Overview of the American Recovery and Reinvestment Act of 2009 (Recovery Act)

The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17th, 2009. It is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. The Act is an extraordinary response to a crisis unlike any since the Great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need.

New! RECIPIENT REPORTING INFORMATION

In accordance with Section 1512 of the American Recovery and Reinvestment Act of 2009 (ARRA), all awards funded by ARRA require quarterly reporting through FederalReporting.gov. This reporting system was developed to serve as a central tool that will be used by recipients to transmit information on projects and activities funded by ARRA. This tool will be used for recipient reporting only, however, reports and information submitted through FederalReporting.gov will be made available to the public on the Recovery.gov website to achieve an unprecedented level of transparency into how Federal funds are spent.

Agency Plans and Reports

This section includes NSF’s weekly financial and activity reports as well as major activities related to the Recovery Act.  The “Weekly Update” tab includes a listing of total obligations for each Treasury Account.  The “Major Activities” tab lists the major actions taken to date and major planned actions of likely interest to senior government officials, Congress, and the public. The Funding Notifications section includes a list of programs funded specifically by the Recovery Act.

Science Master's Program (SMP)
The Science Master's Program prepares graduate students for careers in business, industry, nonprofit organizations, and government agencies by providing them not only with a strong foundation in science, technology, engineering and mathematics (STEM) disciplines, but also with research experiences, internship experiences, and the skills to succeed in those careers.  The program is intended to catalyze the creation of institution-based efforts that can be sustained without additional federal funding.  This program is also intended to encourage diversity in student participation so as to contribute to a broadly inclusive, well-trained science and engineering workforce. More

EPSCoR Research Infrastructure Improvement Program: Inter-Campus and Intra-Campus Cyber Connectivity (RII C2)
The Experimental Program to Stimulate Competitive Research (EPSCoR) is a program designed to fulfill the National Science Foundation's (NSF) mandate to promote scientific progress nationwide. The EPSCoR program is directed at those jurisdictions that have historically received lesser amounts of NSF Research and Development (R&D) funding. Twenty-seven states, the Commonwealth of Puerto Rico and the U. S. Virgin Islands are currently eligible to participate. Through this program, NSF establishes partnerships with government, higher education and industry that are designed to effect lasting improvements in a state's or region's research infrastructure, R&D capacity and hence, its national R&D competitiveness.

The American Recovery and Reinvestment Act of 2009 will enable NSF to invest $20 million in the Research Infrastructure Improvement Program: Inter-Campus and Intra-Campus Cyber Connectivity (RII C2).  Awards made under this program will provide up to $1 million for up to 2 years to support the enhancement of inter-campus and intra-campus cyber connectivity within an EPSCoR jurisdiction. These awards are intended to enhance broadband access for academic research and the utilization of cyberinfrastructure consistent with the jurisdiction's Science and Technology (S&T) plan. The inter-campus and intra-campus connectivity targeted by these awards is expected to broaden individual and institutional participation in STEM research and education activities within and among jurisdictions and to facilitate synergy among NSF EPSCoR Research Infrastructure Improvement activities. Academic Research Infrastructure -- Recovery and Reinvestment (ARI-R2)
In response to the American Recovery and Reinvestment Act, the Office of Integrative Activities (OIA) has posted an Academic Research Infrastructure - Recovery and Reinvestment (ARI-R2) solicitation to support 21st century research and research training infrastructure in our Nation's academic institutions and other, non-profit research organizations such as museums, research laboratories, and research consortia.. Major Research Instrumentation--Recovery and Reinvestment (MRI-R2)
In response to the American Recovery and Reinvestment Act, the Office of Integrative Activities (OIA) has posted a special Major Research Instrumentation "Recovery and Reinvestment" (MRI-R2) solicitation to strengthen the Nation's research infrastructure by supporting the acquisition and development of instrumentation for research and research training. Registered Lobbyist and Other Communications

NSF officials are required to disclose all communications with federally registered lobbyists concerning Recovery Act policy or projects, except for communications that concern purely logistical questions or those that occur at widely attended gatherings.

OMB recently issued new guidance which prohibits oral communication from any person outside the federal Government (not just federally registered lobbyists) for the period after the submission of proposals for Recovery Act funding up to the time of award, unless the communication is initiated by NSF. 

Written communication will be the only method of communicating with NSF officials with respect to Recovery Act proposals submitted to the following solicitations:

  • Major Research Instrumentation- Recovery and Reinvestment (MRI-R2) (09-561);
  • Academic Research Infrastructure Recovery and Reinvestment (ARI-R2) (NSF 09-562);  
  • EPSCoR Research Infrastructure Program:  Inter-Campus and Intra-Campus Cyber Connectivity (RII C2) (NSF 09-569); and the
  • Science Masters Program (solicitation pending).

For all other proposals submitted for Recovery Act funds, NSF affirmatively invites proposers to call or e-mail if there are questions concerning pending proposals or NSF  requires information about the proposals in order to evaluate them.
