Architecture and Design Standards

A portion of the Presidential Libraries Act of 1986 (Pub. L. 99-323), codified as 44 U.S.C. 2112(a)(2), requires the Archivist of the United States to promulgate architectural and design standards for Presidential Libraries

"in order to ensure that such depositories
(A) preserve Presidential records subject to Chapter 22 of this title and papers and other historical materials accepted for deposit under section 2111 of this title and
(B) contain adequate research facilities."

Presidential libraries are constructed by private organizations that raise funds from non-Federal Government sources for this purpose. After completion, the buildings are donated or turned over to the Federal Government for use in perpetuity as part of the National Archives and Records Administration (NARA).
