Priscilla E. Guthrie became the Intelligence Community Chief Information Officer for the ODNI effective 21 May 2009.

Priscilla Guthrie was formerly the Director of the Information Technology and Systems Division at the Institute for Defense Analyses. From 2001 to 2006, she served as the Deputy Assistant Secretary of Defense (Deputy Chief Information Officer) for the Department of Defense, providing information support to deployed forces.

Prior to this, Priscilla enjoyed a long career at TRW Inc. She completed her tenure with TRW Inc. as Vice President, where she established and led a small, global unit responsible for driving new IT into the company's business. Her organization provided information technology-based solutions and services to a worldwide client base.

Priscilla earned a B.S. in electrical engineering from Pennsylvania State University and an M.B.A. from Marymount (College) University. She also completed Thunderbird's Global Leadership Program. In 2000, she presented the commencement address for Penn State’s College of Engineering. She received the Penn State's Outstanding Engineering Alumnus Award in 2001. Penn State also named her an Alumni Fellow in 2003 and a Distinguished Alumna in 2006.

She is also a member USSTRATCOM's Strategic Advisory Group, serving as chairperson on the Cyber Panel.
