form of government, with an appointed City Administrator. The Mayor presides at meetings of the City Council and is recognized as the head of city government for all ceremonial purposes.  The Mayor and City Council establish objectives for the operation of the city and act as the policy-making body.  This body plays a fundamental role in the direction the community takes from year to year.
