I agree that consumers should be able to obtain a level of warranty protecting with the purchase/rental of software

The office of the FTC needs to make accomidations for Opensource software, or software taht is obtained without charge. To date, the people with money (Microsoft) seem to be well represented with the UCITA. People who donate thier time and intellectual effort to make what is refered to as OpenSource are not protected.
