The Russian American Rule of Law Consortium (RAROLC) is an umbrella organization for partnerships matching the legal communities of ten Russian regions with ten U.S. states. The goal of the partnerships is to strengthen the rule of law in both countries. RAROLC's member partnerships are Vermont/Karelia (the oldest), Maryland/Leningrad, Maine/Arkhangelsk, (western) New York/Novgorod, New Hampshire/Vologda Massachusetts/Tomsk, Connecticut/Pskov, Alaska/Khabarovsk, Oregon/Sakhalin, and Washington State/Primorskii Krai. Activities include sponsoring rule of law exchanges on various topics, providing technical assistance, promoting rule of law pilot project initiatives, and conducting conferences on such subjects as jury trials professional responsibility, and juvenile justice.
