. Cheatgrass has increased fire frequency in the West from every 75 to 250 years to every 3 to 5 years. This unnatural increase in fire frequency destroys public lands and adversely affects the economy in many areas. Project: Mormon Cricket Control Requestor: State Department of Agriculture Location: Reno, Nevada Amount: $1,000,000 Description: Funding will allow the State Department of Agriculture to maintain the infrastructure needed to address Mormon cricket infestations that are have had a severe impact on Nevada. Last year, more than 1 million acres in Nevada were infested with Mormon crickets with most of the activity centering in Elko County. From 2004 to 2006, Mormon crickets infested more than 10 million acres, according to Nevada authorities. Mormon crickets have caused millions of dollars in economic damage, and many ranchers have lost valuable grazing land to the swarms of crickets. Project: Noxious Weed Management Requestor: NV Department of Agriculture Location: Reno, Nevada Amount: $250,000 Description: More than 85 percent of Nevada is publically owned land managed by the federal government. Extensive populations of noxious weeds originate on federal lands, and spread to privately owned ranch and farm land, sapping nutrients and choking off plant life. The Department of Agriculture will finance programs that suppress and eradicate noxious weeds throughout the state of Nevada. Project: UNR Nevada Arid Rangelands Initiative Requestor: University of Nevada, Reno Location: Reno, Nevada Amount: $500,000 Description: With the limited amount of public land, Nevada's ranchers must be good stewards of their land. The Arid Rangelands Initiative works to provide our rural stakeholders with the science-based information and tools needed to survive economically while caring for their lands. UNR faculty will be able to assist local entities in solving short term "on-the-ground" outreach research issues. Providing Valuable Services for Rural Nevadans Project: Rural Medical Education Project Requestor: REMSA/Care Flight Location: Reno, Nevada Amount: $1,500,000 Description: This project would provide emergency medical education to rural providers throughout Nevada for maintaining the latest emergency medical training and education for EMT's, medics, nurses, and physicians. Telemedicine training programs are useful in rural areas because of the large distances medical providers must often travel. Funds would be used to implement a training program with simulators and Internet-based interaction and instruction. Project: Emergency Food Procurement Requestor: Three Square Food Bank Location: Las Vegas, Nevada Amount: $1,000,000 Description: Three Square is Southern Nevada's largest hunger-relief organization, serving 8 counties covering more than 46,000 square miles. With the economic downturn, Southern Nevada has seen a sharp increase in the number of individuals needing food that is 20% above the national average. Funds will be used to purchase and distribute emergency food supplies. Project: UNR- Food and Agriculture Policy Research Institute Requestor: University of Nevada, Reno Location: Reno, Nevada Amount: $350,000 Description: Since the 1980s, FAPRI has provided Congress with the baseline projections for agriculture and commodities. UNR recently joined this consortium and helps provide specialized information on western range-livestock sector and specialty crops. Funding would support policy analyses and other research initiatives in Nevada. Project: Repair of Water and Sewer Infrastructure Requestor: Washoe Tribe Location: Gardnerville, Nevada Amount: $200,000 Description: The proposed funds will begin rehabilitating the Washoe Tribe’s residential water and waste water infrastructure system.
Energy & Water Projects Project: Nevada Renewable Energy Integration and Development Consortium Requestor: Desert Research Institute Location: Washoe County, Clark County, and other Nevada counties Amount: $5,000,000 Summary: The Consortium is an association of DRI, UNLV, UNR, and community colleges. Funding will be used for collaboration with business and industry on research, development, demonstration, deployment, commercialization, education and training related to renewable energy technologies. Nevada has some of the nation's best solar and geothermal energy resources in the United States and the Consortium is well positioned to develop and commercialize technologies to tap these resources, which will benefit the entire region economically and work towards the President's clean energy priorities.
Project: Development of Biofuels Using Ionic Transfer Membranes Requestor: University of Nevada, Las Vegas Location: Las Vegas Amount: $2,000,000 Summary: Funds will be used to research an electrochemical process to produce a lower-cost biofuel with no hazardous contaminants and reduced waste steam. This scalable project will reduce the cost of biodiesel manufacturing processes and allow for on-site production of the catalyst, reducing transportation costs, avoiding shelf-life costs, and reducing safety hazards.
