WHAT'S NEW with Army NSPS

3 Aug 2009:

• Bulletins button:
  • A new performance management bulletin on minimum period of performance has been added. It is also available under the Performance Management button (Specially Situated Employees sub-heading).

27 July 2009:

• Automated Tools button:
  • Annual and Early Annual Recommended Ratings in PAAv3 Step-by-Step guide has been modified to clarify steps for an early annual recommended rating.
• Training button:
  • Link to CHRA's online Pay Pool Administrator training course has been updated.

22 July 2009:

• Bulletins button:
  • NSPS Bulletin - 2009 Notice to Employees: The problem with the embedded sample notice has been fixed. No other changes noted.
  • Pay Pool Appointment letters updated (under Pay Pool Mgmt button).

  • Corrected bulletin on Prorating has been posted (also under the Pay Pool Mgmt button) - wrong year shown on the prorating table

• Compensation button:
  • Links to pay tables in the "Compensation Overview" section were out of date and have been removed; all pay tables (current and previous) can be accessed via the Compensation button.
• Useful Links button:
  • Link to the Transition Manager's Readiness Tool has been changed. (User ID and password is required to access this site, but existing user IDs and passwords are still valid.)

16 June 2009:

• Staffing button:
  • Army Alternative Promotion Procedural Guide document dated 20 April 2009 has been posted. This document supersedes the Army Alternative Forms of Competition Procedural Guide dated January 2007. The superseded version is still available on the Archives page under Other Archives.
• Bulletins Button:
  • NSPS Classification Bulletin dated 12 June 2009 has been posted.

12 June 2009:

• Regulations button:
  • Army NSPS Policy document dated 14 May 2009 has been posted. This document supersedes the Army Interim NSPS Policy and Army Interim NSPS Instruction documents from August 2007. The superseded versions are still available on the Archives page.

10 June 2009:

• Automated Tools button:
  • An illustrated step-by-step guide to inputting early annual or annual appraisals into the PAA version 3 has been added (under the Performance Appraisal Application subheading).
• Workforce Shaping button:
  • Workforce shaping button has been removed; original material is still available under the Archives button.

• Bulletins button:
  • The bulletin on Deployed Civilians has been removed. It has been superseded by guidance issued by the NSPS PEO which can be found under the Performance Management button (Specially Situated Employees subheading)
  • An updated bulletin on NSPS sustainment training is now available which supersedes previous bulletins on this subject. It updates the specific training requirements, by course, for various roles in NSPS. Also available under the Training button.
• Performance Management button:
  • A new guide with information on deployed civilians has been added under the Specially Situated Employees subheading. The guide also includes two attachments, one covering civilians deployed to another NSPS position, and one covering civilians deployed to a non-NSPS position.
• Training button:
  • A link to NSPS Connect has been added. NSPS Connect is a new web page on the DoD NSPS website for accessing NSPS learning materials, resources and tools such as online training courses, fact sheets, tip sheets, worksheets, brochures, user guides, automated tools and more.
  • An updated bulletin on NSPS sustainment training is now available which supersedes previous bulletins on this subject. It updates the specific training requirements, by course, for various roles in NSPS. Also available under the Training button.

13 May 2009:

  • Introductory and how-to information for new Performance Appraisal functions of Guest Rater, Guest Reviewer, and Trusted Agent.
• Disclaimer added to Army FAQs which are being updated to conform to NDAA09 and new implementing issuances on Staffing.

20 Apr 2009:

• Automated Tools button:
  • PAA version 3 Advisory dated 16 Apr 2009 has been posted.
  • Mock Pay Pool Q&As have been posted under the "Mock Pay Pools 2009" subheading.

8 Apr 2009:

• Automated Tools button:
  • A new section containing Mock Pay Pool guides and tools has been added.
  • Documents pertaining to PAA version 2 have been removed.

30 Mar 2009:

• Bulletins button:
  • A new NSPS Compensation Bulletin on Pay Caps, dated 19 Mar 2009, has been added (also available under the Compensation button).
• Regulations button:
  • The NSPS regulation, 5 CFR 9901 subpart E, Staffing and Employment, was effective on 23 Mar 2009. The Federal Register text of this subpart has been posted. The linked Word version has also been posted, and the entire Word version of the CFR 9901 has been updated to include subpart E. These documents are also available under the Staffing button.
• Staffing button:
  • The NSPS Guide to Processing Personnel Actions (GPPA) Supplement has been updated and posted. This new version, dated 19 Mar 2009, replaces the former version from 2006 (which is available under the Archives button). A cross-walked table of old and new Legal Authority Codes (LACs) has also been posted.

