Fiscal Year 2010 Appropriations and Project Requests | Print |


Every year the Congress appropriates hundreds of billions of dollars to fund the operations of the federal government.  Included in the federal budget are competitive grant programs to fund worthy projects, and Congressman Kanjorski encourages everyone seeking federal assistance to examine these programs thoroughly through www.grants.gov.  Whenever possible, Congressman Kanjorski seeks to support federal funds that will improve the quality of life in Northeastern Pennsylvania, aid in the creation of jobs and directly assist local municipalities.  Please note that Congress receives far more requests for funding than can be accommodated, and Congressman Kanjorski's and all Members' requests will undergo a rigorous screening process.  There is no guarantee, in other words, that all of the projects listed below will receive federal funds.

Allied's Safe Patient Handling

Amount Requested: $250,000

Project Description: Funding would be used to purchase safe patient handling equipment and supplies for Allied's rehabilitation hospitals in Scranton and Wilkes-Barre and Skilled Nursing Center in Scranton.  The new equipment will provide better patient care.

 

Bloomsburg Flood Control Project

Amount Requested: $375,000

Project Description: Funding would be used for the continuation of the Bloomsburg Flood Control Project.  This project is designed to provide the Town of Bloomsburg with flood protection against over a 300-year storm event on the Susquehanna River and protection against a 100-year storm event on Fishing Creek.

 

Campus-Wide Security System

Amount Requested: $299,500

Project Description: Funding would be used to upgrade Northampton Community College's security system with a two-phase project. The first phase will upgrade Northampton's on site repeaters for the security and facility groups, which will then allow the campuses to interconnect through direct radio communication for security operations; the second phase will build off the system upgrades and will allow Northampton to send emergency announcements wirelessly throughout the campus and to initiate a large scale alert in seconds.

 

Cancer Epidemiology Surveillance in Northeastern Pennsylvania

Project Description: Funding would be used for cancer epidemiology based research, documenting incidence and mortality for common cancers in northeastern Pennsylvania.  The results of this work will serve to direct targeted community based cancer control and interventions serving this population.

 

Cherry Valley National Wildlife Refuge

Amount Requested: $3,497,000

Project Description: Funding would be used to protect land in Cherry Valley and begin the implementation of the Cherry Valley National Wildlife Refuge.  Cherry Valley hosts an extraordinary array of rare, threatened and endangered plants and animals. A preliminary assessment by the U.S. Fish and Wildlife Service, The Nature Conservancy and the Monroe County Conservation District concluded that Cherry Valley would rank in the top 10% of all National Wildlife Refuges nationwide in terms of its biological resources.

 

Coal Street Park Revitalization Project

Project Description: Funding would be used for the continued revitalization of Coal Street Park in Wilkes-Barre, PA.  This project will provide additional economic and recreational opportunities for the community. 

 

Cyber Crime and Forensics Institute

Amount Requested: $2,000,000

Project Description: Funding would be used to support East Stroudsburg University's Cyber Crime and Forensics Institute.  The Institute delivers training in cyber crime, fraud and forensics to law enforcement officials, business managers and consumers, focusing on underserved organizations such as local law enforcement and community banks and to develop curriculum in business, criminal justice and computer security.

 

Demolition of Hazardous Structures

Development of a Population Based Regional Cancer Registry for Northeastern Pennsylvania

Project Description: Funding would be used to expand the Cancer Institute's scope and reach of the existing hospital based Regional Cancer Registry to include outpatient oncology, related specialty practices, and laboratories, to create population based inventories on cancer incidence and stage at diagnosis.  This initiative will fill gaps in the current cancer data collection process and lead to more effective targeted community based cancer program planning, research and disease prevention/early diagnosis focused interventions.

 

Development of hsp70 Inhibitors

Amount Requested: $2,000,000

Project Description: Funding would be used for development of the Novel hsp70 Inhibitor Antimicrobial Technology to treat selected Category A biowarfare pathogens and life-threatening battlefield wound infections. In addition, a portion of the requested funds would be used to purchase a Nuclear Magnetic Resonance (NMR) imaging equipment for East Stroudsburg University.  

 

Echo Lake Park Development

Amount Requested: $1,500,000

Electrotechnology Applications Center (ETAC)

Project Description: Funding would be used to support the Electrotechnology Applications Center (ETAC) at Northampton Community College.  The ETAC provides confidential assistance to businesses and manufacturers to help them increase productivity, improve energy efficiency, and achieve and maintain environmental compliance. ETAC helps businesses gain a competitive advantage by applying alternative technologies to improve heating, drying, coating and curing processes; with support from the Pennsylvania Department of Environmental Protection (DEP), ETAC helps businesses across Pennsylvania investigate new equipment, materials and processes before making large investments or production changes.