Project: Solar energy zone planning and infrastructure Requestor: Senator Reid Location: Nye County Amount: $2,500,000 Summary: Funds will be used to identify, secure necessary permits and/or rights of way, and install infrastructure to support a solar energy zone with adequate resources to support at least 1,000 MW of electricity from either solar PV or solar thermal facilities. Demonstrating a new process by which the Federal government can work with solar energy developers to site and permit solar energy projects on Federal lands will help facilitate the development of many large clean renewable energy projects.
Project: UNR- Biodiesel from Food Waste Requestor: University of Nevada, Reno Location: Reno Amount: $1,000,000 Summary: Funding will advance UNR's work on an alternative bio-diesel fuel from food and beverage waste. It is estimated that this process could potentially add 340 million gallons of bio-diesel to the world’s fuel supply and UNR is working with local companies to develop a pilot plant using this technology. This project fulfills DOE's high priority of advancing alternative transportation fuels research, especially biodiesel, and developing new feedstock for such fuels.
Project: Washoe Wind Turbine Demonstration Project Requestor: Washoe Tribe Environmental Protection Department Location: Gardnerville Amount: $50,000 Summary: Funds will be used to install 6 wind turbines with a capacity of 18 kW for a demonstration project. The turbines would be located at two HeadStart educational buildings, two community centers, a gas station and the Washoe agricultural ranch. The project will help the Tribe become less dependent on other Federal funds and serve as a model project for how clean renewable energy can be incorporated with tribal economies.
Project: Renewable Energy Initiatives for Clark County, Nevada Parks and Recreation Requestor: Clark County Location: Las Vegas Amount: $2,000,000 Summary: Funds will be used to provide solar energy facilities for parks, including the Nellis Dunes ORV Recreation Park. The project will provide clean solar energy - an abundant resource in southern Nevada - for a public recreational facility open to residents and tourists.
Project: Alternative Energy School of the Future Requestor: Andre Agassi Charitable Foundation Location: Las Vegas Amount: $2,500,000 Summary: Funding would complete installation of a solar photovoltaic (PV) powered regenerative fuel cell system to provide energy to the school and teach students about alternative energy. Nevada has some of the nation's best solar energy resources, and educating students about renewable energy and its value, while also saving school costs with clean renewable power achieves multiple policy objectives at once.
Project: NIREC- Nevada Institute for Renewable Energy Commercialization- Facility Requestor: Nevada Institute for Renewable Energy Commercialization (NIREC) Location: Reno Amount: $2,000,000 Summary: Funding will be used to commercialize research projects and accelerate renewable energy solutions into the marketplace. Incubating and accelerating viable renewable energy technologies is a national interest. Federal funding is a prerequisite to attracting private sector funding for subsequent production scaling (bridging the gap between investors and inventors), and will stimulate the creation of a large number of jobs
Project: Renewable Energy Feasibility Study and Resources Assessment for White Pine County Requestor: Senator Reid Location: White Pine County Amount: $1,000,000 Summary: Funds will be used to develop a feasibility study and renewable energy resource assessment for White Pine County, as well as nurture any planned development of renewable energy resources. White Pine County is home to substantial wind and solar energy resources, but it is sparsely populated with little tax base. This funding will help Nevada and the region develop clean energy resources that will create jobs.
Project: DRI Renewable Energy Center (REC) Requestor: Desert Research Institute (DRI) Location: Reno Amount: $500,000 Summary: Funding will establish a Renewable Energy Center to coordinate DRI's research, development and deployment of renewable energy and energy efficiency technologies. Nevada has some of the nation's best renewable energy resources, and DRI is well-positioned to perform research and commercialize technologies that will help best use the state's resources for the nation's benefit.
Project: Great Basin College- Direct-Use Geothermal Demonstration Project Requestor: Great Basin College Location: Elko Amount: $2,500,000 Summary: This research initiative will enhance the existing geothermal "users group loop", which provides geothermal energy to a number of public facilities. An expanded system will provide a learning laboratory for students at Great Basin College's Career and Technical Education Programs. The project will increase the production of clean geothermal energy, and serve as the anchor of a training program for green jobs. Northern Nevada has tremendous renewable energy supplies that this program will help create capacity to develop in the near future.
Project: UNR- Mass Exchanger Technology for Geothermal and Solar Energy Systems Requestor: University of Nevada, Reno Location: Reno Amount: $2,000,000 Summary: This project would develop a heat exchange process designed to dramatically improve heat/mass exchange performance via boiling/condensation, solar, and water treatment. This research could lead to breakthroughs that allow energy utilities to harness the power of renewable energy.
