Effective September 26, 2009, important changes at the East Jemez Road Vehicle Access Portals (VAPs) will affect commuters who drive through those VAPs.

Security Perimeter

Since January 2007, roadway access into the Los Alamos National Laboratory (LANL) has been controlled by Vehicle Access Portals (VAPs) located on East and West Jemez Roads. Under normal operating conditions, the general public is allowed through the VAPs on East and West Jemez Roads. However, individuals must abide by Laboratory access requirements, which may change at any time. Refer to this web page for changes in access requirements.

Note: Public access is not granted through the Pajarito Road VAPs. Information here apply to the East and West Jemez Road VAPs only.

Vehicle Access Portals (VAPs)

VAP locations include:

  • East Jemez Road
    • Located near the southeast corner of Diamond Drive and Jemez Rd
    • Processes vehicle traffic entering the eastern portion of TA-3 from southbound Diamond Dr. and from westbound East Jemez Road (the Truck Route)
    • Refer to the East Jemez Road VAPs web page for operational changes effective September 26, 2009
  • West Jemez Road
    • Located near the Camp May Road and West Jemez Road. intersection
    • Processes vehicle traffic entering the western portion of TA-3 from eastbound West Jemez Road

VAPs are staffed at all times. At least one lane of traffic is staffed 24 hours a day, 7 days a week. During peak traffic periods additional lanes are staffed. Lighted signs on the booth will indicate whether the lane is opened or closed.

A green arrow pointing down and to the right indicates the lane is open for vehicle traffic.

A red “X” indicates the lane is closed and vehicles must not proceed to the lane.

Access Requirements

The table below describes access requirements during normal operating conditions for the VAPs at West Jemez Road.

Notes

  • All vehicles must stop at the VAPs even when no badge or ID check is required
  • Drivers may proceed upon verbal or hand signal direction from Protective Force officers
  • Tandem bicycles and motorcycles are considered to have a "driver" and "occupant"
  • Motorcyclists and bicyclists must remove helmets, sunglasses, etc. if requested by the Protective Force officer
  • All vehicles passing through the VAPs are subject to inspection

Vehicles & Motorcycles

No ID check. Stop momentarily.

LANL Bus Services

No ID check. Stop momentarily.

Park & Ride

Bus driver will use special access road.

Large Commercial Delivery Trucks
also see Post 10 Screening

No ID check. Present Post 10 vehicle inspection pass.

Bicycles

No ID check. No stop.

RVs & Motorhomes

No ID check.

Emergency Vehicles

During a non-emergency, no ID check, stop momentarily. During an emergency, use bypass lane.

Pedestrians

Not required to process through the VAP.

Vehicle Inspections

All vehicles passing through the VAPs are subject to inspection. If your vehicle is chosen to be inspected, follow the directions of the Protective Force officer at all times. Traffic lanes may be momentarily stopped to allow a vehicle to access the designated inspection area.

Enforcement of Access Requirements

Individuals must abide by access requirements and the directions of Protective Force officers. The following actions will result in a response by Protective Force officers:

  • Failure to follow access requirements
  • Failure to stop at VAPs
  • Attempt to bypass VAPs
  • Failure to follow direction of Protective Force officers

Security Post 10: Commercial Delivery Truck Screening

Commercial delivery vehicles are allowed to proceed through the VAPs at East and West Jemez if they have a Post 10 vehicle inspection pass. Post 10 is located on East Jemez Road near the intersection of NM 4. Commercial delivery vehicles must present the Post 10 vehicle inspection pass to the Protective Force officer at the VAP. A new pass must be obtained prior to each entry through a VAP. If a commercial delivery vehicle does not have a Post 10 vehicle inspection pass and the Protective Force officer informs the driver that he or she needs one, the driver must return to Post 10.

Vehicles Required to stop at Security Post 10

Non-government-owned commercial delivery vehicles desiring access beyond the VAPs to LANL property, Jemez Springs, ski basin, etc. must present a Post 10 vehicle inspection pass. Inspection is required even if the driver possesses a standard DOE/LANL security badge.

Vehicles NOT Required to stop at Security Post 10

  • Those driven by badged (i.e. valid DOE- or LANL-issued security badge) persons driving a large government owned delivery vehicle.
  • Commercial delivery vehicles not needing access beyond the VAPs. These commercial vehicles should remain in the lanes going into the town of Los Alamos.