16 Mar 2009:

• Adverse Actions and Appeals button: Text has been updated, with links to current Federal regulations governing adverse actions and appeals.
• Automated Tools button: A guide has been posted describing the status codes and appropriate actions for deleting, closing, or completing PAA version 2 appraisals prior to the 29 Mar 2009 shutdown of PAAv2 (under the Performance Appraisal Application version 2 sub-heading).

13 Mar 2009:

• Automated Tools button: PAA version 3 advisory has been issued by DoD announcing new features coming on 29 Mar 2009.

5 Mar 2009:

• Automated Tools button: Step by step guide to documenting interim reviews in PAA version (PAAv3) has been added under the Performance Appraisal Application (PAA) version 3 subheading.
• Compensation button: NSPS Pay Tables for 2009 has been updated with the revised Medical Career Group table.
• Performance Management button: Quick Guide to Interim Reviews, Closeout Assessments, and Early Annual Recommended Ratings has been updated to align with Performance Appraisal Application version 3.

25 Feb 2009:

• Automated Tools button: Instructional slide show on using the PAA Correction process has been added under the sub-heading of that name
• Bulletins button: Compensation bulletin on setting pay after a temporary action has been updated to correct a minor error in the embedded spreadsheet. Updated version is dated 18 Feb 2009 and is also available under the Compensation button.
• Compensation button: The 2009 pay table for the Medical Career Group was updated on 15 Jan 2009 (note, the version in the NSPS 2009 Pay Tables file has not yet been updated; the updated Medical Career Group file has been posted separately).

17 Feb 2009:

• Regulations button: The NSPS enabling regulation (effective 25 Nov 2008 and as published in the Federal Register) has been converted to Word document(s) with content links. One document contains the text of the entire regulation; it has also been broken into 4 parts. The parts are available both under the Regulations button and under the appropriate other functional area buttons (e.g., Part B, Classification, is available under the Classification button).

11 Feb 2009:

• Automated Tools button:
  • Performance Plan Status Reports for PAA version 3 information has been added as follows: Advisory issued by CPMS (Sep 2008), Draft User Guide issued by CPMS (Sep 2008), and a get-started slide show (Nov 2008)
  • PAA version 2 quick guides, how-to guides, and videos pertaining to creating a new performance plan and documenting an interim review and/or mock pay pool with PAAv2 have been removed.
• Bulletins button: The Bulletin on making changes to appraisals and payouts has a few minor updates (also under the Performance Management button).

6 Feb 2009:

• Automated Tools button: Three guides to the new automated correction process for NSPS appraisals have been added. The new process will be available on 9 Feb 2009.
• Bulletins button: An updated performance management bulletin on correcting appraisals and payouts has been posted under the sub-heading, "PAA Correction Process." It is also available under the Performance Management button under the "Reconsideration Requests" sub-heading.

14 Jan 2009:

• Compensation button:
  • Bulletin on Setting Pay After a Temporary Action has been updated with 2009 pay schedules (also under the Bulletins button)
• Pay Pool button:
  • Bulletin on Pay Pool Results has been posted (also under the Bulletins button) This bulletin provides information about the new requirement to publicize pay pool results to the workforce; this requirement must be met within 30 days of the payout effective date.

  • All About Higher Level Review informational paper has been updated

5 Jan 2009:

• Automated Tools button:
  • Quick Guide for employees on where to find your performance, appraisal, and payout information has been added under the sub-heading "Annual Rating and Early Annual Ratings - PAA Version 2" (Note, My Biz will not be available until 7 Jan 2009)
  • Quick Guide for rating officials on completing appraisals for the FY 2008 rating cycle has been added under the sub-heading "Annual Rating and Early Annual Ratings - PAA Version 2"

• Compensation button:
  • NSPS Fact Sheet for Employees on the 2009 payout has been added under the sub-heading "2009 Payout Information"
  • Two salary calculators have been added to estimate your new pay from the 4 Jan 2009 pay adjustment and payout. One is for employees who are receiving a payout from their pay pool, the other is for employees who were not eligible for a payout but will be receiving the equivalent of the General Schedule pay adjustment.