Project: Gas heat pump cooperative training program Requestor: College of Southern Nevada Location: Las Vegas Amount: $500,000 Summary: This project will establish a technical training program for energy efficient and eco-friendly air-conditioning/refrigeration systems. Funding will help achieve the President's goal of building capacity to create green jobs to deploy energy efficiency technologies quickly.
Project: Solar electric power for nonsectarian educational and social services facility Requestor: Chabad of Northern Nevada Location: Reno Amount: $800,000 Summary: This project will install solar panels on Chabad of Northern Nevada's major service buildings used to provide nonsectarian educational and social services. Funded through DOE’s Energy Efficiency and Renewable Energy program, this project will broaden the deployment of distributed solar power. Money saved on electricity will be used to provide expanded social services. Chabad provides nonsectarian educational and social services to 140,000 individuals annually. This project will reduce the load on the grid, and money saved from clean distributed power will be used to provide expanded social services.
Project: Algal-Based Renewable Energy for Nevada Requestor: Desert Research Institute (DRI) Location: Reno Amount: $1,000,000 Summary: Funding will demonstrate the feasibility of algal-based energy systems in Nevada, using renewable energy to produce biodiesel from algal strains. Nevada has little conventional biomass resources, but abundant supplies of solar and geothermal resources make the State particularly well suited for growing algae. Developing methods of generating algae-based biofuels from solar, geothermal and other renewable energy will benefit areas with few biomass resources. Alternative feedstock for clean fuels will provide more options for helping reduce the nation's dependence on oil.
Project: UNR- Great Basin Center for Geothermal Energy Requestor: University of Nevada, Reno Location: Reno Amount: $2,000,000 Summary: The Great Basin Center for Geothermal Energy is an economic engine for the Great Basin's geothermal industry. Funding will support competitive research, education, and outreach through the Center. The Center's activities provide a cohesive research and outreach program designed to meet the needs of the growing geothermal industry in the Great Basin. This capacity is needed to train the next generation of geothermal geoscientists, plant operators, and engineers.
Project: Northern Nevada Renewable Energy Training Project Requestor: Truckee Meadows Community College Location: Reno Amount: $1,000,000 Summary: This project will establish a renewable energy technician training program to address the need for a skilled workforce to build and maintain renewable energy facilities. Comprehensive community-based renewable energy training programs like the one proposed in this project will play an important role in preparing our nation for a revitalized clean energy economy.
Project: City of Las Vegas Sustainable Solar Project Requestor: City of Las Vegas Location: Las Vegas Amount: $850,000 Summary: Funding will install an 80 kilowatt solar system on the Development Services Center. This project provides clean solar energy, an abundant resource in southern Nevada, for a highly--visible public area. Funded through DOE’s Energy Efficiency and Renewable Energy program, this project will broaden the deployment of distributed solar power. The facility will educate over 200,000 people about the potential of solar energy, showing its viability and promoting its use within the State.
Project: Southwest Sustainable Energy Center Requestor: University of Nevada, Las Vegas Location: Las Vegas Amount: $1,500,000 Summary: This project will develop a research center to promote the deployment of renewable energy and energy efficiency technologies focused on buildings. Nevada and the southwest are home to some of the nation's best renewable energy resources, and combined with energy efficiency measures, can lead the nation in eliminating our reliance on fossil fuels. This project will help integrate renewable and efficiency into buildings, one of the nation's most important sources of carbon emissions.
Project: UNR- Sustainable Hydrogen Production, Storage and Distribution Requestor: University of Nevada, Reno Location: Reno Amount: $2,900,000 Summary: Funding will pay for research into technology to produce hydrogen from renewable and the conversion of hydrogen into electrical energy using fuel cells. Research will focus on the production, storage, utilization, transport and modeling material properties. Hydrogen produce from clean energy resources has the potential to provide an important contribution to our nation's carbon dioxide reductions. This project addresses some of the critical issues facing deployment of energy from hydrogen.
