Prevailing Rate Systems; Change in the Survey Cycle for the Harrison, MS, Nonappropriated Fund Federal Wage System Wage Area

SUMMARY: The Office of Personnel Management is issuing a final rule to change the timing of local wage surveys in the Harrison, Mississippi, nonappropriated fund Federal Wage System wage area. The purpose of this change is to avoid conducting future surveys in this area during the hurricane season.

Implementation of Title II of the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002--Reporting & Best Practices

SUMMARY: The Office of Personnel Management (OPM) is proposing regulations to carry out the reporting and best practices requirements of Title II of the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002 (No FEAR Act). The No FEAR Act requires Federal agencies to report annually on certain topics related to Federal antidiscrimination and whistleblower protection laws. The No FEAR Act also requires a comprehensive study to determine the Executive Branch's best practices concerning disciplinary actions against employees for conduct that is inconsistent with these laws. This proposed rule will implement the reporting and best practices provisions of the No FEAR Act.

January 2006 Pay Adjustments

SUMMARY: The Office of Personnel Management (OPM) is issuing a final regulation to designate two sections of the Alternative Ranking and Selection Procedures from the Chief Human Capital Officers Act of 2002 (Title XIII of the Homeland Security Act) as veterans' preference requirements for purposes of a prohibited personnel practice violation, thereby aligning these sections with other statutory provisions covering veterans' preference.

Solicitation of Federal Civilian and Uniformed Service Personnel for Contributions to Private Voluntary Organizations--CFC Pilot Program for Department of Defense (DoD) Personnel Deployed Overseas

SUMMARY: The Office of Personnel Management (OPM) is implementing a Combined Federal Campaign (CFC) pilot program for a selected number of local campaigns. This pilot program will allow Department of Defense (DoD) personnel deployed to certain warfighting areas of responsibility the opportunity to expand their giving options to include the Morale, Welfare, and Recreation (MWR) activities and/or to the local charities located within the corresponding stateside campaign associated with their home base, in addition to the National and International charities. OPM will assess the results of the pilot program and determine, in coordination with the Office of the Secretary of Defense, if a permanent change should be made to CFC regulations and DoD Directive 5035-1.
