Established: March 29, 1918, by the War Labor Administrator (Secretary of Labor), upon recommendation of the War Labor Conference Board. Composed of representatives from labor, management, and the general public.
Functions: Settled, by arbitration, mediation, and conciliation, labor disputes that might have interfered with war production.
Abolished: August 12, 1919.
