Fort McClellan, Ala., recently privatized a cleanup of unexploded ordnance (UXO), saving $11 million and allowing for the early transfer and reuse of 4,693 acres through a mechanism known as an Environmental Services Cooperative Agreement (ESCA). AuthorBlaized under the Army's environmental restoration program, an ESCA obligates Army Base Realignment and Closure (BRAC) funds and apportions partial liability to an entity representing the reuse interests of an Army BRAC installation in exchange for the performance of specific environmental restoration services. An ESCA allows the Army to transfer property and associated cleanup responsibilities to a local government, thereby allowing the local community to integrate cleanup with their redevelopment plans. The Fort McClellan third-party UXO cleanup is the first ever for the Army.
