Deputy Chief Information Officer

Carl Staton joined the Department of Energy (DOE) as the Deputy Chief Information Officer in October 2006. He is responsible for the day to day activities (as chief operating officer) of the Office of the Chief Information Officer (OCIO) which is comprised of 140 Federal staff and over 600 contractor staff. He is engaged in DOE’s cyber security policy development and the operational roll out of the OCIO 7000+ seat Information Technology (IT) services and support contract. He engages and provides guidance across DOE to help ensure the Department acquires the right IT to meet mission needs, at the lowest cost with balanced cyber security. In 2009 he provided co-leadership to OMB’s and the Federal CIO Council’s Cloud Computing working group.

Before coming to the Department of Energy, Mr. Staton served for 26 years in the Federal government in various IT positions in the Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA).

While at NOAA, Carl programmed minicomputers to process environmental satellite data and imagery, lead multi-million dollar IT acquisitions, and managed large IT organizations and contracts.

In 1998, Carl was selected into the Senior Executive Service as the Director of Central Operations at NOAA's National Weather Service. There he managed the supercomputer and networking for the National Centers for Environmental Prediction.

In January 2001, Carl was named the Chief Information Officer (CIO) for the National Weather Service and subsequently named NOAA’s CIO in May 2002. As the NOAA CIO, he carried out IT oversight and coordination for all of NOAA's IT systems and functions.

Carl was also Director of High Performance Computing and Communications for NOAA where he had broad oversight in coordinating NOAA's high performance computing requirements and solutions as well as coordinating NOAA's networking infrastructure.

He has been honored with the Department of Commerce Bronze Medal, the General Services Administration (GSA) Interagency Committee on Information Resource Management Technical Excellence Award and other IT-related recognitions. He is a graduate of the GSA Trail Boss program for IT acquisitions and of the Federal Executive Institute's Leadership for a Democratic Society program.

Carl holds a Bachelor of Science degree in Computer Science from North Carolina State University in Raleigh, North Carolina. He is married to Jane D'Aguanno and engages in aerobic walking exercise, and golf, listening to opera and bluegrass music, and enjoys tending and sharing his roses.
