An early childhood administrator or professional development provider makes important decisions about what students need to learn and what teachers need to do to help students achieve these learning goals. The Institute suggests these steps to help build teacher knowledge and understanding the importance of literacy skill development:

• Share research findings from scientifically based reading research
• Develop an understanding of the early skills and abilities that are precursors of later literacy achievement.
• Stress the importance of the relationship between early literacy skills and later success in reading
• Plan professional development experiences focused specifically on building teachers’ content knowledge about early literacy skill development.
