Fiscal Year 2010 Throughout my time in Washington, I have fought to bring federal funding back to Nevada to create jobs, strengthen our classrooms, build roads and infrastructure, diversify the economy, and provide valuable services for all Nevadans. Some of these accomplishments include funding to construct interchanges on the Clark County Beltway and modernize the Reno Spaghetti Bowl (US 395/I-80); funding to provide equipment for our law enforcement officers; funding to protect Lake Tahoe and fight forest fires; funding to improve life in our rural communities; funding to strengthen our schools and universities; and funding to bring cutting edge research and manufacturing to Nevada.
With the uncertain economic climate and state budget shortfalls, Nevada faces many challenges to maintain and improve our quality of life. Federal funding can help address some of these priorities and make Nevada an even better place to live, work, and raise a family.
Although some criticize "earmarks," or congressionally-directed funding, the Constitution provides Congress with authority to direct federal spending. Congressionally directed spending is consistent with very core concepts in our democracy - decision making by directly elected officials, responsible to their constituents. I have always believed that elected officials from Nevada know the state's needs better than a bureaucrat who may have never even been to our state before. To respond to some of the concerns that have been raised about congressionally-directed spending, I fought to pass ethics reform legislation when I became Senate Majority Leader. Our legislation reformed the earmarking process, prevented wasteful spending and increased transparency. Indeed, this webpage and the similar ones on other Senators' websites is a direct result of our reform efforts.
The earmark requests published below were submitted to my office by a diverse array of Nevadans - state and local government officials, non-profits, universities, community groups, and the private sector. In turn, my office has submitted these requests from Nevada to the leadership of the Senate Appropriations Committee for their consideration. Unfortunately, many deserving projects may not receiving funding and those that do receive funding may not get all of the funding they have requested. With the many needs throughout Nevada and our nation, I believe we all must make tough choices and it starts with your elected leaders in Washington.

Description: As the largest law enforcement agency in Northern Nevada, the Washoe County Sheriff's office must patrol many rural areas of the state. Unfortunately, their patrol cruisers lack standard equipment such as In-Car Video Systems or a centralized Mobile Command Trailer. These technology upgrades will allow our law enforcement officers to better respond to threats and gather evidence.

Federal funds would be used in conjunction with local funds to upgrade this project.

The training facility will host firearm training and certification courses at their shooting range and in their classrooms. Description: The North Las Vegas SWAT Team deploys a team of tactical medical personnel that are specially trained in life-saving techniques. Funds would be used to equip a new Tactical Vehicle for use by the tactical medics and the SWAT Team.

Description: Boulder City has partnered with the City of Henderson to equip a law enforcement training facility that will be jointly used by law enforcement agencies throughout Southern Nevada. Funds would provide equipment for the Regional Law Enforcement Training Facility.

Description: A consortium of seven counties across two states (including Carson, Douglas, Storey, Churchill, Lyon and Mineral counties) has begun efforts to develop a regional communications system to improve interoperability across the region. Current radio systems across the region were designed and built in the 1960s and 1970s. Federally mandated changes in the radio spectrum have necessitated use of new radio technology.

Description: Funds would be used to install additional metal detectors and cameras to secure the building from threats. After the court violence in Reno several years ago, securing our judicial buildings remains an important priority that the federal government can help address.

Amount: Through judicial education, strategic planning, evaluation and technical assistance, this project has resulted in reducing the time in the system for children in foster care and the numbers of children in care in jurisdictions across the country, and has improved the quality of care children receive while under the court's jurisdiction. This project has been federally funded since 1992 and has a national scope.
Project: Grant Sawyer Center Judicial Education Program

Description: The Grant Sawyer Center offers graduate education to judges and justice system personnel. Since its inception in 1986, the program has graduated more than 110 judges with either doctorate or master's level degrees. Funding is especially necessary because short-term state budget shortfalls have had led to staff and scholarship reductions that threaten to hurt the quality of the program.

Description: Recovering addicts and certified drug counselors will visit local area schools to discuss the dangers of substance abuse with youth. With one of the highest drop-out rates in the nation and possible links to substance abuse, Southern Nevada needs qualified drug education efforts. It is estimated that the program could serve 50,000 at-risk youth.

