Abstract: This Executive Order states that the U.S. Government, as the nations largest consumer of software, has a fundamental part to play in setting an example for the nation as a lawful user of computer software. Copyright laws require users of a particular software program to have a license authorizing such use. The E.O. seeks to ensure executive agencies: acquire, reproduce, distribute, and use computer software in compliance with international treaty obligations and federal law; use only legal software on their computers and computer networks; and ensure Government contractors and recipients of financial assistance do not use Federal funds to acquire, operate, or maintain computer software in violation of applicable copyright laws.
