OSHA QuickTakes Success Story |

Overview: This partnership strives to
provide a safe and healthful work environment for employees engaged in
construction activities in the Charleston and Kanawha Valley, West
Virginia area, with emphases on increased training and implementation
of enhanced safety and health management systems.
Results: At the end of 2008, there are
twenty-two (22) members in this partnership. In the past year, members
have received approximately 14,000 hours of training, impacting 5,892
employees and 421 supervisors. The training reflected safety training
conducted by KVBA for their entire membership, including partnership
participants, under the LEAD Program: 10 Hour OSHA Classes, First
Aid/CPR, drug awareness participant education, drug awareness
supervisory education, 30 Hour OSHA classes, eye safety training, hand
safety training. Eye and hand safety training classes were conducted
and participants were issued safety glasses and cut resistant gloves.
The aggregate Days Away from Work, Restricted and Transferred Activity
(DART) was 2.75 for 2008, which is 18% below the baseline established
for this partnership. In addition, the Partners had an average
Experience Modification Rate of .75.
Of the 22 participants, 18 are recognized as Level 2 Participants,
which is accorded to companies who received OSHA enforcement
inspections and were recognized for having outstanding, proactive, and
effective safety and health programs. This represents an increase of
100% from 2007 where only 9 members achieved Level 2.
In addition to helping its Partners with their SHMSs, KVBA completed
several special emphasis projects aimed at addressing eye and hand
injuries. KVBA plans to develop various materials on these subjects to
be incorporated during the training sessions. |

Overview: Associated Builders and
Contractors, Inc., (ABC) and the Occupational Safety and Health
Administration (OSHA) entered into this partnership to provide a safe
and healthful work environment in the construction Industry.
Implementation of this agreement is expected to result in decreased
injuries, illnesses, and fatalities for participant contractors with a
resultant decrease in worker compensation costs.
ABC member construction companies will use the Safety Training and
Evaluation Process, or "STEP" program in evaluating their safety and
health program performance and their safety and health training
programs.
The primary goals are to: reduce by 3% annually the number of
injuries, illnesses, and fatalities affecting participant employers,
with an emphasis on reducing injuries and fatalities resulting from
falls, struck-by and caught-in mishaps, and electrocution (focused
four construction hazards); increase the number of construction
companies that implement effective safety programs; decrease worker
compensation costs and OSHA penalties for contractor participants;
and, allow OSHA to focus resources on companies that require attention
from OSHA, rather than companies that have demonstrated existence of
effective safety programs.
Results: At this time, there are currently
11 members in this partnership representing 503 employees. During the
most recent evaluation period, 589 employees and 62 supervisors
received over 2,000 hours of training. The training sessions included
Hazardous Communication, First Aid / CPR, OSHA 10 Hour Certification
Course, Electrical Safety, Stress, Confined Space, Trenching, and
Scaffolding. Furthermore, none of the participating members had a
recorded incident involving any of the four focused categories (falls
from elevation, struck by, caught in, and electrocution).
As a result of improvements to their safety and health management
systems, four companies were awarded Platinum. Also, the partnership
had an impact on the injury and illness rates of the participating
companies. Two had slight decreases in their rates and one experienced
significant drops. Two companies remained the same, while two had
slight increases.
The most recent evaluation noted that this partnership has created a
very positive working relationship between OSHA and the construction
trades in Delaware. |

