Abstract: This testimony addresses the management of the Federal information technology (IT) and the acquisition workforces. Today's workforce is making old technology work to operate Federal programs. The Administration is moving quickly to re-orient the Federal workforce to dramatically improve the Federal government interactions with citizens and its internal operations.
