Herb is Region
II’s Associate Regional Director, Operations (ARDO). As ARDO, Herb is responsible
for managing the Divisions of Insurance, Supervision, Special Actions, and Management
Services.
Herb joined NCUA as a staff accountant in 1978. Prior to joining NCUA, Herb served
as an auditor for four years with the U.S. Army Audit Agency. He has also served
the agency as a program analyst, Director of Financial Operations, Chief Financial
Officer, Director of Risk Management and President of the Central Liquidity Facility
(CLF), Deputy Director of the Office of Examination and Insurance, and Inspector
General.
Yolles has an accounting degree from the University of Delaware, an MBA from George
Mason University and is a CPA.
Scott has been newly appointed as the Region II Associate Regional Director-Programs
in January 2005. He has been with NCUA for 15 years, initially as a field examiner
in Washington DC, and has subsequently held the positions of Supervision Analyst,
Director of Insurance, and Associate Regional Director-Operations in Region II.
He has also served in the Central Office as a Senior Investment Officer in the Office
of Capital Markets and Planning. Scott earned his undergraduate degree from Penn
State University and his MBA at the George Mason University in Virginia. He is a
CPA and CFA charter holder.