Overview: ABC and OSHA mutually recognize the importance of providing a safe
and healthful work environment for those employees working in Pennsylvania. To
advance the mutual goal, both organizations enter into this partnership
agreement.
The partnership provides incentives to contractors who voluntarily participate
in the ABC Safety Training and Evaluation Process (STEP) program and
demonstrate implementation of effective safety and health programs. The STEP
program, implemented annually by the ABC, is an objective tool that contractor
members use to evaluate and strengthen their safety programs, policies and
procedures. ABC recognizes participants based on their development and
enactment of safety programs, policies and procedures. The four recognition
levels are Bronze, Silver, Gold and Platinum.
Implementation of this agreement is expected to result in an improved
awareness of safety concerns, and decreased injuries, illnesses and fatalities
for participant contractors with a resultant decrease in worker compensation
costs as well as other direct or indirect costs.
Results: To help participating employers improve their safety and health
management systems, the South East Pennsylvania Chapter of Associated Builders
and Contractors hosted numerous safety and health classes throughout the year
for its 21 participating members representing over 3,100 employees.
Among them include OSHA 10 and 30 hour certification courses, How to Create a
Company Safety Committee, Adult CPR with AED and First Aid, Fall Protection,
and Struck-By Hazards.
Furthermore, the Associated Builders and Contractors Safety Training
Evaluation Profile (STEP) Program incorporates all of the elements of the 1989
Guidelines and the 18 participants have had 18 effective systems implemented.
STEP scores in addition to injury and illness results show progress made by
the partners in improving their safety and health management systems:
- 8 Partners increased their STEP scores and 4 remained the same
- 5 Partners decreased the number of Falls hazards with 6 remaining the same
- 4 Partners decreased the incidence of Struck-by hazards with 9 other
Partners remaining the same at zero
- 12 Partners maintained the incidence rate of Caught-in hazards at zero
- Electrical hazards remain very low for 15 of the Partners (zero) with only
one Partner having an increase
- The total number of Days Away, Restricted or Transferred Cases has decreased
for 7 of our Partners, and remained the same for 2 members has remained the
same.
- The DART rate decreased for 8 Partners and remained the same (at zero) for
one Partner

The partnership exceeded its goal of experiencing a 4% reduction in its
overall DART rate. It has been able to achieve an aggregate DART rate of 2.98

for the years 2003 thru 2005. This represents a 44 % reduction in their DART

Overview: Joint efforts by OSHA and VSRA, through
this partnership agreement, will target large populations in the ship repair
industry for safety and health focus and will promote a voluntary, cooperative
effort between OSHA and the VSRA membership to reduce occupational accidents
and save lives.
Major goals of the partnership include the following: (1) Increase the number
of ship repair employers who develop, implement, and maintain comprehensive
safety and health programs in accordance with OSHA’s 1989 Safety and Health
Management Guidelines; (2) Keep the DART rate below the most recently
published national average for the industry which was 6.0 for the year 2005;
and (3) Further reduce this level of injuries by at least 4% annually for the
life of the agreement.
Results: This partnership impacts 16 employers and
5847 employees. During the most recent evaluation period, the members recorded
258 cases involving days away from work, job transfer or restriction equating
to a DART rate of 3.91. This met the goal of the partnership of having a DART
rate below the national industry average of 6.0 for 2005 and further reducing
its recorded level of injuries and illnesses by 11.7 % from the previous year.
This was achieved through a comprehensive training program which provided over
50,000 hours of training for 5,301 employees and 747 supervisors. Training
topics included respiratory protection, bloodborne pathogens, forklift
training, confined space, first aid/CPR, Tool Box “Train the Trainer” fire
safety, and refresher safety training. |

Overview: Pursuing efforts to reduce the total Rate
of Days Away From Work (DART rate) by 4% each year, OSHA and Clark
Construction Group, LLC, signed a partnership agreement during construction of
the 401 M Street Waterfront Development Project which will cover redevelopment
in S.W. Washington, D.C.
The goals of this Partnership include developing, implementing and maintaining
an effective and comprehensive safety and health management system in
accordance with OSHA’s 1989 Safety and Health Program Management Guidelines or
its equivalent and achieving participant recordable illness and injury rates
below the national average for the construction industry
The Project includes in Phase I: demolition; sheeting and shoring; and bulk
excavation. Phase II will focus on: structural foundations; roadway
construction; construction of 8 story buildings; construction of above ground
grocery shell; site work; service roads; landscaping, and plaza work near the
Metro Station. Phase III includes: demolition of the existing Safeway
building; hazardous materials abatement; excavation for two levels of below
ground parking; interim surface parking; and new service road construction.
This project covers 13 acres with 1.2 million feet of structural demolition.
The new buildings will consist of cast in place concrete with curtain wall
exterior. The two existing buildings will have new curtain walls installed.
The project will include 6,000 feet of open retail space with 2 -class "A"
lobbies.
Over the life of the project 30 contractors will employ approximately 1000
individual construction tradespersons at peak construction. The project is
scheduled to be completed in February 2010.
Results: During the first year of the Partnership, the project experienced a
DART rate of 1.1 for its 25 contractors and 450 employees. In reinforcing and
improving the 25 Safety and Health Management Systems (SHMSs) of the
contractors working on the project, almost 6000 hours of training were
provided to the employees in addition to 550 hours provided to the supervisors
and managers. Furthermore, the site safety and health managers conducted
comprehensive inspections of the entire project, along with sub-contractor and
supervising management assistance with focused attention to OSHA’s top four
hazards: falls, struck-by, caught-in, and electrical. Also, daily project
safety documentation and weekly inspections as well as reviews of monthly
checklists, OSHA 300 logs, first aid logs, and project subcontractors monthly
experience forms were conducted. |

