It is already a federal crime to use the SSN for anything other than taxation purposes, and has been for decades. If this law were enforced, though, some other ID number would be stolen instead. I think, though, that the law could at least be "half-enforced", with no business being allowed to deny services for failure to supply an SSN. This would also be a highly effective way to gently introduce a less-falsifyable and less-stealable ID system.