The Nevada Center is particularly important to monitor the climate patterns of the Mountain West. The Regional Climate Center program was authorized by Congress in the 1978 National Climate Program Act. The RCCs are administered by the National Environmental Satellite, Data, and Information Services (NESDIS) and the National Climatic Data Center (NCDC). Transportation, Housing and Urban Development Appropriations Senator Reid's requests are based on the Nevada State Transportation Improvement Plan (STIP) http://www.nevadadot.com/traveler/construction_projects/stip/pdfs/statewide.pdf Roads and Highways Building Infrastructure and Increasing Capacity on Nevada's Roads and Highways Project: Clark County Beltway Interchanges Requestor: Regional Transportation Commission of Southern Nevada Location: Las Vegas, NV Amount: $4,000,000 Description: Federal funding will supplement a 20 percent state match to construct additional interchanges to improve mobility on the Clark County Beltway. The Clark County Beltway is one of the busiest roads in Nevada, and funding will expand capacity. Last year, Senator Reid and Senator Ensign secured $2,850,000 for this project. Project: Meadowood Interchange Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $1,500,000 Description: The Meadowood Interchange is in one of the primary commercial retail districts in the Reno/Sparks Metropolitan area. Construction of a split diamond interchange will more effectively distribute traffic on surface arterial streets, and reduce overall levels of traffic congestion. Senator Reid secured $1,254,000 for this project last year. Project: Starr Road Interchange Requestor: City of Henderson Location: Henderson, NV Amount: $3,000,0000 Description: Constructing an interchange at I-15 and Starr Road will improve access to a growing part of Henderson and relieve congestion on Eastern Avenue and other approaches to McCarran International Airport. Funding will be used for construction, and will supplement the $1,187,500 Senator Reid secured for this project in FY2009. Project: Carson City Freeway Phase II Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $1,000,000 Description: The project will improve capacity by adding 3 miles of controlled access freeway from Fairview Drive to the southern connection at the existing US 50 West - Tahoe Juncture / Carson Street intersection. Expanding the freeway will relieve traffic congestion in addition to offering flood control protection. It is estimated that this project will create 150 jobs locally. Project: Expanding SR-160 Las Vegas to Pahrump Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $3,000,000 Description: This roadway is the major connection between the growing bedroom community of Pahrump and the metropolitan core of Las Vegas, NV. Unfortunately, this two-lane road is one of the most deadly in the state. Funding would pay for increased widening that would reduce congestion and improve safety. Senators Reid and Ensign secured $2,612,500 for this project last year. Project: Pyramid Highway Corridor Requestor: Regional Transportation Commission of Washoe County Location: Reno, NV Amount: $2,000,000 Description: Pyramid Highway (SR-445) is one of the most congested corridors in Northern Nevada, particularly at the intersection of SR-445 and McCarran Blvd. Funding would pay for environmental studies and project development improvements to increase capacity and reduce congestion within the corridor. Project: I-15 Corridor of the Future Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $1,500,000 Description: Because the US Department of Transportation designed I-15 as a "Corridor of the Future," this interstate is eligible to participate in new federal programs to reduce congestion. Federal funding would supplement these efforts. More than 9 million people drive from Southern California to Las Vegas on I-15, and making road improvements protects the main routes for tourists to enter Las Vegas. Project: US-395 from Moana to Stead Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $1,000,000 Description: This project would widen the Northbound lanes on US-395 and relieve heavy peak hour congestion and related crashes. Widening would substantially reduce Northbound travel time in peak hour from Moana to I-80 saving time for thousands of Nevadans each day. This project is estimated to create 150 jobs locally. Project: Bonneville-Clark Couplet Requestor: The City of Las Vegas Location: Las Vegas, NV Amount: $750,000 Description: This project will improve traffic flow and reduce congestion by converting Bonneville Ave. and Clark Ave. roadways to an east/west one-way couplet system between Main Street and Charleston Boulevard. This project is part of the City's master plans for land use and will make the corridor more pedestrian-friendly. It will create 71 jobs locally. Project: US 50 Stateline Realignment Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $500,000 Description: The Lake Tahoe basin is an area of regional and national significance, but congestion around the Nevada casinos reduces mobility in the area. Funding would pay to provide operational improvements and pedestrian and transit