Project: Washoe County Photovoltaic Installations for Administration Building Requestor: Washoe County Location: Reno Amount: $1,000,000 Summary: Funds requested will provide support for the installation of solar PV systems at Washoe County's Administrative building (30 kW), Washoe County Northwest Library (30kW), and the Public Safety Training Center (60 kW). Project designs are complete for the first two sites. Funded through DOE’s Energy Efficiency and Renewable Energy program, this project will broaden the deployment of distributed solar power. The project provides clean solar energy, an abundant resource in Nevada, for several highly--visible public area. The facility will educate the thousands of people who use these public facilities every day about the tremendous potential of solar energy.

These funds will allow Caliente to develop known geothermal resources that are expected to exceed the energy needs of the City and replace non-renewable energy sources with a completely renewable resource.
Project: City of Henderson- Solar Energy Project Requestor: City of Henderson Location: Henderson Amount: $2,500,000 Summary: Funding will support the installation of 6 MW of solar panels on a 32-acres site to power the Kurt R. Seglar Water Reclamation Facility. Funded through DOE’s Energy Efficiency and Renewable Energy program, this project will broaden the deployment of distributed solar power. Solar panels will help make this energy-intensive operation more efficient and reduce its reliance on power from the grid and saving taxpayers money.
Project: Downtown Court HVAC Energy Efficiency Retrofit Requestor: Washoe County-Nevada Location: Reno Amount: $1,000,000 Summary: Funding will support the replacement of all heating and cooling equipment at the 75 Court Street Courthouse with energy efficient boilers, chillers, air handlers and distribution boxes. Funds will help reduce the Courthouse's energy use by 30%, thereby saving taxpayer money.
Project: City of Las Vegas Sustainable Home Pilot and Home Performance Program Requestor: City of Las Vegas Location: Las Vegas Amount: $1,500,000 Summary: Funding will create a grant program to provide Las Vegas residents with home energy audits, energy efficiency upgrades and 3rd party verification of energy efficiency services. Improving the energy efficiency of homes for low-income residents not served by existing programs will help reduce the burden of high energy bills for families and will reduce load on the region's electric grid, especially during the summer peaks.
Project: Fallon Paiute- Shoshone Tribe Demonstration Energy Park Requestor: Fallon Paiute-Shoshone Tribe Location: Fallon Amount: $200,000 Summary: Requested funding will provide support for a feasibility study of the solar resources available on the Tribe's land and planning for a demonstration project for a commercial scale solar project. This is a first of a kind project for the Native American community and will stimulate cooperation with Tribes on clean energy development on Tribal lands. This approach could be replicated with other Tribes.
Yucca Mountain
Project: Yucca Mountain Funding (Nuclear Regulatory Commission) Requestor: Senator Reid Location: N/A Summary: President Barack Obama has committed to ending Yucca Mountain. Senator Reid’s request would reduce the funding available to the NRC to process the Department of Energy’s license application for the nuclear waste repository. These cuts will save taxpayers money because Yucca Mountain is not part of the Administration’s nuclear waste management plan.
Project: Yucca Mountain Funding (Department of Energy/Office of Civilian Radioactive Waste Management) Requestor: Senator Reid Location: N/A Amount: no more than the President’s Budget Summary: Senator Reid’s request for a funding reduction will ensure that the President's request to cut DOE's funding for Yucca Mountain is fulfilled, and that DOE's funding is scaled back to phase out work on the project and to identify alternative solutions. These cuts will save taxpayers money because only adequate funding is needed to phase out the project.
Science, Nuclear Security and Other Projects
Project: Nevada Test Site base funding Requestor: Senator Reid Location: Nye County Amount: $20,000,000 Summary: Funds will be used for Nevada Test Site operations, maintenance and infrastructure improvements, such as road maintenance, power distribution, building repair and maintenance, security and other operations and management functions essential for maintaining the NTS’s usefulness as a premier weapons and security facility. The NTS is a unique national facility with capabilities critical to national security, weapons stockpile stewardship, and future nuclear security.
Project: Performance Assessment Institute Requestor: University of Nevada, Las Vegas Location: Las Vegas Amount: $1,000,000 Summary: Funding will provide support for a partnership with the National Supercomputing Center for Energy and the Environment and Sandia National Labs to improve our nation's performance assessment capabilities by enhancing and extending High Performance computing resources for advanced modeling applications and training. Performance assessment is a useful tool for determining risk and proper system performance that can be used in a wide variety of applications involving new technologies.
