Office of Personnel Management is issuing a final rule to add Jefferson County, Washington, as an area of application to the Kitsap, WA, nonappropriated fund (NAF) Federal Wage System (FWS) wage area. We are also renaming the Champaign-Urbana, IL, FWS wage area as the Central Illinois FWS wage area; updating the name of White Sands Proving Grounds in the El Paso, TX, and Albuquerque, NM, wage area listings to White Sands Missile Range; and correcting a typographical error in the wage area listing for the Southern Colorado wage area.   [Final Rule. : PDF or text]

We are changing the format of the regulations and using plain language to make the regulations easier to understand. The Office of Personnel Management is withdrawing its proposal to revise the regulations on the appointment, pay, and removal of administrative law judges (published February 23, 1998, 63 FR 8874). The proposal contained several major revisions concerning the administrative law judge program. The Office of Personnel Management is issuing an interim retention regulation that clarifies a released employee's potential right to ``Retreat'' to another position in a reduction in force. This regulation states that an agency determines the potential grade range of a released employee's retreat right solely upon the position held by the employee on the effective date of the reduction in force rather than the grade range of the position to which the employee may have a right to retreat.