improvements in the heavily congested Stateline corridor. Project: I-80 Intermodal Corridor Study, Oakland to Utah Requestor: Regional Transportation Commission of Washoe County Location: Reno, NV Amount: $500,000 Description: As the main interstate through Northern Nevada, I-80 continues to have severe congestion problems. Funding would support an unbiased modal investment study that brings all stakeholders into the process to identify the most cost-effective investments for the Interstate-80 corridor. The focus of this proposal would study the entire Nevada portion of I-80 from the Nevada state line with Utah. Project: Boulder City Bypass Requestor: City of Boulder City Location: Boulder City, NV Amount: $1,000,000 Description: According to published estimates, an additional 2000-2500 trucks will drive through Boulder City once the new Hoover Dam bridge is completed in 2010. A 17 mile bypass road will alleviate congestion and remove truck traffic from downtown Boulder City. Project: ReTRAC Enhancements Requestor: City of Reno Location: Reno, NV Amount: $500,000 Description: The 2006 opening of the Reno Transportation Rail Access Corridor (ReTRAC) train trench eliminated eleven train track crossings and significantly improved the downtown business district in Reno. Funding would provide an additional concrete cover over two blocks of railroad tracks in the downtown core to increase mobility, safety, and downtown business development. Project: Nevada Pacific Parkway Requestor: City of Fernley Location: Fernley, NV Amount: $750,000 Description: Funding will pay for the construction of an additional four lane roadway connecting I-80 Exit 50 Interchange to US50A at Nevada Pacific Parkway in the eastern portion of Fernley. The expansion will be necessary for future growth in the Fernley region. Project: Freeways and Arterial System of Transportation (FAST) Requestor: Nevada Department of Transportation (NDOT) Location: Las Vegas, NV Amount: $1,500,000 Description: To help facilitate traffic movement and relieve congestion on the Clark County Beltway, NDOT plans to install a fiber-optic cable vehicle detection system with video monitoring cameras, ramp meters and dynamic message signs. Project: Caliente Bridge Replacement Requestor: City of Caliente Location: Caliente, NV Amount: $500,000 Description: The bridge over the Clover Creek leading to the Caliente Youth Center routinely floods because of silt build up in culverts. The Youth Center is a $50 million state facility. During a flood in 2005, the NV National Guard was forced to rescue 140 children and 20 staff members who were isolated by the rising water. Project: Transportation Engineering Research Requestor: University of Nevada, Reno Location: Reno, NV Amount: $500,000 Description: In partnership with NDOT and RTC-Washoe, UNR will expand a state-of-the-art Traffic System Control Laboratory equipped with advanced signal control devices and modern computer simulation techniques. Modeling and control systems can reduce congestion and improve traffic flow. Project: Downtown Corridor Improvements Requestor: City of Fernley Location: Fernley, NV Amount: $500,000 Description: The downtown corridor of Fernley is heavily congested by automobile and pedestrian traffic. The City would utilize these funds to implement a downtown corridor plan to effectively manage this traffic. Project: Lake Tahoe Environmental Improvement Program (EIP) Requestor: Nevada Department of Transportation (NDOT) Location: Lake Tahoe Amount: $500,000 Description: NDOT will implement a Water Quality EIP project with a focus on improving stormwater management along the state and US highways of the Lake Tahoe Basin. Storm water runoff has been associated in the past with clarity loss in this environmentally sensitive area. Airport Construction Improving Safety and Expanding Infrastructure Project: Instrument Landing System Requestor: Reno-Tahoe International Airport Location: Reno, NV Amount: $1,000,000 Description: During inclement weather conditions, particularly snow storms, the Reno-Tahoe Airport only has one runway with instrument approach capabilities for aircraft operations. To improve safety at the airport, funding would install a instrument approach system on a second runway. The FAA concluded that a second installation was operationally feasible. Project: Snow Removal Equipment Storage Building Requestor: Reno-Tahoe International Airport Location: Reno, NV Amount: $1,000,000 Description: The Reno-Tahoe International Airport snow removal equipment fleet (SRE) involves more than 15 vehicles including plows, blowers, broom trucks and loaders. Currently, most equipment is stored under an outdated three-sided canopy that was built in 1979. Funding would provide for the construction of a new equipment storage building. Project: Radar Upgrades Requestor: Reno-Tahoe International Airport Location: Reno, NV Amount: $1,000,000 Description: The Reno-Tahoe International Airport and five other airports in the region are all served by a radar system that has been in place for 16 years and is two generations old in terms of technology. Funding would help purchase an advanced radar system. Mass Transportation