 

Geographic Information System

Hazleton Castle Auditorium

Healthcare Access Initiative for Columbia County

High Bandwidth, High Energy Storage, Exawatt Laser Glass Development

Amount Requested: $3,500,000

Project Description: Funding would be used to initiate a program that would develop the laser materials, and execute the research, and design required to field the world's most powerful laser - an Exawatt laser.  The technology proposed in this program will retain the United State's lead in the science and military industrial base required for high intensity lasers.

 

Hospital Infrastructure Upgrades

Project Description: Funding would be used to continue efforts to restore passenger rail service between Scranton, PA and the New York City Metropolitan area.  A dire need exists for this service to alleviate the congestion occurring on Interstate 80.

 

Lackawanna River Heritage Trail (LRHT)

Medium Caliber Metal Parts Upgrade

Project Description: Funding would be used to continue to establish the manufacturing science behind the manufacturing of medium caliber warheads and cartridge cases along with grenades for artillery carrier rounds and other metal parts.  Understanding and documenting the manufacturer's process for key ammunition is essential in maintaining national security and support of our armed forces.

 

Mini Picture Archiving and Communication System (PACS)

Amount Requested: $300,000

Project Description: Funding would be used to purchase a Mini Picture Archiving and Communication System (PACS) for the imaging departments of its two hospitals (Gnaden Huetten Memorial Hospital & Palmerton Hospital). The PACS is a computer network dedicated to the storage, retrieval, transmission and presentation of medical images. In addition to the PACS, the health system will need to purchase two digitizers, one for each campus. Digitizers will be used to convert existing studies into an electronic format so they can be stored, transmitted and used in comparison to any new digital studies generated.  Ultimately, PACS will raise the standard and quality of care for Blue Mountain Health System patients.

 

MRI Breast Coil and Biopsy Project

Project Description: Funding would be used to purchase a Breast Coil and Biopsy package for the Magnetic Resonance Imaging (MRI) machine located at the Hazleton Health and Wellness Center.  There are no providers in the immediate area with the MRI Breast Coil technology that provides a high sensitive image and allows an immediate biopsy to improve the quality and timeliness of care.

Northeastern Pennsylvania Health Information Exchange (NEPA HIE)

Project Description: Funding would be used for electronic medical record interface development in partnership with the Commonwealth Medical College, to provide safe and secure access to critical health information at point of care in a Health Insurance Portability and Accountability Act (HIPPA) compliant manner.  This project will provide better healthcare for patients.

 

Novel Advanced Projectile Technologies

Amount Requested: $3,000,000

Project Description: Funding would be used for Wilkes University and Army Armament Research, Development and Engineering Center to develop and test Advanced Hybrid Projectile Technologies.  Objective of the Projectile technology is to have a normal projectile (munitions) guns fire an advanced projectile that can function as a grenade or mortar but also transform into an unmanned aerial system for surveillance. This new technology will protect soldiers and maintain the United States dominance on the battlefield.

 

Olyphant Flood Control Project

Pittston Revitalization Project

Project Description: For revitalization, including acquisition, demolition of blighted building structures and construction in the City of Pittston, PA.  This project will improve the quality of life for the residents of Pittston.

 

Pocono Medical Center Cancer Care Expansion

Project Description: Funding would be used to support the expansion of cancer care services at the Pocono Medical Center (PMC).  The PMC's current cancer center is now 20 years old, the undersized facility does not offer enough space for treatment, social work services, nutritional counseling, and family waiting areas.  The new updated and expanded cancer center at PMC will provide more efficient and effective cancer care services to the residents of the area that is otherwise unavailable locally. 

 

Pocono Mountain Public Library Building Project

Precision Static Balancing Demonstration Project

Public Safety Radio System Upgrade

Reducing Prevalence & Incidence of Depression and Social Isolation in the Elderly

Regional Bioterrorism Preparedness Network

Route 54/Hauto Industrial Park Realignment

Project Description: Funding would be used for design, engineering, right of way acquisition, streetscaping enhancements and construction for realignment of PA-Route 54 in Nesquehoning, PA. This project will keep heavy truck traffic away from the residents of Hauto & Nesquehoning Borough.  In addition, this project will eliminate the dangerous "S" curves, which will improve safety for all motorists.

 

Scranton Army Ammunition Plant Modernization

Amount Requested: $4,600,000

Project Description: Funding would be used for the continued modernization of the Scranton Army Ammunition Plant (APP).  The Scranton AAP is the only facility in the United States industrial base capable of producing large volume caliber projectile metal parts and loss of this facility will leave the United States reliant on foreign companies. 

