Comments:
Eliminating use of identifying information eliminates or severely impairs the ability of investigators to serve their clients' need for justice and equity. Recording every access and tightly controlling the use of this information makes better sense. Just because people rob banks doesn't mean that we should eliminate the banking system. If you don't want strangers walking into your house, close and lock the doors. Don't bulldoze the place.