The new arena is scheduled to open for the Pittsburgh Penguins’ 2010-11
season.
Goals of this partnership include: to encourage cooperation between OSHA and
P.J. Dick/Hunt JV that will foster a safe work environment at the arena
construction project and reduce the DART rate (cases with days away from work,
job transfer, or restriction) by at least 3 percent annually. The partnership
requires effective safety and health management systems for contractors
working at the site. The partnership will focus in particular on construction

Overview: To facilitate OSHA's goal of reducing occupationally related
fatalities by 3% each year, and reducing the total rate of Days Away from Work
by 4% each year, Region III of the Occupational Safety and Health
Administration (OSHA) and Continental Building Systems agree to the joint
implementation of a partnership during construction of the 4 million dollar
Christ Temple Project.
The Project plans call for the construction of a new life and health center
consisting of a pre-engineered metal building and an attached two-story
traditional steel/concrete structure. The pre-engineered building will house a
gymnasium and a stage. The first floor of the other building includes a
welcome center, a full-service kitchen and a café. The second floor has
meeting rooms, a work-out facility, aerobic room and a sound room.
The goals for this partnership are:
1) Continental Building Systems will develop, implement and maintain
effective and comprehensive safety and health systems in accordance with OSHA’s 1989 Safety and Health Program Management Guidelines or its equivalent;
2) Achieve participant recordable illness and injury rates below the national
average for the construction industry; and
3) Over the duration of the project, achieve a Days Away, Restricted or
Transferred Rates (DART) for each participant that is at least 10% below the
respective participant’s average rates for the two years prior to entering the

Overview: To facilitate OSHA's goal of reducing occupationally related
fatalities by 3% each year, and reducing the total rate of Days Away from Work
by 4% each year, Region III of the Occupational Safety and Health
Administration (OSHA) and the Clark/Balfour Beatty Joint Venture have agreed
to the joint implementation of the partnership during construction of the 641
million dollar, Walter Reed National Military Medical Center Project.
The Project plans call for the construction of a new, 345-bed medical center
with a full range of intensive and complex specialty and subspecialty medical
services, including specialized facilities for injured soldiers. The realigned
Walter Reed National Medical Center will be on the grounds of the National
Naval Medical Center and is expected to become the U.S. military's premier
tertiary referral center for casualty and beneficiary care. The center will
also provide postgraduate education and other training, and serve as a medical
research center. The project is expected to complete in July 2011. |

Processing Facility in Philadelphia, Pennsylvania during construction of its
new site. The common objective of this partnership is to develop a

enter this partnership for the duration of the construction of the USS
Clairton ”C” Coke Battery Project.
The goal of the Partnership is to develop a contractor/government relationship
that will encourage construction employers to improve their safety and health
performance, assist them in doing that, strive for the elimination of serious
accidents in the construction industry, and recognize those
contractors/subcontractors with exemplary safety and health management
systems. This Partnership is expected to result in decreased serious injuries
and illnesses and fatalities for the site and improve existing safety and
health management systems. Incentives will be provided to construction
contractors/subcontractors who voluntarily participate in the Partnership and
demonstrate implementation of effective safety and health management systems
including opportunities for limited scope inspections and reductions in
penalties.
Mobilization began October 2008 and complete turnover and commissioning are
expected for June 2011, resulting in a scheduled duration of 33 months. |