Project: Nevada Water Resources Data, Modeling, and Visualization Center Requestor: Desert Research Institute (DRI) Location: Reno Amount: $1,000,000 Summary: Funding will equip a data center needed to better understand the current potential future distribution of water resources in Nevada, including use of supercomputer with DRI’s visualization facilities for visualization of water resource scenarios. Water is a critical natural resource that is limited in the southwestern US. This project will provide essential capacity for fully understanding the current distribution of water supplies and predicting future conditions and their impacts due to climate change and increased demand.
Project: Expanding Capabilities for the Study of Climate Change, Water Resources, and Economic Geology in Nevada Requestor: University of Nevada, Las Vegas Location: Las Vegas Amount: $582,000 Summary: Funding will create a regional analytical center for applied research into climate change and water resources, including carbon, oxygen, sulfur, and hydrogen isotopes of water, carbonates, organics and silicates. This center will be a service laboratory for students and researchers. This project will establish critical capacity for studying climate change and its impacts on water resources in the desert southwest. Access to safe and reliable water supplies is important to a stable economic base throughout the nation, but particularly in the southwest.
Project: UNR- Earthquake Engineering Laboratory Expansion Requestor: University of Nevada, Reno Location: Reno Amount: $2,500,000 Summary: Funds requested will support for the expansion of the Earthquake Engineering Program's laboratory to increase the size and number of experiments, including earthquake simulations. The earthquake engineering program is one of UNR's premier research program, home to the one of the nation's premier earthquake simulation facilities. Expanding the program will provide important capacity to understand earthquakes that threaten communities all over the world.
Project: UNR- Basic Physics for Inertial Confinement Fusion Requestor: University of Nevada, Reno Location: Reno Amount: $275,000 Summary: This project will utilize the Nevada Terawatt Facility (laser) to research inertial confinement fusion. This involves the use of a strong external magnetic field to enhance the energy deposition by a laser beam or a charged particle beam in dense matter. The laser and experiment chamber will improve capacity for basic research and will expand research resources available to projects already funded by NNSA.
Project: UNR- Thermal Analysis for Advances Nuclear Fuel Cycles Requestor: University of Nevada, Reno Location: Reno Amount: $500,000 Summary: UNR is exploring ways to safely transport and store casks of nuclear waste in conjunction with Argonne, Lawrence Livermore, and Sandia National Laboratories. This project will help UNR utilize its well established capabilities to make important contributions to scientifically sound solutions for managing our nation's nuclear waste.
Project: Fundamental structural coordination chemistry applied to the development of target-specific radiopharmaceuticals: A combined experimental and computational approach. Requestor: University of Nevada, Las Vegas Location: Las Vegas Amount: $1,600,000 Summary: Research funding will address the problems plaguing the expanded use of radiopharmaceuticals, including the synthesis and characterization of new compounds with target-specific medical efficacy, and increasing the pool of useful radioisotopes. Enhancing the research and educational opportunities, while improving radiopharmceutical capabilities in southern Nevada, will advance novel nuclear medicine methods.
Project: Nuclear Waste Transmutation Program Requestor: University of Nevada, Las Vegas Location: Las Vegas Amount: $2,000,000 Summary: Funds requested will be used for UNLV's nuclear waste Transmutation Research Program for graduate student research, experimental research facilities, and other activities. UNLV has one of the nation's preeminent radiochemistry program, with resources to contribute to scientifically sound solutions for managing our nation's nuclear waste.
Project: Electronic Record System Requestor: University of Nevada, Las Vegas Location: Las Vegas Amount: $2,500,000 Summary: Funding will be used for digital preservation of DOE/Nevada Test Site worker, safety and health records. Completion of the system will save DOE money by moving the agency towards digital recordkeeping for NTS. Digitizing the records improves DOE's response time to workers with illness compensation claims to meet the needs of the NNSA in providing former DOE workers with their records and to support claims under the Energy Employees Occupational Illness Compensation Program Act. DOE relies on the UNLV records system to meet its workload.
Water Projects
Project: Rural Nevada Water Infrastructure- Sec. 595 Requestor: Senator Reid Location: Nevada (Statewide) Amount: $20,000,000 Summary: Funds will be used to support Sec. 595 of WRDA 1999 to provide rural localities in Nevada with funding for the design and construction of water supply, wastewater treatment, environmental restoration and surface water protection projects. The project will provide much needed improvements and construction for Nevada's rural water systems, helping compliance with stringent Federal drinking and wastewater standards and providing communities with safe reliable supplies of water.
