Performance Management: Record Keeping and Reporting FAQs

Among the many record keeping and reporting requirements that agencies must follow, they are required to place the most recent ratings of record into employees' Official Personnel Folders when they transfer between agencies or servicing personnel offices. They also are required to report awards data to the Office of Personnel Management. Some frequently asked questions about record keeping and reporting in regards to performance appraisal and awards regulations include:

Q. Does an agency have to submit an annual awards report?

A. No. The Office of Personnel Management (OPM) will use awards data extracted from the Central Personnel Data File (CPDF) to report Governmentwide data on cash and time-off awards. OPM no longer requires agencies to submit OPM Form 1465.

Q. Is an agency required to report honorary and informal recognition awards?

A. At this time only cash and time-off awards must be reported to the Central Personnel Data File (CPDF). However, if an agency grants a cash stipend or honorarium with an honorary award, it should report that cash payment to the CPDF. Q. Does the rating of record data have to be submitted to the Central Personnel Data File (CPDF)?

A. Yes. When submitting status and dynamics files, agencies must submit three pieces of rating of record data to the Office of Personnel Management's Central Personnel Data File (CPDF) for each record: the summary level, the pattern of the program that the rating was given under, and the ending date of the rating's associated appraisal period.

Q. Do awards data have to be submitted to the Central Personnel Data File (CPDF)/ Enterprise Human Resources Integration (EHRI)?

A. Yes. Cash and time-off awards given to an individual or to a group must be reported to the Central Personnel Data file (CPDF)/Enterprise Human Resources Integration (EHRI). When submitting dynamics files, agencies must submit the award gross amount to CPDF/EHRI for each record affected.

Q. Must agencies file Standard Forms 50 (SF50) for awards in employees' Official Personnel Files (OPF)?

A. No. Agencies are not required or authorized to file documents for awards on the right side (i.e., the long-term side) of the OPF, except that agencies must file SF50's for Presidential Rank awards and Quality Step Increases (QSI). Agencies must document QSIs because they are pay actions that affect employees' basic pay.

Agencies may file documentation of award actions in the Employee Performance File maintained on the left side of the OPF (temporary documents) at their option. Agencies should remove any actions kept on the left of the OPF when the employee leaves the agency.