Overview: A strategic partnership agreement has been
developed jointly by the Occupational Safety and Health Administration’s
Allentown Area Office, and Sands Bethworks Gaming LLC to ensure that employee
safety is an utmost concern during the construction of Sands BethWorks which
will be a facility with a 300-room hotel, 200,000 square feet of retail space,
3,000 slot machines, a multi-purpose meeting and convention area, and a
variety of dining, shopping, and entertainment options.
Over the life of the project, contractors and subcontractors will employ
approximately 1200 or more individual construction tradespersons at peak
construction. The complete work will include, but not be limited to: site
construction, concrete, excavation work, pile foundation installation,
structural steel and miscellaneous metal work, pre-cast curtain wall, road
work, electrical, masonry, mechanical/plumbing, rebar installation, caissons,
cranes and lifts use and painting.
The objective of this Partnership is to develop a contractor/government
relationship that will encourage all construction contractors to improve their
safety and health performance, assist them in doing that, strive for the
elimination of serious accidents in the construction industry, and to
recognize those contractors with exemplary safety and health management
systems.

Overview: OSHA, the
Pennsylvania/OSHA Consultation Program at Indiana University of Pennsylvania,
the Lehigh Career & Technical Institute, and Warehouse, Storage, Distribution
and Transportation Industries agreed to a partnership with the goal of
reducing the number of injuries, illnesses, and fatalities resulting from work
activities within the warehousing storage distribution and transportation
industry.
The primary purpose of the agreement is to prevent accidents, injuries, and
fatalities resulting from work activities within the warehousing storage
distribution and transportation industry. In an effort to achieve this goal,
this partnership will (1) develop an initiative to improve safety and health
performance by reducing the Total Case Incident Rate (TCIR) and Days Away
Restricted and Transferred (DART) rate of participating employers over the
life of the partnership, (2) identify within the participating members
worksites if anything other than the primary causal factors, contact with
objects, overexertions and falls are contributing to injuries and illnesses,
and if so, develop a strategy to control or eliminate those hazards, (3) aid
in the development of a workplace Motor Vehicle safety program or facilitate
in a mentoring process for those who have not yet developed such a program,
(4) promote and encourage employer usage of the PA/OSHA Consultation Program
to assist in workplace hazard recognition, and (5) recognize partnering
employers with a certificate of participation.
Results: The eleven members of this partnership continue to work towards the
goal of implementing effective safety and health systems at their own
worksites. Most of the partners have implemented some, if not all of the
elements of the 1989 Guidelines. Several of the employers made modifications
to their training programs, records maintenance, and hazard recognition.
Member companies have completed Job Safety Analysis for their plants,
critiqued their means of egress and evacuation programs, and have implemented
a safety harness and lanyard inspection review process.
Cooperative relationships have developed as a result of this partnership.
Partners are sharing information and best practices on various safety and
health issues including retraining on forklift incidents, observation
techniques and tools, and various other safety and health training
opportunities in and around the Lehigh Valley.
Injury and illness results from this partnership have been nothing short of
impressive. One company is accident and injury free since October 23, 2003.
This employer is now accorded VPP Star Status.:
- Seven partners have Total Case Incident Rates (TCIR) less than the 2006
BLS average
- Five partners have Days Away Restricted Transferred Rates (DART) less
than the 2006 BLS average
- Eight partners who have been part of this agreement for the last two
years have had decreases in their Total Case Incident Rate (when comparing
2007 to 2006), ranging from 13.6% to 73.7%
- 10 partners have had decreases in their DART, ranging from a low of 6.8%
to a high of 69.4%
Two partners have been successful in decreasing both their TCIR and DART
while increasing the number of employees when compared to the previous year.
Two other partners have been successful in decreasing both their TCIR and DART
while having an increase in the number of employees and the number of hours
worked when compared to the previous year.
In terms of workers’ compensation, one employer reported that their worker
compensation costs in 2005 was $18,000 and in 2006 went down to $14,000.
Another partner reported their workers compensation costs went from $164,000
in 2005 down to $10,161 for 2006. Finally, a third partner has reported that
the number of injury claims has gone down by 12% and their reserves are down
by 19.2%. In 2007, one employer reported significant decreases in their worker
compensation costs compared with 2006’s, $29,700 to $4,400. |