 

Scranton Co-Operative Farmers Market Revitalization

Scranton Lace Company/Art Space Project

Project Description: Funding would be used for acquisition of 200 acres in Mosiers Knob in Monroe County, PA.  This project would protect natural resources and viewsheds along the Delaware Water Gap National Recreation Area from development.

Project Description: Funding would be used for restoration of the Sherman Theater in Monroe County, PA.  this project will increase tourism and commerce as well as provide increased quality of life and education opportunities for the residents of Monroe County.

 

Small Business Incubator & Multipurpose Center

Amount Requested: $3,000,000

Project Description: Funding would be used for designand construction of a Small Business Incubator and/or Multipurpose Center in Scranton, PA.  This project would help bring jobs to Northeastern Pennsylvania by offering discounted office space and general assistance services for small businesses.

 

Smithfield Township Maintenance Center

Amount Requested: $1,000,000

Recipient: Smithfield Township Supervisors

Project Description: Funding would be used to construct a maintenance center for the Townships road department.  Construction of this facility will complete the new municipal complex project and allow the Township to run for efficiently.

 

Sorian Common Clinicals

Amount Requested: $1,200,000

Project Description: Funding would be used for purchasing equipment and installation of hardware for the Electronic Medical Record (EMR) Project.  The EMR Project will provide for easier processing among various departments, real-time results reporting and will always provide an updated status on the pending orders of patients.

 

St. John's Creek Restoration

Amount Requested: $2,000,000

Project Description: Funding would be used to restore the environmental benefits and aesthetic resources of St. John's Creek.  Furthermore, funds would be used for the creation of a recreational trail along the waterway, this project would provide healthy recreational opportunities to the local community. 

 

Stillwater Lake Dam Rehabilitation

Amount Requested: $1,500,000

Recipient: Minsi Trails Council, Boy Scouts of America

Project Description: Funding would be used for design and upgrading the Stillwater Lake Dam, located in Pocono Summit, Monroe County, PA.  The dam provides flood control for over 3,000 residents downstream.

 

The Old Library Resource Center Renovation

Amount Requested: $450,000

Project Description: Funding would be used to renovate the Old Library Resource Center into a new senior center serving Paradise, Barrett and Price Townships, and Mt Pocono Borough.  This project will improve the quality of life of the residents living in the area.

 

Trauma Recovery Education for Mental Health and Community Professionals

Amount Requested: $600,000

Project Description: Funding would be used to expand trauma recovery services through the Volunteers of America Hartman Home Residential Treatment Facility.  The Hartman Home Residential Treatment Facility provides intensive trauma based services for adolescent females typically aged 13-18 who have experienced or who are suspected to have experienced physical abuse, sexual abuse, neglect and/or abandonment.

 

Unified Science Center

Amount Requested: $1,000,000

Recipient: University of Scranton

Project Description: Funding would be used for purchasing equipment for the Unified Science Center at the University of Scranton.  The Center will further students education in the science field. 

 

University of Scranton Allied Health Equipment Initiative

Amount Requested: $500,000

Project Description: Funding would be used to purchase equipment for the University of Scranton's Nursing and Allied Health programs.  New equipment will allow the University to continue to educate and train our nation's future nurses.

 

Valley View Business Park Access Road

Project Description: Funding would be used to construct a new access road to support the 1,300 acre Valley View Business Park in Lackawanna County, PA.  This project will provide access for commercial development, therefore creating jobs for Northeastern Pennsylvania.

 

Wilkes-Barre Intermodal Transportation Facility Project

Amount Requested: $3,000,000

Recipient: City of Wilkes-Barre

Project Description: Funding would be used for construction of the Intermodal Transportation Facility in Wilkes-Barre, PA. This project will reduce highway congestion, reduce carbon emissions and help with the continued downtown revitalization of the City of Wilkes-Barre.

 

Wilkes-Barre/Scranton International Airport Intermodal Center

Amount Requested: $1,000,000

Project Description: Funding would be used for the design, engineering and construction of an Intermodal Center of the Wilkes-Barre/Scranton International Airport. This project will reduce highway congestion, reduce carbon emissions and help attract additional airline carriers to the airport.

Project Description: Funding would be used for design and construction of a Light Jet Maintenance Facility at the Wilkes-Barre/Scranton International Airport. Women's Transition Program

Amount Requested: $200,000

Recipient: Employment Opportunity & Training Center of Northeastern Pennsylvania

Project Description: Funding would be used to improve the economic self-sufficiency of former female offenders and similarly underserved women who are at high risk of recidivism, homelessness and substance abuse relapse. 

 

Wyoming Valley, PA (Levee Raising)

Amount Requested: $12,600,000

Project Description: Funding would be used for the continuation of the Wyoming Valley Levee Raising Project.  This flood control project is designed to provide flood protection against over a 300-year storm in 52 communities and 5 counties in Northeastern Pennsylvania.
