Senator Rockefeller's FY 2010 Federal Appropriations Project Requests for Helping West Virginia Programs and Facilities

Senator Rockefeller has been fighting for solutions that work for West Virginia families for more than 40 years. He is committed to investing in West Virginia and in reforming our health care system, expanding our national security, and creating good-paying jobs for families. To improve our infrastructure, Senator Rockefeller is supporting a number of federally funded projects, which will create jobs, encourage research, and invest in education. West Virginia deserves its fair share of federal funding, and Senator Rockefeller will stand up and fight for all available resources.

Projects listed in alphabetical order based on the organization that submitted the request. West Virginia impact is also discussed below.

Note: Throughout his time in Washington, Senator Rockefeller has fought to create jobs, strengthen our classrooms, build roads and infrastructure, diversify the economy, and provide valuable services for all West Virginians. Senator Rockefeller continues to work with his colleagues to provide funding for a range of other much needed and beneficial projects that will help West Virginia's working families, protect our beautiful public lands, and maintain our way of life.

Commerce, Justice, Science, and Related Agencies Subcommittee

Project: Rape, Abuse & Incest National Network (RAINN)
Requestor: Rape, Abuse & Incest National Network (RAINN)
Location: Washington, DC
West Virginia Impact: Through its National Sexual Assault Hotline (1-800-656-HOPE) and National Sexual Assault Online Hotline (www.rainn.org), RAINN connects victims in West Virginia with local crisis centers around the state and provides other important information to victims and the general public on issues relating to rape and sexual assault.
Amount: $300,000

Description: To prevent rape and sexual assault, improve services to victims, and make sure that perpetrators are brought to justice.�� RAINN offers important information and services for the hundreds of thousands of victims of rape and sexual assault each year, and it provides information for millions of other Americans to help protect themselves and their loved ones from rape and sexual assault.

Labor, Health and Human Services and Education Subcommittee

Project: Civic Education Program
Requestor: The Center for Civic Education and Council for Economic Education
Location: Calabasas, CA and New York, NY
West Virginia Impact: From 2005 to 2008, approximately 39,500 West Virginia students participated in the program.
Amount: $35,000,000

Description: To promote an understanding of and commitment to the values and principles of American constitutional democracy as expressed in documents such as the Declaration of Independence, the Constitution, and the Bill of Rights. These important civic and economic education programs make a significant contribution to our country's commitment to strengthening freedom and democracy not only in the U.S., but in emerging democracies throughout the world. From 2005 to 2008, approximately 39,500 West Virginia students participated in the program.

Requestor: Communities In Schools National Office
Location: Alexandria, VA
West Virginia Impact: Two sites in West Virginia, Cabell and Greenbrier Counties
Amount: $5,000,000

Description: The Communities in Schools (CIS) program has for the past thirty years worked with students at the greatest risk of dropping out of school. At a time that roughly 1.2 million students drop out of school each year, the CIS network of local affiliates and state offices provides access to needed services for more than 2.3 million young people and their families to encourage students to stay in school and succeed.

Project: National Writing Project
Requestor: National Writing Project
Location: Berkeley, CA
West Virginia Impact: There are three sites in the state of West Virginia that serve over 3,000 teachers.
Amount: $30,000,000

Description: This program provides support for a national infrastructure of more than 200 writing project sites that serve their local schools and teaching communities with high-quality teacher professional development in all 50 states. It is the only national program that focuses on the teaching of writing and there are three sites in the state of West Virginia that serve over 3,000 teachers.

Project: Reach Out and Read
Requestor: Reach Out and Read National Center
Location: Boston, MA
West Virginia Impact: West Virginia has eighteen program sites in the state.
Amount: $10,000,000

Description: This national program trains doctors and nurses to advise parents about the importance of reading aloud and to give books to children at pediatric checkups. By building on the unique relationship between parents and medical providers, Reach Out and Read helps families and communities encourage early literacy skills so children enter school prepared for success in reading. West Virginia has eighteen program sites in the state.

Project: Reading is Fundamental
Requestor: Reading Is Fundamental, Inc
Location: Washington, DC
West Virginia Impact: West Virginia has 110 sites that provide over 78,000 books to approximately 21,000 children.
Amount: $28,000,000

Description: The program is the nation's oldest and largest children's literacy organization and provides underserved children with free books for personal ownership and reading encouragement. Increased funding will not only enable the continued support of the most underserved children, but will also reach children currently on the waiting list of 1.5 million children. West Virginia has 110 sites that provide over 78,000 books to approximately 21,000 children.

Project: West Virginia University Healthcare Clinical Neurosciences Program
Requestor: West Virginia University Health Sciences
Location: Morgantown, WV
West Virginia Impact: The Program will create a state-of-the-art research and training center for the neurosciences. This Center will support the creation of approximately 50 health care related jobs along with approximately 36 construction jobs.
Amount: $5,000,000
Description: Funds will complete approximately 26,000 square feet and provide a state-of-the-art clinical and support facility for the work of neurology, neurosurgery, and neuropsychiatry. This new Program will benefit patients with severe neurological deficits as a result of injury or disease; education as a training location for medical experts in the neurosciences; and the larger research community as a unique center of excellence that turns research results into treatments for the patients they can help the most.
