USAID's HIV/AIDS Human Capacity Development Initiative

The HIV/AIDS pandemic is placing additional stress on already overburdened health care systems and providers in developing countries. Many providers themselves are infected with HIV. Human resources are being eroded just as countries increasingly need them to provide a growing number of services. It is therefore important to incorporate human capacity development strategies into the design and implementation of HIV/AIDS programs to ensure adequate human resources are available to deliver HIV/AIDS services. Human Capacity Development

Human capacity development is the development of skills, capabilities, and systems for an effective response to HIV/AIDS at all levels. Examples of human capacity development approaches include human resource policy, planning, and management, training of community volunteers, pre-service education and in-service training, staff recruitment and retention measures, management and leadership development, and performance improvement strategies.

USAID's Approach

In fiscal year 2001, the Office of HIV/AIDS of the U.S. Agency for International Development committed $3.25 million to implement human capacity development activities. The resulting Human Capacity Development Initiative aims to strengthen human capacity to lead, plan, implement, monitor, and evaluate expanded HIV/AIDS prevention, care, and support programs.

Current Activities

Donors Group on Human Capacity Development. USAID, the World Bank Institute, and UNAIDS developed a donors group to raise awareness for HIV/AIDS human capacity development. The donors group supported side conferences at the regional AIDS conference in Burkina Faso, and at the XIV International AIDS conference in Barcelona to further define human capacity development, and to identify strategies for human capacity development that can be applied in host country settings.

Technical Guidance Document on Human Capacity Development for Effective HIV/AIDS Responses. USAID, in collaboration with UNAIDS and the World Bank Institute, is developing guidance for donors and HIV/AIDS program managers in defining the steps necessary for supporting communities and countries to strengthen local human capacity for effective HIV/AIDS action and service delivery.

UNAIDS Program Acceleration Fund. The Office of HIV/AIDS has committed funds to UNAIDS to implement field-based HIV/AIDS human capacity development activities. These funds will be used to strengthen the capacity of national planners and managers to scale-up HIV/AIDS service delivery programs, and to demonstrate innovative approaches to strengthening the development of human capacity for HIV/AIDS prevention, care and treatment.

Technical Support Group for the development of proposals to the Global Fund. The Human Capacity Development Initiative has made resources available to help USAID missions develop effective HIV/AIDS human capacity development strategies as part of their proposals for the Global Fund for AIDS, Tuberculosis, and Malaria. Materials include a CD-ROM that contains tools for designing HIV/AIDS human capacity development interventions.

Training Needs Assessment in East and Southern Africa. The Office of HIV/AIDS is supporting a training needs assessment in 12 African countries. The assessment will provide USAID and its partners in the region with information about training needs and resources available to meet them.
