Fiscal Year 2010 Requests
Under the Democratic leadership of the 111th Congress and Appropriations Committee, unprecedented steps have been taken to make the annual appropriations process more transparent and accountable. For all individual Member project requests, the appropriate executive branch agency must ensure that the request is eligible to receive funds and meets goals established by law. The executive branch must also ensure that, for any request intended to be directed to a for-profit entity, the project be awarded through a competitive bidding process. Members must certify that neither they nor their spouse will benefit financially from any project they request. Finally, to provide more opportunity for public scrutiny of individual Member projects, all Members are required to post information on their websites about their project requests.
