I submitted a comment two days ago stating no one should be able to use the SSN but the govt. I failed to mention approval for employers that would need it, to not only collect, and pay SSN taxes, but to identify citizens and legal aliens. And furthermore a requirement for employers that all employees have a Social Security Card, and to the extent possible, the card is valid. One varification method would be, if it is not already a regulation, to hold employers accountable for allowing two employees use the same SSN.
