Purchase Card Information

GSA Smart Pay Purchase Card

The purchase card has become the preferred method to purchase supplies and services up to the micropurchase threshold, currently $3,000. There are two training courses that are required to become a cardholder or Approving Official. Purchase card training is available online at GSA, http://www.fss.gsa.gov/webtraining/trainingdocs/smartpaytraining/index.cfm or from HHS University, http://learning.hhs.gov/index.asp. Green purchase training is also required. "What is "Green" Purchasing, Anyway?" course is available online at HHS University also.

Review the HHS Purchase Card Guide and PSC Supplement for the use of the purchase card. If you and/or your supervisor would like for you to apply for a purchase card, print and complete the "Request for Purchase Card" form and send it to the Division of Acquisition Management, Room 5C-18, Parklawn Building, 5600 Fishers Lane, Rockville, MD 20857. Be sure to include copies of your training certificates and the completed Cardholder and Approving Official Training Certification form with your application.