Project: Las Vegas Wash Improvement Project; Las Vegas Wash/Lake Mead Requestor: Southern Nevada Water Authority Location: Las Vegas Amount: $2,000,000 Summary: The requested funding will provide for the development and implementation of restoration, habitat enhancement, and water quality improvement projects. Lake Mead is the Colorado River's largest reservoir that serves downstream communities in Nevada, California, Arizona and Indian Tribes with potable water. Wash improvement will improve water quality and protect the surrounding environment.
Project: Incline Village Wastewater Effluent Export Pipeline Project Requestor: Incline Village General Improvement District Location: Incline Village Amount: $1,500,000 Summary: Funding will replace and rehabilitate pipeline and pumping facilities to transport treated wastewater out of the Lake Tahoe basin. The project will deliver numerous environmental benefits and preservation of Lake Tahoe's clarity.
Project: Systems Conveyance and Operations Program (SCOP) Requestor: Clean Water Coalition Location: Henderson Amount: $12,500,000 Summary: Funds will be used for a regional system of pipelines to transport treated wastewater to Lake Mead, increasing Nevada's water supply, protecting water quality, and sustaining wetlands. SCOP benefits the citizens of Las Vegas Valley and preserves resources at the Lake Mead NRA and the water of the Colorado River by ensuring that effluent is properly discharged into the lake and is proper quality.
Project: Desert Terminal Lakes Requestor: Senator Reid Location: Northern Nevada Amount: $62,700,000 Summary: Funding for Desert Terminal Lakes authorized in Sec. 2507 of the Farm Security and Rural Investment Act of 2002 as amended by the Farm, Conservation and Energy Act of 2008, is directed to support efforts to preserve and maintain watersheds with desert terminal lakes in Nevada. The projects will preserve threatened desert terminal lakes while protecting agricultural, environmental and habitat interests in the river basins.
Project: Truckee Meadows, Nevada Flood Control Project Requestor: Truckee River Flood Control Project Location: Reno Amount: $15,000,000 Summary: Funding will continue engineering and design work and start of initial construction on the Truckee River Flood Control project, which will provide flood damage reduction, eco-system restoration and recreation along the Truckee River. It will provide 100 year or better flood protection in downtown Reno and in the Meadows, protecting local population and businesses from devastating flooding.
Project: Pahrump Regional Flood Control Requestor: Nye County Location: Pahrump Amount: $1,000,000 Summary: Funding will establish a General Improvement District to evaluate planning options for mitigating the impact of flooding in Pahrump. The project is consistent with the Corps of Engineers' mission to provide flood protection to communities across the country, and builds on past work with Nye County to develop a plan to address and mitigate flooding in Pahrump.
Project: Tahoe Restoration (Section 108) Requestor: Lake Tahoe Transportation and Water Quality Coalition Location: Lake Tahoe Amount: $9,500,000 Summary: Funding will provide design and construction assistance for stream zone restoration and the control and treatment of urban storm water, which are critical components of the Environmental Improvement Program to restore the watershed in the Lake Tahoe Basin. The Lake Tahoe watershed is more than 75% federally managed, and the Lake is an "outstanding natural resource water" and an "impaired water body" under the Clean Water Act. Funding will further the Federal interest of maximizing the Corps' environmental restoration goals and enhance water quality in the Lake Tahoe Basin.
Project: Funding for implementation of the Truckee River Operation Agreement and PL 101-618 Requestor: Truckee Meadows Water Authority Location: Reno Amount: $5,000,000 Summary: Funding will ensure the fair and equitable management of the Truckee River while also meeting flood control and dam safety requirements. It will fully implement the Truckee River Operating Agreement (TROA) under the Truckee River Settlement Act (P.L. 101-618).
Project: Sediment removal from roadways in the Lake Tahoe Basin Requestor: Tahoe Regional Planning Agency Location: Stateline Amount: $2,000,000 Summary: Funding will provide support for high-efficiency street sweepers to remove sediment from Tahoe Basin roadways in order to help eliminate particulates and sediments that are harming air and water quality. The Lake Tahoe watershed is more than 75% federally managed, and the Lake is ”an outstanding natural resource water" and an "impaired water body" under the Clean Water Act. This funding will help improve water quality and protect a prime source of drinking water from elevated pollutant levels.
