Summary

Public Communications Services, Inc. (PCS) requests that our Office recommend that the Department of Homeland Security (DHS), Bureau of Immigration and Customs Enforcement (ICE) reimburse its costs of filing and pursuing its protest of the award of a contract to Value-Added Communications, Inc. (VAC) under request for proposals (RFP) No. HSCETE-08-R-00001 for detainee telephone services.

We recommend reimbursement in the amount of $319,016.63, plus PCS's costs of pursuing this claim at our Office.