Clearing our Air and Reducing Congestion Project: ACE Boulder Highway Rapid Transit Project Requestor: Regional Transportation Commission of Southern Nevada Location: Boulder City, NV Amount: $500,000 Description: This transit project will be comprised of a Bus Rapid Transit (BRT) system operating along a 17-mile corridor with exclusive transit lanes, vehicles, stations, and related infrastructure. The specific segment would travel Boulder Highway from the Central City Intermodal Transportation Terminal to Horizon Drive in Henderson, Nevada. Project: Clark County Bus and Bus Facilities Requestor: Nevada Department of Transportation (NDOT) Location: Southern Nevada Amount: $750,000 Description: Park and Ride Facilities help increase transit ridership and carpooling and reduce traffic congestion. The RTC has completed one park and ride facility and two are funded under the approved Transportation Improvement Program for 2009-2012. Funding will help build another Park and Ride facility. Project: Statewide 5309 Bus Mark Requestor: Nevada Department of Transportation (NDOT) Location: Nevada Statewide Amount: $1,000,000 Description: Funding will support capital facility improvements at transit stations throughout Nevada. Any allocation of funds will be made by consensus of the regional metropolitan planning organizations and NDOT. Project: Washoe County Bus and Bus Facility Requestor: Regional Transportation Commission of Washoe County Location: Reno, NV Amount: $750,000 Description: This project involves the construction of satellite transfer centers and additional Park and Ride facilities to expand the ridership of the RTC bus system. Additional funds will replace aging buses in the fleet with cleaner fuel technologies. Project: Reno Bus Rapid Transit Requestor: Regional Transportation Commission of Washoe County Location: Reno, NV Amount: $500,000 Description: The first stage focuses on creating a bus rapid transit route in the heavily traveled Virginia Street corridor linking the UNR campus, downtown Reno, the convention center and Meadowood mall. More than 50% of passengers on this line are expected to be traveling to work, and such a bus route would help relieve congestion and remove cars from the road. Project: Lake Tahoe Bus and Bus Facilities Requestor: Nevada Department of Transportation (NDOT) Location: Lake Tahoe and surrounding communities in Nevada Amount: $500,000 Description: Funding would replace eight buses operated by the South Tahoe Area Transit Authority that have outlived their useful life. Replacement of these buses with environmentally friendly compressed natural gas or bio diesel fueled buses would improve air and water quality in the region. Project: CAMPO Bus and Bus Facilities Requestor: Nevada Department of Transportation (NDOT) Location: Carson City, NV Amount: $500,000 Description: This project involves the purchase of vehicles and related equipment in accordance with the fleet replacement schedule. Funding will also make improvements to bus stops and transit centers. Project: Lake Tahoe Ferry Requestor: Tahoe Transportation District Location: Lake Tahoe Amount: $500,000 Description: This project will develop a Bi-State Lake Tahoe Passenger Ferry System utilizing alternative fuel/green technology high speed vessels. The ferry is part of a multi-modal transit system for resident and visitor population to Lake Tahoe. Public Law 96-551 requires the planning entities at Lake Tahoe to reduce the use and reliance on the automobile for mobility in the Tahoe Basin. Economic Development Initiatives (Housing and Urban Development) Preventing Foreclosure, Improving Affordable Housing, and Meeting Community Needs Project: Silver Sky at Deer Springs Affordable Senior Assisted Living Requester: Nevada HAND Location: Las Vegas, NV Amount: $700,000 Summary: Nevada HAND plans to build an affordable senior assisted living center with a focus on serving low-income seniors. The Las Vegas area has a population of diabetes patients with complications that is more than 20 percent higher than the national average. A University of Nevada Diabetes Center will create a regional center of excellence where patients with uncontrolled diabetes can receive state-of-the-art management directed by a team of appropriately trained specialists. Second, it will significantly increase diabetes research in collaboration with local, regional and national investigators. Third, it will facilitate efforts by the University to recruit endocrinologists to Las Vegas and expand clinical services in this underserved specialty. Fourth, it will strengthen the relationship between UMC, a key teaching hospital in Las Vegas, and the School of Medicine while also improving diabetes training for medical students and internal medicine residents. Description: Lake Tahoe is the Crown Jewel of the Sierra Nevadas. The U.S. Fish and Wildlife Service, Tahoe Regional Planning Agency and other partners will use these funds to start a watercraft inspection program, implement pilot projects to remove existing exotic species infestations, and develop a rapid response plan for use in the event of Quagga or zebra mussel discovery in the basin.