Project: Metropolis Irrigation Restoration Project Requestor: Metropolis Water Irrigation District Location: Wells Amount: $1,500,000 Summary: Funding will repair an existing dam built in 1913 that has structurally failed and threatens safety and property. Major project components are a main irrigation canal, diversion structures, the removal and repair a high hazard embankment, construct a recreation area. Metropolis Dam is on BLM-owned land, but operated by the Irrigation District. Water users are obligated to abide by new BLM criteria imposed on them. As the dam has been designated a "high hazard" structure, the community needs Federal assistance to begin work on the restoration project.
Project: Rosewood Creek Area Requestor: Lake Tahoe Transportation and Water Quality Coalition Location: Lake Tahoe Amount: $2,000,000 Summary: This project will finalize designs, secure final permits and complete restoration of 2,200 linear feet of the Rosewood Creek channel. Rosewood Creek currently deposits significant amounts of sediments into Lake Tahoe, harming fish habitat, water quality, and channel stability. Restoring and rehabilitating the creek will contribute to the Federal government's goal of improving water quality and the environment of Lake Tahoe.
Project: Fernley East Wastewater Treatment Plant- 1.0 MGD Mechanical Plant Expansion Requestor: City of Fernley Location: Fernley Amount: $2,500,000 Summary: The purpose of this project is to design and construct a mechanical wastewater treatment train for the existing East Wastewater Treatment Plant. This project improves the City's ability to utilize waste water instead of using limited drinking water supplies for a variety of purposes.
Project: Urban Flood Demonstration Program Requestor: Desert Research Institute Location: Reno Amount: $2,500,000 Summary: This funding will support an ongoing collaboration between the Army Corps of Engineers and the Engineer Research and Development Center to reduce flood damage in urban areas and develop integrated design tools for stream restoration. Flood management and stream restoration are key components of Corps of Engineers and FEMA's missions. This project will contribute to the nationwide need for technology development in flood control and stream restoration in urban areas, which are in risk of severe economic damage as a result of flood damage.
Project: Stead-Silver Transmission Improvement Requestor: Truckee Meadows Water Authority Location: Reno Amount: $2,000,000 Summary: Funding will support for the design and construction of water transmission pipelines to allow north-south water flow to the Silver Lake area and to ensure return flow to the Truckee River Basin. This project will expand the region's water supply and provide reliable redundancy for customers. It can also displace a portion of treated Truckee River water that is exported into the Stead-Silver Lake area. The project will improve reserves for use under drought conditions and yield environmental benefits of increased river flows.
Project: Truckee Meadow Water Reclamation Facility Methane Gas Project Requestor: City of Sparks Location: Sparks Amount: $2,000,000 Summary: This project will utilize excess methane gas from plant operations to generate electricity, saving 20-30% of the plant's electrical consumption and eliminating the burn off gas. Converting methane gas produced from wastewater sludge for electricity generation will improve energy efficiency and reduce the facility's dependence on the grid and fossil fuel-based generation.
Project: Glendale Water Supply Improvement Project Requestor: Truckee Meadows Water Authority Location: Reno Amount: $5,000,000 Summary: This project will replace a temporary diversion structure that is currently made of loose boulders and concrete with a permanent structure. The project incorporates a low profile channel weir, fish passage and protection, boat passage and river bank restoration. The project will repair an unreliable 30-year old structure that requires constant repairs and acts as an impediment to fish and boat passage.
Project: North Las Vegas- Water Reclamation Facility Requestor: City of North Las Vegas Location: North Las Vegas Amount: $2,500,000 Summary: Funding will provide support for a wastewater reclamation facility needed to eliminate the use potable water for irrigating large turf areas and industrial uses. State and city funds are financing the bulk of the project, but Federal funds are needed to quickly deploy the facility to conserve water.
Project: Development of Ultrafiltration Membrane-Separation Technology for Energy-Efficient Water Treatment and Desalination Process Requestor: University of Nevada, Las Vegas Location: Las Vegas Amount: $1,200,000 Summary: This project will develop new membrane-separation technology for water treatment and desalination processes using the membrane materials synthesized at the project's lab. This environmentally benign process could potentially benefit dry regions and enhance security by providing a new source of drinking water more efficiently than traditional desalination.
