Searchable Performance Measures Database

OMH is currently developing a searchable database of performance measures for the kinds of outcomes and impacts identified in the Framework. Such a database is intended to support systematic evaluation of the effectiveness of strategies, practices and interventions being conducted relative to desired results. The database is in the planning stages and is expected to be available in FY 2010. The data fields chosen to facilitate user searches include:

  • Short title of the measure

  • Full statement of the measure

  • Baseline data

  • Target data

  • Source(s) of data

  • Source of measure

  • Level and sub-level of the Strategic Framework

  • Related HP2010 objective

  • Measure lacking progress toward achieving the HP2010 target

  • Racial and ethnic group focus

  • OMH program-related

A number of the measures in the documents selected by OMH are also included in an inventory of evidence-based health care quality measures recently compiled by the Agency for Healthcare Research and Quality (AHRQ). The measures in this inventory are those currently being used by the Divisions in HHS for quality measurement, improvement, and reporting purposes. These measures can be searched by HHS Division, topic or condition, domain, or care setting. The database and Web site are available at: http://www.qualitymeasures.ahrq.gov/hhs/hhs.index.aspx.

As envisioned, the OMH performance measures inventory will differ from AHRQ's quality measures inventory primarily in its attempt to include indicators of community-/ environmental- and systems-level outcomes and impacts beyond clinical care.
