The Regional Medical Programs Collection
Background (Before October 1965)
In February of 1964, President Lyndon B. Johnson delivered his
"Health Message" to the Congress, in which he announced the
formation of a Commission on Heart Disease, Cancer and Stroke.
The Commission, chaired by Dr. Michael DeBakey, issued its
report in December, 1964. Included in its recommendations was a
call for the development of regional complexes, medical
facilities and resources. In January, legislation was introduced
into both houses of Congress based on the recommendations of the
DeBakey Commission.