Project: Incline Village Third Creek Restoration Requestor: Incline Village General Improvement District Location: Incline Village Amount: $2,000,000 Summary: Third Creek currently deposits significant amounts of sediments into Lake Tahoe, harming fish habitat, water quality, and channel stability. Funding will restore and rehabilitate a section of Third Creek to improve channel stability and enhance water quality, fish habitat, and wildlife habitat. Restoring Third Creek falls under the purpose of Sec. 108 of the Lake Tahoe Restoration Act. Restoring and rehabilitating the creek will contribute to the Federal government's goal of improving water quality and the environment of Lake Tahoe.
Project: Tahoe Partnership Requestor: Lake Tahoe Transportation and Water Quality Coalition Location: Lake Tahoe Amount: $480,000 Summary: Requested funding will support for the design and construction of a stream zone restoration to control and treat urban storm water. The Lake Tahoe watershed is more than 75% federally managed, and the Lake is an "outstanding natural resource water" and an "impaired water body" under the Clean Water Act. This funding will further the Federal interest of maximizing the Corps' environmental restoration goals and enhance water quality in the Lake Tahoe Basin.
Project: City of Henderson- Southwest Water Reclamation Facility Requestor: City of Henderson Location: Henderson Amount: $5,000,000 Summary: Funding will support the construction of an 8-million gallon water reclamation facility that uses a membrane bioreactor and ultraviolet disinfection technologies to treat wastewater for reuse purposes. Wastewater treatment and reuse facilities will help reclaim the City's water and reduce stress on the region's limited supplies of drinking water.
Project: Hemenway Valley Wastewater Facilities & Wastewater Treatment Improvements Project Requestor: City of Boulder City Location: Boulder City Amount: $2,000,000 Summary: Funding will support the final upgrades to the Hemenway wastewater treatment plant, including relining of a decayed sewer main trunk line. This project is under agreement with the Corps of Engineers and has local funding, but due to increased construction costs, additional funding is needed to achieve the substantial environmental benefits that preventing spillage of raw wastewater will have for the region.
Project: Fernley Water Treatment Plant Surface Water Intake Requestor: City of Fernley Location: Fernley Amount: $5,000,000 Summary: This project will design and construct a surface water intake for the Fernley Water Treatment Plant, which currently relies solely on groundwater. The intake will allow the City to use 10,000 acre feet of water rights currently not being utilized. This project will help enhance the city's drought tolerance and introduce surface water to its potable water customers with a lower concentration of arsenic than Fernley's groundwater, thereby helping the city comply with stringent Federal water quality standards.
Project: Tahoe Center for Environmental Sciences (TCES) Requestor: Sierra Nevada College Location: Incline Village Amount: $1,000,000 Summary: This project will expand the educational opportunities of TCES, which is an environmental science laboratory and classroom facility at Lake Tahoe. TCES is a unique green environmental science classroom and laboratory, that provides world-class opportunities for education and scientific research on alpine lakes like Lake Tahoe and the reasons why the preservation of such natural resources is so essential.
Project: WateReuse Foundation Requestor: WateReuse Association Location: Clark County Amount: $2,500,000 Summary: Funding will demonstrate the chemical and microbiological safety of recycled and reclaimed water, and improve the efficiency of desalination. Funds will be used to address the ongoing impacts of drought in the west by advancing critical science and technologies to reduce costs of utilizing alternative water supplies. Access to safe and reliable water supplies will ensure a stable economic base throughout the nation, but particularly in areas like the southwest.

Project: Indian Springs Water Recycling Project Requestor: Clark County Water Reclamation District Location: Las Vegas Amount: $2,000,000 Summary: This project will expand Creech AFB's new wastewater system to recycle the wastewater for irrigation and outdoor purposes. The new wastewater treatment system will help expand Indian Springs' ability to meet the community's, including Creech AFB's, water needs, and protect the quality of the area's water resources.
Project: Huffaker Hills Reservoir Lining and Storage Enhancement Project Requestor: Washoe County Department of Water Resources Location: Reno Amount: $8,000,000 Summary: This project will make critical repairs to the Huffaker Reservoir dam including the installation of a reservoir liner to reduce seepage and increase reclaimed water by 40%. Funding will also raise the height of the dam to increase storage capacity by 2,000 acre feet. This project is authorized in Sec. 5158 of the 2007 WRDA. Installation of the reservoir liner will increase storage capacity of the Huffaker Reservoir, allowing the region to enhance the use of its water supplies.
