Briefly, I require the use of SSNs for locating witnesses in criminal and civil cases. Without this information, it is sometimes impossible to secure constitutional due process rights for criminal clients, when witnesses have common names. Law enforcement and other government agencies have greater access, and could be just as prone to misusing such information. While not leveling the playing field between the Government and the accused, access to SSNs at least gives the accused a better chance at trial. Safeguards for my (or others in the same situation) potential misuse of access to SSNs are that: 1. My work is supervised by licensed attorneys and adjustors; 2. I am a licensed investigator, and do not wish to risk loss or suspension for misuse; 3. I do not take privately-retained clients, which may preclude misuse/illegal use by them. Thank you, Wm.
