An Act

Making appropriations for foreign operations, export financing, and related programs for the fiscal year ending September 30, 2005, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Consolidated Appropriations Act, 2005'.

DIVISION G LEGISLATIVE BRANCH APPROPRIATIONS ACT, 2005 TITLE I--LEGISLATIVE BRANCH APPROPRIATIONS

PAYMENT TO THE OPEN WORLD LEADERSHIP CENTER TRUST FUND For a payment to the Open World Leadership Center Trust Fund for financing activities of the Open World Leadership Center, $13,500,000.

Administrative Provisions

SEC. 1501. EXPANSION OF OPEN WORLD LEADERSHIP COUNTRIES- Section 313(j) of the Legislative Branch Appropriations Act, 2001 (2 U.S.C. 1151(j)) is amended-- (1) in paragraph (1), by striking `and' after the semicolon; (2) in paragraph (2), by striking the period and inserting `; and'; and (3) by adding at the end the following: `(3) any other country that is designated by the Board, except that the Board shall notify the Committees on Appropriations of the Senate and the House of Representatives of the designation at least 90 days before the designation is to take effect.'.

SEC. 1502. BOARD MEMBERSHIP. Section 313(a)(2) of the Legislative Branch Appropriations Act, 2001 (2 U.S.C. 1151(a)(2)), as enacted by reference in section 1(a)(2) of the Consolidated Appropriations Act, 2001, is amended-- (1) in the matter preceding subparagraph (A), by striking `nine members' and inserting `11 members'; and (2) by inserting after subparagraph (D) the following new subparagraph: `(E) The chair of the Subcommittee on Legislative Branch of the Committee on Appropriations of the House of Representatives and the chair of the Subcommittee on Legislative Branch of the Committee on Appropriations of the Senate.'.
