Leonard Dribinsky
Senior Associate Special Counsel
for Investigation and Prosecution Division
Mr. Dribinsky was appointed to the position of Senior Associate Special Counsel
for Investigation and Prosecution in January 2005. He manages a division of
approximately 40 attorneys and investigators that enforce all the laws subject
to OSC jurisdiction. Prior to taking charge of this division, he managed a
division of approximately 25 attorneys and personnel management specialists in OSC’s Complaints Examining Unit and OSC's Disclosure Unit. Mr. Dribinsky has 26
years of experience in federal personnel law and has served in various positions
at OSC since 1979. He served as Assistant Special Counsel for Prosecution from
1982 to 1989 and also previously served as Assistant Special Counsel in Charge
of the Philadelphia and later Washington, D.C. Field Offices. In 1989 he was
appointed into the Career Senior Executive Service position of Deputy Associate
Special Counsel for Prosecution.
Mr. Dribinsky began his career with the U.S. Civil Service Commission, where he
worked in the advisory section of the Office of General Counsel. He later
participated in the drafting of the Civil Service Reform Act of 1978. After
implementation of the Reform Act, Mr. Dribinsky transferred to the U.S. Merit
Systems Protection Board where he worked as an assistant to Vice Chairwoman Ersa
Poston and later in the Office of General Counsel before joining OSC.
Mr. Dribinsky received his undergraduate degree summa cum laude from Ohio
University and his law degree with honors from the George Washington University
National Law Center.
