Performance Improvement and Management System (PIMS)
OMH's Performance Improvement and Management System (PIMS) is designed to help OMH managers and staff, our grantees and partners, and other stakeholders improve the quality of planning, implementation, and evaluation of the programs being funded. By being more strategic and systematic in how we plan, conduct, and evaluate our programs and projects, we will be better able to identify the results of our individual and collective efforts to improve racial/ethnic minority health and address health disparities.

Strategic Framework
The Strategic Framework presents a vision, a rationale, and a “systems approach,” for OMH and its partners to address racial and ethnic minority health problems.

Key Take-Away Messages
Based on the approach of The Strategic Framework, there are 10 key messages that can be used to summarize OMH’s systematic approach to decreasing health disparities.

Performance Measures
OMH considers these performance measurement data sets to be key resources for organizations working on clinical- and community-based prevention and health care quality improvement in all populations, including racial/ethnic minority communities.

Data Sets

Database
OMH is building a searchable performance measures database that could be used to identify and select indicators of outcomes, impacts, and other results expected from interventions funded by OMH, its partners, and other stakeholders. Available in 2010.

Grantee Program Data
Uniform Data Set (UDS)
This system allows grant recipients to enter program data regarding their project accomplishments. It is intended for use by grantees and OMH program officials.

Performance Data System
This component will be an expanded and more useful version of the UDS, housing data for monitoring, analysis and reporting on OMH's and grant recipients’ effectiveness. This system is intended for use by grantees and OMH program officials. Available in 2010.

For use by applicants for OMH grants and cooperative agreements.

Evaluation Protocol [PDF | 4.5MB]
Not specific to OMH grant applications, but helpful to community groups and state agencies for systematic program planning, performance measurement and data collection, and evaluation.

The systematic use of the Strategic Framework, performance measurement and evaluation tools, and the other resources on this website is intended to improve the ability of OMH, its grantees, and others to identify those strategies and practices that "work" in achieving desired or intended program results.
