OEEO has just recently updated the Special Appointment Authorities Handbook that was created in 2001. The handbook, designed to meet the needs of HHS managers/supervisors, contains most of the Federal Government’s select hiring programs to facilitate the hiring of persons from underrepresented groups—minorities, women, veterans and people with disabilities.
