SSNs In The Private Sector - Comment, Project No. P075414" In the wrong hands SSN's can ruin an individual and their family because SSN's are the gateway to Identity Theft. But for tracking purposes of persons who are evading law enforcement, this is an invaluable tool. As a retired Chicago Police Detective, I know how valuable a tool SSN's can be. I could cite numerous cases that I personally located people by submitting their name and SSN to the state's unemployment and public aid departments. Now, as a licensed private detective, I know how much value SSN's have in finding persons that are to be served with court papers, such as subpoenas and judgements. To deny professionals, who track people in the private sector this identifier would be an injustice to those have a valid need to locate an individual. Law enforcement personnel usually do not have time to locate persons for civil matters if that individual is makng a concerted effort to evade a judgement.
