TO:  Chief Executive Officers of all National Banks; all State
     Banking Authorities; Chairman, Board of Governors of the
     Federal Reserve System; Chairman, Federal Deposit Insurance
     Corporation; Conference of State Bank Supervisors; Deputy
     Comptrollers (Districts); District Administrators; District
     Counsel and Examining Personnel

     Information has been received that "warrants" have been
     issued by the Republic of Texas/The Republic of Texas Trust. 
     Such instruments are deemed to have no financial value. 
     Copy of one such instrument is attached.  The Republic of
     Texas is not a recognized sovereign entity within the State
     of Texas.  Please refer to OCC Alert 96-22 dated July 16,
     1996.

     Any information which you may have regarding this matter
     should be forwarded to the Office of the Attorney General of