Project: City of Las Vegas Sustainable Home Pilot and Home Performance Program

Project: Metropolis Irrigation Restoration Project

Summary: Funding will repair an existing dam built in 1913 that has structurally failed and threatens safety and property. Major project components are a main irrigation canal, diversion structures, the removal and repair a high hazard embankment, construct a recreation area. Metropolis Dam is on BLM-owned land, but operated by the Irrigation District. Water users are obligated to abide by new BLM criteria imposed on them. As the dam has been designated a "high hazard" structure, the community needs Federal assistance to begin work on the restoration project.

Summary: This project will finalize designs, secure final permits and complete restoration of 2,200 linear feet of the Rosewood Creek channel. Project: Fernley East Wastewater Treatment Plant- 1.0 MGD Mechanical Plant Expansion

Summary: This funding will support an ongoing collaboration between the Army Corps of Engineers and the Engineer Research and Development Center to reduce flood damage in urban areas and develop integrated design tools for stream restoration. Flood management and stream restoration are key components of Corps of Engineers and FEMA's missions. This project will contribute to the nationwide need for technology development in flood control and stream restoration in urban areas, which are in risk of severe economic damage as a result of flood damage.
Project: Stead-Silver Transmission Improvement

Summary: Funding will support for the design and construction of water transmission pipelines to allow north-south water flow to the Silver Lake area and to ensure return flow to the Truckee River Basin. It can also displace a portion of treated Truckee River water that is exported into the Stead-Silver Lake area. The project will improve reserves for use under drought conditions and yield environmental benefits of increased river flows.
Project: Truckee Meadow Water Reclamation Facility Methane Gas Project

Summary: This project will utilize excess methane gas from plant operations to generate electricity, saving 20-30% of the plant's electrical consumption and eliminating the burn off gas. Converting methane gas produced from wastewater sludge for electricity generation will improve energy efficiency and reduce the facility's dependence on the grid and fossil fuel-based generation.
Project: Glendale Water Supply Improvement Project

Summary: This project will replace a temporary diversion structure that is currently made of loose boulders and concrete with a permanent structure. The project incorporates a low profile channel weir, fish passage and protection, boat passage and river bank restoration. The project will repair an unreliable 30-year old structure that requires constant repairs and acts as an impediment to fish and boat passage.

Project: Fernley Water Treatment Plant Surface Water Intake

Summary: This project will design and construct a surface water intake for the Fernley Water Treatment Plant, which currently relies solely on groundwater. The intake will allow the City to use 10,000 acre feet of water rights currently not being utilized. This project will help enhance the city's drought tolerance and introduce surface water to its potable water customers with a lower concentration of arsenic than Fernley's groundwater, thereby helping the city comply with stringent Federal water quality standards.

Project: Huffaker Hills Reservoir Lining and Storage Enhancement Project
Requestor: Washoe County Department of Water Resources

Amount: $8,000,000
Summary: This project will make critical repairs to the Huffaker Reservoir dam including the installation of a reservoir liner to reduce seepage and increase reclaimed water by 40%. Funding will also raise the height of the dam to increase storage capacity by 2,000 acre feet. This project is authorized in Sec. 5158 of the 2007 WRDA. Installation of the reservoir liner will increase storage capacity of the Huffaker Reservoir, allowing the region to enhance the use of its water supplies.
